The plan should include City standard erosion control notes with additional notes and BMPÂ’s showing the proposed project schedule, and indicating how the surrounding area will be protected from sediments exiting the site during construction activities. Repeat - 5/28/02 Resolved 1 Basil Hamdan 02/11/2002 41 General Contact Ron Gonzales with PFA regarding the emergency access requirements for the rear alley. Section 3.6.6.D.3 states that the minimum unobstructed width shall be thirty (30) feet for access roads serving buildings three (3) stories or more in height on at least one (1) side of the building. The building height shall be measured from the access road grade. PFA will not serve any building from an arterial road thus eliminating College Avenue as the alternate access road. Does the rear alley meet the minimum 30' requirement? 03/05/02 - Note: I spoke with Ron Gonzales today and he has waived this requirement. Resolved 1 Susan Joy 02/13/2002 42 General The TIS numbers don't add up. Your summary states that 50% of the traffic accesses the property from the north, 10% from College, and 20% from the east and south. Where is the other 30%? Resolved 1 Susan Joy 02/14/2002 3/7/2011 Page 5 Project: VIALE COLLEGIO PDP & FINAL COMPLIANCE, #1-02/A ID Topic Issue Status Round Comment By Initial Date 43 General This project must now design and construct the alley to meet current street standards and address existing drainage issues. A little bit of history on the alley: The alley was paved for dust control several years ago but was never designed to meet any street standard. The alley was repaved again last year after the utility repairs rather than trying to patch everything. There are drainage problems and that will need to be addressed in the design. Resolved 1 Susan Joy 02/14/2002 44 General Underground existing overhead utilities if any. Resolved 1 Susan Joy 02/14/2002 45 General Please include the sq.ft area for the lower level commercial/retail and the anticipated uses. Resolved 1 Bob Barkeen 02/14/2002 47 General Excel Eenrgy Any cut offs, removal, relocation or installation of gas lines will be at developers expense. PSCO has existing gas services to 704 South College and 708 South College Ave. Either one or both will need to be relocated or cut-off. A larger service maybe required depending on future load. Depending on size of future new load, some main reoinforcement maybe required. Resolved 1 Bob Barkeen 02/14/2002 48 Existing Trees The large walnut tree at the southwest corner of the property is a significant tree and should be preserved to the extent feasable. Resolved 1 Bob Barkeen 02/14/2002 49 Existing Trees Please add two canopy trees along the south border (see attached sheet) Resolved 1 Bob Barkeen 02/14/2002 50 Existing Trees Please change the snowdrift crabapple to springsonw crabapple. Resolved 2 Susan Joy 05/21/2002 75 Site Plan 5/21/02: Coordinate comments from the utility plans. Resolved 2 Susan Joy 05/21/2002 76 Utility Plans No thrust block is required on a 1.5-inch water service. Control point for 1.5-inch water service is at a 1.5-inch curb stop. No gate valves are allowed on a 1.5-inch water service. Resolved 2 Jeff Hill 05/28/2002 77 Utility Plans Repeat comment; Site and landscape plans do not reflect the same information as the civil plan. Coordinate all plans to reflect the same information. Resolved 2 Jeff Hill 05/28/2002 78 Utility Plans As previously indicated include the standard general note (Coordinate abandonments with City Utilities) which pertains to abandonment of existing water and sewer service. See utility plans for other comments. Resolved 2 Jeff Hill 05/28/2002 79 Parking (Follow-up comment from 1st round comment) Normally, parking dimensions for handicap parking stalls consist of an 8-foot wide stall and 5-foot wide striped loading area as per the Larimer County Urban Area Street Standards and the American with Disabilities Act. However, the City has a new method for striping handicap parking stalls. Contact Randy Hensley in parking services regarding the new striping plan. Please, keep in mind that the ramp will need to be accessible from both stalls. Resolved 2 Tom Reiff 05/28/2002 80 Site Plan (Follow-up comment to 1st round comment) Per City standards the sidewalk is required to be continuous across a driveway with a break in the the driveway. This signifies to the driver that they are entering a pedestrian facility and given the high pedestrian traffic in this area, safety is paramount. Please continue the pedestrian treatment across the driveway. Resolved 2 Tom Reiff 05/28/2002 3/7/2011 Page 9 Project: VIALE COLLEGIO PDP & FINAL COMPLIANCE, #1-02/A ID Topic Issue Status Round Comment By Initial Date 81 Construction Drawings The Tree Protection Specifications can be found under 3.2.1(G) of the Land Use Code. These Specifications will need to be communicated on Construction Drawings and Landscape Plans as notes, drawings, detail and possibly elevations to clearly communicate how the existing trees will be preserved. Active 2 Doug Moore 05/28/2002 82 General Change architect scale to engineering scale on site plan. Resolved 2 Tom Reiff 05/28/2002 83 Parking The handicap ramp and striped loading area are constrianed by the location of two columns. To meet ADA requirements a minimum of 3 feet clear space around the objects is required. Resolved 2 Tom Reiff 05/29/2002 84 Site Plan The bike parking facility near the fountain creates a constriant for people trying to walk around the fountain. According to city standards a 5' back-out space is required. Consider relocating the bike rack to the south wall to improve mobility around the fountain. Resolved 2 Tom Reiff 05/29/2002 85 Utility Plans Add a ramp for the scooter parking area for accessibility. Resolved 2 Susan Joy 05/30/2002 86 Utility Plans The sidewalk must be continuous through the driveway in accordance with detail 16-1 and a minimum of 8" thick. See 16.2.1.F of LCUASS. Resolved 2 Susan Joy 05/30/2002 87 Utility Plans The nearest water main is a 4-inch main in College Avenue. This main is adequate for domestic service but may not be adequate to provide the necessary flows to the fire sprinkler system. Discussions between the developer and their consultants, PFA and the water utility are in progress to identify options and work toward a solution. These discussions need to continue until an acceptable resolution is found. Resolved 2 Roger Buffington 05/30/2002 3/7/2011 Page 10 Project: VIALE COLLEGIO PDP & FINAL COMPLIANCE, #1-02/A ID Topic Issue Status Round Comment By Initial Date 88 Utility Plans The applicant has requested a variance from the landscaping and setback standards in Section 3.2.2(J) of the Land Use Code. This Section requires a minimum of 5 feet of landscaping between a vehicle use area and an adjacent lot line. Administrative variances to requirements within the land use code are not permitted to be granted by staff pursuant to Section 2.8 of the Land Use Code. Modification may only be granted by the Planning and Zoning Board. However, based on the configuration of the parking within the building, staff may interprite the parking area as a parking garage, rather than a surface parking lot. Parking garages are not subject to the landscaping requireemnts for parking lots. Parking garages would be subject to review of Section 3.5.3 of the land use code, mixed use buildings.
