Typically, when parking fields have multiple rows of angled parking, each bay is 55’ from centerline-to-centerline. 55’ accommodates 18’ stall lengths with a one-way 19’ drive aisle. The Fort Collins requirement is a 19’ stall length and a 20’ one-way drive aisle. We have proposed a 56’ bay dimension that maintains the 20’ drive aisle and provides the standard 18’ stall length which accommodates all car models. This configuration is within parameters stated in the Parking Consultants Council, National Parking Association, Recommended Guidelines for Parking Geometrics (Washington DC: NPA, 1989) as published jointly by ULI and NPA, The Dimensions of Parking, Third Edition. LUC 3.2.2 (C) (5) (a) LUC 3.5.4 (C) (4) (b) Sidewalk Dimensions The Application implements 8’ sidewalks at the perimeter of the site and 5’-6’ sidewalks throughout the interior of the site. The existing tree lawns, curb lines, and parking/ access alignments internal to the site require smaller sidewalks to offer adequate space for tree lawns and landscaping. LUC 3.5.4 (C) Large Retail Establishments The application contemplates improvements to the existing Macy’s building facades that include entrance features, landscaping and pedestrian scale elements. Macy’s owns their building and the parcel it resides on, and therefore, the Applicant does not control the disposition of the final improvements allowed on the structure. The current design focuses on pedestrian scaled elements, “touch points”, and landscape elements to enhance the pedestrian environment that these building improvements affect. It does not meet all the requirements of texture, color, surface articulation and horizontal offsets, and vertical articulation and parapet articulation. LUC 3.8.7 (G) (2) Freestanding and Ground Sign Requirement The primary monument ID sign is being proposed at 22’ in height. This height has resulted from maintaining the proportions of the design and setting the tenant ID letters at 6 1/2" in height, which was determined by the design team as a minimum height for ease of legibility Foothills Mall Redevelopment Modification Requests Page | 2 from College Ave. Each face of the sign complies with the 90sf per side code requirement based on the sum of the area of actual signage bounding boxes. The larger height is also being proposed in an effort to help reinforce the project as a separate district per the City's request. In addition, there are new buildings being proposed along College Ave that will further reduce the visibility of the mall and the larger monument ID signs will help delineate the project and contribute to its sustainability.
