REQUEST FOR A MAJOR AMENDMENT TO LOT 12 AND TRACT A OF THE MARTINEZ PUD. THE PROPOSED DEVELOPMENT WILL
CONSIST OF THREE 2-STORY, MIXED-USE BUILDINGS, WITH ASSOCIATED PARKING, ON 2.22 ACRES. THE TOTAL FLOOR AREA OF
THE THREE BUILDINGS WILL BE 44,834 S.F. BUILDING A WILL CONTAIN 4 RESIDENTIAL DWELLING UNITS, TOTALING 5,252 S.F.,
AND 4250 S.F. OF OFFICE/RETAIL USES. BUILDING B WILL CONTAIN 8 RESIDENTIAL DWELLING UNITS, TOTALING 9,677 S.F., AND
7,618 S.F. OF OFFICE/RETAIL USES. BUILDING C WILL CONTAIN 8 RESIDENTIAL DWELLING UNITS, TOTALING 10.537 S.F. AND

Grading information and cross-section(s) are needed. It is assumed that the
developer will build it. If landscaping is proposed, please include a line for
irrigation, and know that it will be the responsibility of the developer to
maintain the landscaping. The median should be enlarged to provide
adequate visibility, but not encroach on left turn stacking lengths at either
Mason or Howes or the movement of turning buses off of Mason onto Cherry.
The design should also take into consideration that Howes will most likely be
a 2-way street in the future. The ends should also be made less blunt. It has
also been suggested that this would be a good place for art in public places.

90 [4/30/04] Please provide more information regarding the Howes Street
Outfall overflow. If the inlets were completely plugged and the total 491 cfs
were to spill , where would the flow go and what would the water elevation
be? If the buildings F.F. elevation were slightly higher than the crest on
Cherry Street, which they are close now, than this issue might be a lot
simplier to resolve. Floodproofing the buildings is also another option.
Also, please provide a statement on the plans stating how the City will be
held harmless in the event any flooding does occur within the development.
This area was never planned to have structures located on it and the
drainage easement has been reduced to 40 feet.
A meeting may be warranted.
Please provide an emergency overflow swale for the Howes Street Outfall at
Cherry Street and provide calculations to show that no buildings will be
inundated.

103 Craig Foreman of Parks Planning offered the following comments:
1. From A STATEMENT OF PLANNING OBJECTIVES FOR MASON
STREET NORTH, page 2, second paragraph from the top, last sentence.The
statement is not correct as per the August 16, 2001 meeting with the
developer and the City Manager. The agreement reached at this meeting was
that the development would identify the required 40 public parking stalls on
the development proper. Therefore, the additional parking on the park (on the
east side of Mason Court) is not needed.
2. General Note: As per the August 16th meeting, the developer does not
need to show any parking or other improvements on the park on their Project
Development Plan drawings since all required public parking is now
contained on the development property.
3. Sheet 3 of 11, and others: The four new public parking stalls just west of
the turnaround show a ramp and steps in the sidewalk down from the parking
lot. It may be best just to have the ramps. Steps would be difficult to keep
open during the winter and may not be needed if the ramps have the ADA
requirements covered.
4. Sheet 7 of 11: Sidewalk to ballfield. The best way to show this is to stop
the sidewalk just north of the the pipe and say "future sidewalk by City" since
Parks Planning does not have this walk completely designed.
5. The riprap shown to the north of the drain at the north side of the
turnaround would imply that storm drainage water would run across the
sidewalk into the park. A better option is to keep this drainage in a pipe.

104 Rick Lee of the Building Department indicated that the information submitted
for review suggests that multi-family housing will be provided. The Building
Department wants to inform the developer that they are currently enforcing
the 1998 ANSI for accessibility and a State statute, which requires that on

It appears that ADA grades for the sidewalks crossing the driveway onto
Cherry and the sidewalk aligning with the ped island are not being met. The
maximum cross-slopes on these sidewalks (north-south) are 1:24 and 1:25,
respectively, and these slopes are currently shown at as much as 12%.
Please revise to match the standard drawings.

PFA, that the private drive to the west of this property that serves as a fire
lane, has never been dedicated as an emergency access easement. This
needs to be corrected. Please provide a legal description and deed of
dedication for that private drive to be dedicated as an emergency access
easement.
