I have included the applicant Jason Sherrill in this response and also the City's Neighborhood Liaison Sarah Burnett. Please feel free to contact any of us directly. As you may know this project is scheduled for a public hearing on September 11, 2014 for a decision by Planning and Zoning Board. I will include your email as part of the record for this project so that your comments may be considered. In the neighborhood meeting regarding this proposal that was held last spring, residents expressed concerns about parking in the area, and the developer’s proposal to provide over 50 fewer spaces than required by the City’s Land Use Code. The developer redesigned the site plan for their formal application, which included 100 dwelling units and a request to reduce the required number of parking spaces by 17 spaces. Following staff comments and review, the developer further redesigned the project to include 94 units plus some commercial space. The plan now proposes 160 parking spaces, instead of the required 169. The developer is now requesting a modification to provide 9 spaces fewer than the required number. The developer lists several factors to justify this reduction, including: • The target market for the project is empty nesters and seniors, who the developer states might drive less or have fewer cars than other demographic groups. • The project design is sensitive to the neighborhood, with parking internal to the project and no garage doors facing the street. The Land Use Code recognizes the need for adequate off‐street parking, and staff considers modification requests carefully. In our evaluation of the request for the reduced number of parking spaces, City staff noted that: • Neighborhood services are available across the street which allows for more opportunity to use alternative modes of transportation, including walking. • Illinois Street’s diagonal parking allows for more vehicles to be parked along the street than on a typical street with parallel spaces. • The project has a mix of surface parking spaces and garage spaces and every unit will include a garage space. Following the changes now proposed by the developer, the staff is providing a recommendation that the project be approved to the Planning and Zoning Board. We base this recommendation on our assessment of the project’s compliance with the City’s Land Use Code, including the provisions for approving a modification such as the one requested for parking. The decision to approve or deny the proposal rests with the Planning and Zoning Board during the public hearing on September 11. Sadly we are already over taxed by the on street parking situation in RF. Liberty Common High School coupled with the surrounding multi family buildings have glutted the streets with cars making it difficult at times to even pass through the streets. I am concerned that adding more multi family dwelling units, a dog park and shopping will continue to overburden our already stressed on street parking.
