Please label the general use of 10' wide sidewalks on the plan sets. Response: This has been corrected. Please note, the Floodplain Exhibit is now Sheet C5.1. Topic: General Comment Number: 3 Comment Originated: 07/31/2012 07/31/2012: The two drive approaches should have more definitive indication on the plans (especially the construction set) of how they intend to be modified to allow for suitable crossing of the sidewalk. The plans (except for one note on the site plan specific to the eastern driveway) do not appear to have any indication of the drive approaches being rebuilt in order for the new sidewalk to not tie into driveways with both concrete and asphalt across this interface. The concrete scoring indicative of the sidewalk crossing through the driveway should be shown on the drawings. Response: Done. Both drive approaches have concrete extended well behind the public ROW and full sidewalk widths, so there is no asphalt/concrete interface at the crossings. Comment Number: 4 Comment Originated: 07/31/2012 07/31/2012: The sidewalk across the eastern driveway should be designed to anticipate tying into a 12' wide sidewalk to the east proposed with redevelopment of that property. The plans should show a widening from 10' to 12' in order to make the tie in. A note on the plans can be placed acknowledging a deviation of the plan could be considered in the event that redevelopment of the property to the east is no longer apparent. Response: The design of the Wendy’s drive-thru exit and sidewalk transition at the eastern boundary has been revised and coordinated with the proposed redevelopment of the adjacent property. It should be noted that the sidewalk design at the western boundary of Lot 2, Eleventh Fairview Subdivision redevelopment will need to be adjusted slightly to account for the vertical difference of the drive-thru exit (± flush with Elizabeth flowline) to standard sidewalk elevation (± 6” above flowline). Please include these landscape notes: A permit must be obtained from the City forester before any trees or shrubs as noted on this plan are planted, pruned or removed on the public right-of-way. This includes zones between the sidewalk and curb, medians and other city property. This permit shall approve the location and species to be planted. Failure to obtain this permit may result in replacing or relocating trees and a hold on certificate of occupancy. The developer shall contact the City Forester to inspect all street tree plantings at the completion of the development. All trees need to have been installed and protected as shown on the landscape plan. Failure to obtain approval by the City Forester for trees shall result in a hold on certificate of occupancy. The standard water supply is a 6 inch line. A 4 inch can be used, if the hydraulic calculations support the smaller line. Calculations must be submitted to verify the 4 inch line. Comment Originated: 07/31/2012 07/31/2012: A 3 story building requires a 30 foot wide fire lane that does not exceed 150 feet in length; or if it is longer, a turn-around is required at the end of the fire lane. Response: The CRT review comments we received on 10/31/11 state that a full type NFPA 13 sprinkler system could be used to offset the deficiency of an emergency access that exceeded 150 feet based on the site constraints that do not allow a turn around. The comment also states that the width of the emergency access is required to be 20'. The project does in fact have a full type NFPA 13 sprinkler system that has been included to meet this condition. Based on these comments from the CRT, the project was designed around these parameters and the drive aisles on the east and south sides of the buildings are designed to be 24' min. widths and there is currently no additional space on the site to increase these to 30' without making the building footprint smaller or losing parking spaces all of which are key to make the project work as a whole. The drive aisles also have no easements associated with them but do connect to both CD Potts parking lot system to the west and to the Wendys drive-thru lane to the east. Response: The limits of hardscape and landscape have been revised, per Water Utilities’ redlines, such that the curb stop and meter pit are surrounded by crusher fines and not concrete. Comment Number: 2 Comment Originated: 07/30/2012 07/30/2012: Is the existing sewer service 4" or 6"? If 4", it is strongly suggested that the service be replaced with 6" to avoid potential maintenance/plugging problems at the connection between the existing 4" and the proposed 6" coming out of the building. The sewer service is maintained by the property owner from the building to the sewer main in the street including the connection at the main. Response: The assumption is that the existing sewer service is 4” and will be abandoned back at the main. It is assumed that a new 6” service will be extended from the main to the building.
