Current benches are moveable and shall be temporarily removed from site during the construction period. The benches are mainly used by residence to rest while walking the sidewalks inside the community’s property. Final bench locations shall be determined and moved as required by staff at the best location for the residence use once the construction is complete. Total number of trees existing on site currently, the total number of existing trees to be protected, total number of trees removed and total number of trees transplanted. The adjacent property to the north has a parking lot where the head in parking (and headlights) will be directly pointed towards the development. Previously this may not have been an issue because of the space. With the addition there needs to be additional landscaping. Section 3.5.1(D) of the Land Use Code mandates privacy considerations. Comment Number: 11 Comment Originated: 06/27/2012 06/27/2012: The July 19th Planning and Zoning Board hearing may is not feasible at this point. The next hearing would be Thursday, August 16, at 6:00 p.m. in Council Chambers, 300 LaPorte Ave. Work Session for that hearing would be August 10th. You do not need to attend the work session. All power point presentations need to be submitted to the City by Thursday, August 2nd. Please also bring the presentation on a USB drive as back-up. City Staff can provide a wireless mouse for the presentation. Please e-mail me prior if you are requiring that technology. Comment Number: 12 Comment Originated: 06/29/2012 06/27/2012: The City of Fort Collins has parking maximums, not parking minimums. That being said, the project is allowed 56 parking spaces maximum pursuant to Section 3.2.2 of the City of Fort Collins Land Use Code. Please remove 8 spaces and update the language on the table from "required" to "maximum". Acknowledged, the parking data chart has been revised in the submittal set. The total bed count listed in the chart of the initial submittal was based upon an earlier scheme and was not updated. The total number of beds including the proposed construction is 129 beds. The employee count of 30 as shown in the initial submittal was for current employee count and did not include the proposed new Clare Bridge Crossing and expansion to the Sterling House. The total number of employees at maximum shift is 44. The site plan will show the maximum parking stalls as calculated. 129 beds x .33 = 42 spaces plus 44 employees x .5 = 22 spaces equals a total parking count of 64 stalls for the entire community. The storm sewer that is proposed along Rule Drive is shown to exist within the 9' Utility Easement. Additional utility easements may need to be dedicated to accommodate future utilities or the proposed storm sewer may need to be located farther to the north to accommodate existing utilities. All dry utility locations have been shown on the plan along Rule Drive. The proposed storm sewer is not in conflict with the existing utilities, and an additional easement is proposed for the new storm line and is included on the final plat. It is recommended that a new development agreement be drafted to update and clean up the existing development agreements into one document. The owner will work with the city to accommodate the development agreement. If it is not currently constructed to current ADA requirements than it will need to be reconstructed. How is this being addressed and is there any conflicts with the building addition and the Broadband easement? This is an easement that was dedicated in 1997 for the installation and the maintenance of a cable system. The proposed additions will not conflict with the utility owner’s ability to enter the site for repairs as needed. Is it still needed in this specific layout based on the new site plan? Specifically the north end that is very near the building wall. Additionally the Proposed detention pond easement on the northeast corner appears to conflict with a building corner. All of the existing drainage easements will be vacated per this plat and all new easements will be dedicated for the updated drainage improvements. The risk of survival decreases with increased size. Consult with a tree-transplanting contractor in an onsite inspection of the trees to verify feasibility of transplanting the 14 trees that are shown on the plans to be moved. Provide the contractor’s evaluation and recommendation for tree spade size to be used for each of the trees to be transplanted. Incorporate the contractor’s tree spade size recommendations in to the tree mitigation notes or table. Acknowledged, proposed grass seed mixes will be provided on the landscape plans at the time of final plans are submitted with the CD’s following Planning Commission approval. 2.Provide a tree planting detail for the transplanted trees. Typically a water basin is constructed around large trees to facilitate irrigation. Consider adding this in the detail. The area over the ball should be mulched. Acknowledged, such a detail has been included on the Tree Mitigation Plan. 3.Provide an irrigation schedule (frequency) for the transplanted trees for the first growing season or two as recommended by the transplant contractor. Also include the schedule for winter irrigation. Indicate the recommended gallons of water per tree to be applied during each irrigation. Acknowledged, after consulting with the potential tree transplant contractors, proposed irrigation schedules have been added to the notes. 4.Tree number 15a is a flowering crabapple and appears too broad to move. Tree #14 is the same species and smaller, but is shown to be removed. Consider transplanting #14 in place of #15a. Acknowledged, this recommended substitution has been made. 5.Tree #28 is a honey locust to transplant. It is on a slope that will provide some difficulty in transplanting. Tree 26a is a 10-inch caliper Bur oak in good condition. It also is on somewhat of a slope. The bur oak may be a better candidate tree to transplant. Acknowledged, this recommended substitution has been made. 6.Add these notes: Trees proposed to be transplanted shall be moved with a tree spade of a 100 inch minimum size or with a larger size tree spade up to 120 inch minimum size where recommended by a qualified transplanting contractor. An ISA Certified Arborist shall inspect all transplanted trees at a regular interval over the first two years. Recommendations on care shall be provided to the owner. Also provide this for the shrubs using 5 gallon as the minimum shrub size. Acknowledged, a plant list has been included on the landscape plan which lists each proposed plant species, along with the associated quantity, size and method of transplant (B&B, etc.). 3.Autumn Blaze Maple does not survive in the soils found in Fort Collins. The City Forester recommends that an alternate species be selected. Acknowledged, after consulting with Tim Buchanan, this tree species was replaced with Texas Red Oak. Currently it appears there is no walk-in access. Elevation drawings are required for the trash/recycling enclosure. Acknowledged, the trash enclosures are detailed with a concrete pad with a separate walk-in access. The revised set shows the trash enclosure elevations, the trash enclosure shall match the materials of the Crossings. Acknowledged, the existing sidewalk along the main driveway at the Sterling House is connected via a new sidewalk at the Sterling House Kitchen addition as well as a painted walkway on the asphalt drive.
