I. INTRODUCTION
This transportation impact study (TIS) addresses the capacity, geometric, and
control requirements at and near the proposed Regency Lakeview Development. The
proposed Regency Lakeview Development is located in the southeast quadrant of the
Lemay/Drake intersection, just east of the Christ Center Community Church in Fort Collins,
Colorado.
During the course of the analysis, numerous contacts were made with the owner
(Regency Residential Partners), the project planning consultant (Ripley Design Inc.), the
project engineer (Northern Engineering), and the City of Fort Collins Traffic Operations
Engineer. The Transportation Impact Study Base Assumptions form and related
documents are provided in Appendix A. This study generally conforms to the format set
forth in the Fort Collins TIS Guidelines in the “Larimer County Urban Area Street
Standards” (LCUASS). Due to the trip generation, this is a full transportation impact study.
The study involved the following steps:
- Collect physical, traffic, and development data;
- Perform trip generation, trip distribution, and trip assignment;
- Determine peak hour traffic volumes;
- Conduct capacity and operational level of service analyses on key intersections;
- Analyze signal warrants;
- Conduct level of service evaluation of pedestrian, bicycle, and transit modes of
transportation

II. EXISTING CONDITIONS
The location of the Regency Lakeview Development is shown in Figure 1. It is
important that a thorough understanding of the existing conditions be presented.
Land Use
Land uses in the area are primarily residential, commercial, and industrial. The
proposed Regency Lakeview Development is on the existing Christ Center Community
Church property. There are existing residential land uses to the northwest, east, south,
and southwest. There are existing commercial uses (Scotch Pines) to the west, across
Lemay Avenue. There is an existing industrial (Woodward Governor) use to the
northwest.
Streets
The primary streets near the Regency Lakeview site are Lemay Avenue and Drake
Road. Key intersections near the Regency Lakeview site are Lemay/Drake,
Lemay/Scotch Pines-Church Access, Lemay/Strachan-Church Access, Drake/Church
Access, Drake/Dorado, Drake/Brookwood (north leg), and Drake/Brookwood (south leg)
intersections. A schematic of the existing geometry at the key intersections is shown in
Figure 2. The following descriptions are based upon a site visit and review of the Fort
Collins Master Street Plan.
Lemay Avenue is to the west of the Regency Lakeview site. It is a north-south
street classified as a four-lane arterial according to the Fort Collins Master Street Plan.
Currently, Lemay Avenue has a four-lane cross section in this area. At the Lemay Drake
intersection, Lemay Avenue has northbound and southbound left-turn lanes, two through
lanes in each direction, and northbound and southbound right-turn channelization islands.
There is no northbound right-turn lane, along Lemay Avenue, with channelization island in
the southeast quadrant of the Lemay/Drake intersection. There is a short (~50 foot)
southbound right-turn lane, along Lemay Avenue, associated with the channelization
island in the northwest quadrant of the Lemay/Drake intersection. At the Lemay/Scotch
Pines-Church Access intersection, Lemay Avenue has a two-way left-turn lane and two
through lanes in each direction. At the Lemay/Strachan-Church Access intersection,
Lemay Avenue has a two-way left-turn lane and two through lanes in each direction. At
this intersection the east/west legs are slightly off-set, but not that there are left-turn
conflicts. The Lemay/Drake intersection has signal control. The Lemay/Scotch Pines-
Church Access and Lemay/Strachan-Church Access intersections have stop sign control
on Scotch Pines-Church Access and Strachan-Church Access, respectively. The posted
speed limit in this area of Lemay Avenue is 40 mph.

Drake Road is to the north of (adjacent to) the Regency Lakeview site. It is an
east-west street classified as a four-lane arterial on the Fort Collins Master Street Plan.
Currently, Drake Road has a four-lane cross section. At the Lemay/Drake intersection,
Drake Road has eastbound and westbound left-turn lanes, two through lanes in each
direction, and a westbound right-turn lane. At the Drake/Dorado, Drake/Brookwood
(north leg), and Drake/Brookwood (south leg) intersections, Drake Road has a two-way
left-turn lane and two through lanes in each direction. At the Drake/Church Access
intersection, Drake Road has a two-way left-turn lane and two through lanes in each
direction. At all of the above intersections, there is stop sign control on the minor legs.
The posted speed limit in this area of Drake Road is 40 mph.
The Scotch Pines and church access are driveway accesses onto Lemay Avenue
into Scotch Pines shopping center and the north church access. These accesses are off-
set by approximately 20 feet (on-centers). The Scotch Pines and church access are not
striped. It was observed that the accesses operated as a left-turn/through lane and a right-
turn lane.
Strachan Drive is to the south of the Regency Lakeview site. It is an east-west
street classified as a local street according to the Fort Collins Master Street Plan.
Currently, Strachan Drive has a two-lane cross section in this area. There is a raised
median in Strachan Drive. Strachan Drive only has a west leg at the Lemay/Strachan-
Church Access intersection, the east leg is the church access and is off-set by
approximately 60 feet (on-centers). At the Lemay/Strachan-Church Access intersection,
Strachan Drive has an eastbound left-turn lane and an eastbound right-turn lane. The
church access is not striped. It was observed that the church access operated as a
combined left-turn/through/right-turn lane. The posted speed limit in this area of Strachan
Drive is 25 mph.
The Drake/Church Access intersection is to the west of the Regency Lakeview site.
It is a driveway access onto Drake Road. The church access only has a south leg at the
Drake/Church Access intersection. The church access is not striped. It was observed that
the church access operated as a combined left-turn/right-turn lane at the Drake/Church
Access intersection.
Dorado Court is to the east of the Regency Lakeview site. It is a north-south cul-
de-sac classified as a local street according to the Fort Collins Master Street Plan.
Currently, Dorado Court has a two-lane cross section in this area. Dorado Court only has
a south leg at the Drake/Dorado intersection. At the Drake/Dorado intersection, Dorado
Court has a combined left-turn/right-turn lane. There is no posted speed on Dorado Court.
Brookwood Drive is to the east of the Regency Lakeview site. It is a north-south
street classified as a local street according to the Fort Collins Master Street Plan.
Currently, Brookwood Drive has a two-lane cross section in this area. Brookwood Drive
is off-set by approximately 160 feet (on-centers). Brookwood Drive is not striped.
However it was observed, at the Drake/Brookwood (north leg) intersection, Brookwood
Drive operates as a southbound left-turn lane and southbound right-turn lane. It was

observed, at the Drake/Brookwood (south leg) intersection, Brookwood Drive operates as
a northbound left-turn lane and a northbound right-turn lane. The posted speed limit in this
area of Brookwood Drive is 25 mph
Existing Traffic
Recent morning and afternoon peak hour traffic volumes are shown in Figure 3.
The traffic counts at the Lemay/Drake, Lemay/Scotch Pines-Church Access,
Lemay/Strachan-Church Access, Drake/Church Access, Drake/Dorado, Drake/Brookwood
(north leg), and Drake/Brookwood (south leg) intersections were obtained in the week of
March 5, 2012. This was considered to be a normal week from a traffic perspective.
Raw traffic count data are provided in Appendix B. Since the counts were obtained on
different days, the counts were adjusted/balanced between the key intersections. The
adjusted/balanced recent peak hour traffic is shown in Figure 4.
Existing Operation
The Lemay/Drake, Lemay/Scotch Pines-Church Access, Lemay/Strachan-Church
Access, Drake/Church Access, Drake/Dorado, Drake/Brookwood (north leg), and
Drake/Brookwood (south leg) intersections were evaluated using techniques provided in
the 2000 Highway Capacity Manual. Using the morning and afternoon peak hour traffic
shown in Figure 4, the peak hour operation is shown in Table 1. Calculation forms are
provided in Appendix C. The key intersections are currently operating acceptably with
existing control and geometry in the morning and afternoon peak hours, except for the
eastbound and westbound approaches at the Lemay/Drake intersection in the afternoon
peak hour. An adjustment to the City’s current signal timing results in acceptable
operation. This operation is shown in parentheses in Table 1. A description of level of
service for unsignalized intersections from the 2000 Highway Capacity Manual and a
table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also
provided in Appendix C. The Regency Lakeview site is in an area termed “low density
mixed-use residential corridor.” In areas termed “low density mixed-use residential
corridors,” acceptable overall operation at signalized intersections is defined as level of
service D or better. At signalized intersections, acceptable operation of any leg and any
movement is level of service D. At unsignalized intersections, acceptable operation is
considered to be at level of service F for any leg for an arterial/local intersection. In “low
density mixed-use residential corridors,” delays commensurate with level of service E
and F are typical for minor street left-turn and through movements at stop sign
controlled intersections along arterial streets during the peak hours. These delays are
generally accepted by the traveling public.
It was requested that a delay analysis of the Drake/Dorado, Drake/Brookwood
(north leg), and Drake/Brookwood (south leg) be included in this study. During counting,
the delay of the minor street approaches at the requested intersections was recorded.
Table 2 shows of observed delay of Dorado Court, Brookwood Drive (north leg), and
Brookwood Drive (south leg). In most cases, the observed delay tends to be shorter

than the calculated delay. This is especially true for the minor street right turns, when
they are separated from the left turns. For the minor street left turns, the observed
delay was higher than the calculated delay in 3 of the 4 peak hours. At the
Drake/Brookwood (north leg) intersection in the morning peak hour, the average
observed delay was 42 seconds. For a five minute period (7:37-7:42), it was noted that
the lead vehicle for the left turns delayed five other vehicles, due to a reluctance to
execute a two-step left turn. This caused the observed delay to be much longer than
normal. The longest delay of these five vehicles was 3 minutes and 12 seconds. The
longest delay in the morning peak hour not including these five vehicles was 77
seconds. The average observed delay is 22 seconds in the morning peak hour if these
five vehicles are excluding for the observed delay. Given the average observed delay
on Dorado Court and the north/south legs of Brookwood drive, the average delay for
minor street left turns is in the range of 15 to 30 seconds on this segment of Drake
Road. This is the typical delay for minor street left turns along arterial streets in Fort
Collins and other cities of comparable size.
Geometric Evaluation
The geometry (lanes) in this area of Fort Collins was built prior to the current
LCUASS document being adopted. Therefore, the geometry is “grandfathered” as it
currently exists. That fact notwithstanding, evaluation using the current standards was
done to point out where deficiencies may exist with the current traffic. This type of
evaluation appears to have also been done by the City, since a westbound right-turn
lane has recently been installed at the Lemay/Drake intersection. In consideration of
the current traffic (2012 counts) right-turn lanes are warranted at the other three
approaches of the Lemay/Drake intersection. In addition, a southbound right-turn lane
is warranted at the Lemay/Scotch Pines intersection.
Pedestrian Facilities
There are sidewalks along Lemay Avenue and Drake Road. There are
pedestrian crosswalks and ramps at the Lemay/Drake intersection. This site is within
1320 feet of existing residential areas and commercial/retail uses.
Bicycle Facilities
There are bicycle lanes along Lemay Avenue and Drake Road. Local streets are
not required to have designated bicycle lanes.
Transit Facilities
Currently, this area of Fort Collins is served by Transfort Route 5. There are bus
stops at the Lemay/Drake intersection.

III. PROPOSED DEVELOPMENT
Regency Lakeview is a proposed 175 dwelling unit apartment development,
located in the southeast quadrant of the Lemay/Drake intersection in Fort Collins.
Figure 5 shows a site plan of Regency Lakeview. The short range analysis (Year 2017)
includes development of Regency Lakeview and an appropriate increase in background
traffic due to normal growth and other potential developments in the area. The long
range analysis year is considered to be 2030. The site plan shows that Regency
Lakeview will have primary access to Drake Road via the Drake/Church Access
intersection and Lemay Road via the Lemay/Scotch Pine-Church Access intersection.
Regency Lakeview will have secondary access to Lemay Road via the Lemay/Strachan-
Church Access intersection.
Trip Generation
Trip generation is important in considering the impact of a development such as this
upon the existing and proposed street system. Trip generation for Apartment (Code 220)
in Trip Generation, 8th Edition, ITE was used to estimate the trips that would be generated
by the proposed Regency Lakeview Development. A trip is defined as a one-way vehicle
movement from origin to destination. Table 3 shows the expected trip generation on a
daily and peak hour basis. At full development the trip generation of Regency Lakeview
resulted in 1184 daily trip ends, 89 morning peak hour trip ends, and 114 afternoon peak
hour trip ends.

Trip Distribution
Trip distribution for Regency Lakeview was based on existing/future travel
patterns, land uses in the area, consideration of trip attractions/productions in the area,
and engineering judgment. Figure 6 shows the trip distribution for the short range
(2017) and long range (2030) analysis futures. The trip distribution was agreed to by
City of Fort Collins staff in the scoping meeting.

Background Traffic Projections
Figures 7 and 8 show the respective short range (2017) and long range (2030)
background traffic projections. Background traffic projections for the short range and
long range future horizons were obtained by reviewing the North Front Range Regional
Transportation Plan and traffic studies prepared for this area of Fort Collins. The other
traffic studies in this area are Spring Creek Farms and Liberty Commons School.
Trip Assignment
Trip assignment is how the generated and distributed trips are expected to be
loaded on the street system. The assigned trips are the resultant of the trip distribution
process. Figure 9 shows the site generated peak hour traffic assignment of the Regency
Lakeview site. Figures 10 and 11 show the respective short range (2017) and long range
(2030) total (site plus background) peak hour traffic assignment.
Signal Warrants
As a matter of policy, traffic signals are not installed at any location unless warrants
are met according to the Manual on Uniform Traffic Control Devices. The Lemay/Drake
intersection is signalized. All the key stop sign control intersections do not meet the signal
spacing criteria and will not be signalized.
Operation Analysis
Capacity analyses were performed at the Lemay/Drake, Lemay/Scotch Pines-
Church Access, Lemay/Strachan-Church Access, Drake/Church Access, Drake/Dorado,
Drake/Brookwood (north leg), and Drake/Brookwood (south leg) intersections. The
operations analyses were conducted for the short range and long range futures, reflecting
year 2017 and 2030 conditions, respectively. The long range future analysis is for
informational purposes only.
Using the traffic volumes shown in Figure 7, the Lemay/Drake, Lemay/Scotch
Pines-Church Access, Lemay/Strachan-Church Access, Drake/Church Access,
Drake/Dorado, Drake/Brookwood (north leg), and Drake/Brookwood (south leg)
intersections operate in the short range (2017) background condition as indicated in
Table 4. Calculation forms for these analyses are provided in Appendix D. All the key
intersections will operate acceptably, with timing adjustments in the afternoon peak hour
at the Lemay/Drake intersection.
Using the traffic volumes shown in Figure 8, the Lemay/Drake, Lemay/Scotch
Pines-Church Access, Lemay/Strachan-Church Access, Drake/Church Access,
Drake/Dorado, Drake/Brookwood (north leg), and Drake/Brookwood (south leg)

intersection, selected movements will operate at level of service E in the afternoon peak

is expected to occur in the long range future.
Geometry
Figure 12 shows the short range (2017) geometry. This is the existing geometry.
As stated earlier, the existing traffic volumes at the Lemay/Drake intersection indicate that
the warrant for a right-turn lane is met for the all legs. Figure 13 shows the long range
(2030) geometry. It is assumed that the Lemay/Drake intersection will have right-turn
lanes on all legs. The decision to install the right-turn lanes will rest with the City.
Pedestrian Level of Service
Appendix H shows a map of the area that is within 1320 feet of the Regency
Lakeview development. There are five pedestrian destinations within 1320 feet of the
Regency Lakeview development. These are: 1) Woodward Governor to the northwest
of the site, 2) the residential neighborhoods to the east of the site, 3) the residential
neighborhoods to the south of the site, 4) the residential neighborhoods to the
southwest of the site, and 5) the commercial (Scotch Pines) to the west of the site. This
site is in an area type termed “Activity Center,” which sets the level of service threshold
at LOS B for all measured categories. Acceptable pedestrian level of service cannot be
achieved for the directness, continuity, and street crossing factors. This area of Fort
Collins was built prior to the current LCUASS Document being adopted. All of the
sidewalks in the area are adjacent to the streets. This is not likely to change, since this
is a constrained corridor. The Pedestrian LOS Worksheet is provided in Appendix H.

Bicycle Level of Service
Appendix H shows a map of the area that is within 1320 feet of the Regency
Lakeview development. Based upon Fort Collins bicycle LOS criteria, the only bicycle
destination is the Scotch Pines commercial areas to the west. This site connects
directly to the bike lanes on Lemay Avenue and Drake Road, which achieves level of
service A.
Transit Level of Service
This area of Fort Collins is served by Transfort Routes 5 which runs along Lemay
Avenue.

IV. CONCLUSIONS
This study assessed the impacts of the Regency Lakeview on the street system in
the vicinity of the proposed development in the short range (2017) and long range (2030)
futures. As a result of this analysis, the following is concluded:
- The development of the Regency Lakeview is feasible from a traffic engineering
standpoint. At full development, the Regency Lakeview will generate approximately
1184 daily trip ends, 89 morning peak hour trip ends, and 114 afternoon peak hour
trip ends.
- Current operation at the Lemay/Drake, Lemay/Scotch Pines-Church Access,
Lemay/Strachan-Church Access, Drake/Church Access, Drake/Dorado,
Drake/Brookwood (north leg), and Drake/Brookwood (south leg) intersections is
acceptable, except for the eastbound and westbound approaches at the
Lemay/Drake intersection in the afternoon peak hour. An adjustment to the City’s
current signal timing results in acceptable operation.
- The Lemay/Drake intersection is currently signalized. Signals will not be installed at
any of the key stop sign controlled intersections.
- In the short range (2017) future, given development of the Regency Lakeview and
an increase in background traffic, the Lemay/Drake, Lemay/Scotch Pines-Church
Access, Lemay/Strachan-Church Access, Drake/Church Access, Drake/Dorado,
Drake/Brookwood (north leg), and Drake/Brookwood (south leg) intersections will
operate acceptably with existing control and geometry.
- In the long range (2030) future, given development of the Regency Lakeview and
an increase in background traffic, the key stop sign controlled intersections will
operate acceptably. Selected movements at the Lemay/Drake intersection will
operate at level of service E. This is expected in the long range future.
- The short range (2017) and long range (2030) geometry are shown in Figures 12
and 13 respectively.
- Acceptable level of service is achieved for bicycle and transit modes based upon
the measures in the multi-modal transportation guidelines. For pedestrians, the
directness, continuity, and street crossing factors could not achieve the desired
level of service for an “activity center.” This area of Fort Collins was built prior to
the current LCUASS Document being adopted. Sidewalks in the area are adjacent
to the street. This is not likely to change, since this is a constrained corridor.
