REQUEST FOR A THREE-STORY, 29,500 S.F. MIXED USE BUILDING LOCATED AT 706 SOUTH COLLEGE AVENUE, A HALF BLOCK
SOUTH OF LAUREL STREET. THE PROJECT WOULD INCLUDE 5,500 S.F. OF GROUND FLOOR RETAIL AREA, 12,200 S.F. OF OFFICE
LEASE AREA LOCATED ON THE SECOND FLOOR OF THE BUILDING AND 20 ONE-BEDROOM EFFICIENCY APARTMENT UNITS
LOCATED ON THE THIRD FLOOR OF THE BUILDING. PARKING WOULD BE PROVIDED BY A GROUND-LEVEL PARKING LOT
BEHIND THE FIRST STORY AND COVERED BY THE UPPER LEVEL OFFICE AND RESIDENTIAL UNITS. THE PARKING LOT WILL

PFA will not serve any building from an arterial road thus eliminating College
Avenue as the alternate access road. Does the rear alley meet the minimum

A little bit of history on the alley: The alley was paved for dust control several
years ago but was never designed to meet any street standard. The alley

88 Utility Plans The applicant has requested a variance from the landscaping and setback
standards in Section 3.2.2(J) of the Land Use Code. This Section requires a
minimum of 5 feet of landscaping between a vehicle use area and an
adjacent lot line. Administrative variances to requirements within the land use
code are not permitted to be granted by staff pursuant to Section 2.8 of the
Land Use Code. Modification may only be granted by the Planning and
Zoning Board. However, based on the configuration of the parking within the
building, staff may interprite the parking area as a parking garage, rather than
a surface parking lot. Parking garages are not subject to the landscaping
requireemnts for parking lots. Parking garages would be subject to review of
Section 3.5.3 of the land use code, mixed use buildings.

CDOT. Our next meeting is the 21st of November. The utility drawings will
be submitted for CDOTs review at that time and the resulting redlines and
comments will be returned on the 22nd. All remaining comments can be
addressed with the mylar submittal. A CDOT permit, excavation permit, and
DA will be required.
