(Landmark), with assistance from the Beck Group (Beck), has developed this Hazardous Materials Impact Analysis (HMIA) for construction and redevelopment activities at the Foothills Mall in Fort Collins. City of Fort Collins submittal requirements for Project Development Plans (PDPs), Item 12, stipulates that a HMIA must be submitted with the PDP. The HMIA is required for all development proposals that have potential for on-site and/or off-site hazardous materials impacts. The HMIA must conform to the requirements of the Poudre Fire Authority. Landmark contacted Mr. Ron Gonzales, Assistant Fire Marshal of the Poudre Fire Authority, who informed Landmark that there are no written requirements for the HMIA. However, Mr. Gonzales specified that the HMIA must address three questions: 1. Which of the following materials will be present on-site: flammables, corrosives, reactive materials, and toxic substances? 2. What quantities of each will be present? 3. How are these materials being stored and/or managed to prevent on-site and off-site hazardous materials impacts? Responses to each question are provided in the attached table, which provides an approximation of the types and quantities of potentially hazardous materials that may be on-site during construction activities. This approximate inventory was developed based on the types of work anticipated and Beck’s experience on similar projects. Once the project begins, a detailed inventory of potentially hazardous materials will be created. The process for developing this inventory is documented in the attached Hazard Communication Program.
