INTRODUCTION This transportation impact study (TIS) addresses the capacity, geometric, and control requirements at and near the proposed Saint John XXIII Church and Lombardy Student Housing. The proposed Saint John XXIII Church and Lombardy Student Housing site is located north of (adjacent to) University Avenue, between Shields Street and City Park Avenue in Fort Collins, Colorado. During the course of the analysis, numerous contacts were made with the project developer (Blackbird Investments), the project engineer (Northern Engineering), the project planning consultant (BHA Design), and the Fort Collins Traffic Engineering staff. This study generally conforms to the format set forth in the Fort Collins transportation impact study guidelines contained in the “Larimer County Urban Area Street Standards” (LCUASS). The base assumptions packet is provided in Appendix A. The study involved the following steps:  Collect physical, traffic, and development data;  Perform trip generation, trip distribution, and trip assignment;  Determine peak hour traffic volumes;  Conduct capacity and operational level of service analyses on key intersections;  Analyze signal warrants;  Conduct level of service evaluation of pedestrian, bicycle, and transit modes of transportation. EXISTING CONDITIONS The location of the Saint John XXIII Church and Lombardy Student Housing site is shown in Figure 1. It is important that a thorough understanding of the existing conditions be presented. Land Use Land uses in the area are primarily institutional (CSU), commercial, or residential. Land adjacent to the site is flat (<2% grade) from a traffic operations perspective. This site is west of the center of Fort Collins. Colorado State University is east of the proposed Saint John XXIII Church and Lombardy Student Housing site. Roads The primary streets near the Saint John XXIII Church and Lombardy Student Housing site are University Avenue, West Elizabeth Street, Shields Street, and City Park Avenue. Figure 2 shows a schematic of the existing geometry at the West Elizabeth/Shields, West Elizabeth/City Park, Shields/University, and University/City Park intersections. West Elizabeth Street is to the north of the Saint John XXIII Church and Lombardy Student Housing site. It is classified as a four-lane arterial street on the Fort Collins Master Street Plan. Currently, West Elizabeth Street has a four-lane cross section in this area. At the West Elizabeth/Shields intersection, West Elizabeth Street has dual eastbound left-turn lanes, a westbound left-turn lane, a through lane in each direction, and eastbound and westbound right-turn lanes. At the West Elizabeth/City Park intersection, West Elizabeth Street has eastbound and westbound left-turn lanes and two through lanes in each direction. Eastbound and westbound right-turn lanes are required with the existing traffic volumes at the West Elizabeth/City Park intersection. Typically with constrained conditions, when turn lanes are shown to be required based on volumes, they are not built unless the operation at the subject intersection is determined to be unacceptable. The West Elizabeth/Shields and West Elizabeth/City Park intersections have signal control. The posted speed limit in this area of West Elizabeth Street is 30 mph. Shields Street is to the east of the Saint John XXIII Church and Lombardy Student Housing site. It is a north-south street designated as a four-lane arterial street on the Fort Collins Master Street Plan. Currently, it has a four-lane cross section in this area. At the West Elizabeth/Shields intersection, Shields Street has northbound and southbound left-turn lanes, two through lanes in each direction, and a southbound right- turn lane. According to LCUASS, a northbound right-turn lane is required with the existing traffic volumes at the West Elizabeth/Shields intersection. With regard to this right-turn lane, Shields Street is considered to be in a constrained condition. The Shields/University intersection has stop sign control on University Avenue. The posted speed limit in this area of Shields Street is 30 mph. City Park Avenue is a north-south street designated as a local street on the Fort Collins Master Street Plan. Currently, City Park Avenue has a two-lane cross section with parking on both sides of the street. At the West Elizabeth/City Park intersection, City Park Avenue has northbound and southbound left-turn lanes and a through/right- turn lane in each direction. According to LCUASS, a northbound right-turn lane is required with the existing traffic volumes at the West Elizabeth/City Park intersection. With regard to this right-turn lane, City Park Avenue is considered to be in a constrained condition. At the City Park/University intersection, City Park Avenue has northbound and southbound movements combined into single lanes. The posted speed limit in this area of City Park Avenue is 25 mph. University Avenue is to the south (adjacent to) of the Saint John XXIII Church and Lombardy Student Housing site. It is classified as a local street on the Fort Collins Master Street Plan. Currently, University Avenue has a two-lane cross section in this area. University Avenue only has a west leg at the Shields/University intersection. At the Shields/University intersection, University Avenue has eastbound movements combined into a single lane. University Avenue only has an east leg at the City Park/University intersection. At the City Park/University intersection, University Avenue has westbound movements combined into a single lane. The West Elizabeth/Shields and West Elizabeth/City Park intersections have signal control. The posted speed limit in this area of West Elizabeth Street is 30 mph. Existing Traffic Figure 3 shows the recent morning and afternoon peak hour traffic counts at the West Elizabeth/Shields, West Elizabeth/City Park, Shields/University, and City Park/ University intersections. Recent count data at the West Elizabeth/Shields and West Elizabeth/City Park intersections was obtained in October 2016. Raw count data is provided in Appendix B. Recent count data at the Shields/University, City Park/ University, and the University/access intersections was obtained in September 2018. Existing Operation The West Elizabeth/Shields, West Elizabeth/City Park, Shields/University, City Park/University intersections were evaluated using techniques provided in the 2016 Highway Capacity Manual (2016HCM). Using the peak hour traffic shown in Figure 3, the peak hour operation is shown in Table 1. The West Elizabeth/Shields, West Elizabeth/City Park, Shields/University, and City Park/University intersections meet the meet the City of Fort Collins Motor Vehicle LOS Standard during the morning and afternoon peak hours with existing signal control, geometry, and signal timing. The calculated delay associated with level of service F operation is provided in Table 1. Calculation forms are provided in Appendix C. The University/access intersections were not rigorously analyzed, since based on the volumes the intersections will operate a level of service A. A description of level of service for signalized and unsignalized intersections from the 2016 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix C. The Saint John XXIII Church and Lombardy Student Housing is in an area termed “mixed-use district.” In areas termed “mixed-use districts,” acceptable operation at signalized intersections during the peak hours is defined as level of service E or better for the overall intersection, and level of service E or better for any leg or movement. At arterial/arterial and collector/collector stop sign controlled intersections, acceptable operation is considered to be at level of service E, overall and level of service F, for any approach leg. At arterial/collector, arterial/local, collector/local, and local/local stop sign controlled intersections, acceptable operation is considered to be at level of service D, overall and level of service F, for any approach leg. Pedestrian Facilities There are sidewalks along West Elizabeth Street, Shields Street, City Park Avenue, and University Avenue. There is a pedestrian/bicycle underpass under Shields Street Bicycle Facilities Bicycle lanes exist on West Elizabeth Street and Shields Street. City Park Avenue and University Avenue have no bicycle lanes. Bike lanes are not required on local streets. There is a pedestrian/bicycle underpass under Shields Street. Transit Facilities This area of Fort Collins is served by Transfort Route 2 on West Elizabeth Street and Routes 7 and 19 on Shields Street. PROPOSED DEVELOPMENT The Saint John XXIII Church and Lombardy Student Housing development is a student residential development with 630 beds, a 2,000 square foot coffee shop, and 2,000 square feet of retail. The existing St. John XXIII Church will be relocated to the northwest quadrant of the Shields/University intersection. Figure 4 shows a site plan of the Saint John XXIII Church and Lombardy Student Housing development. The site plan shows access to/from University Avenue. There will be no motor vehicle access to West Elizabeth Street. There will be pedestrian and bicycle access to West Elizabeth Street. The Saint John XXIII Church will be relocated to the northwest quadrant of the Shields/University intersection. The short range analysis (Year 2023) includes development of the Saint John XXIII Church and Lombardy Student Housing site and an appropriate increase in background traffic, due to normal growth, and other approved developments in the area. The long range analysis (Year 2040) includes background traffic due to normal growth and in general accordance with the Fort Collins Structure Plan. Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. A compilation of trip generation information contained in Trip Generation, 10th Edition, ITE is customarily used to estimate trips that would be generated by the proposed/expected use at a site. However, the City of Fort Collins has developed trip generation rates for apartment projects similar to Saint John XXIII Church and Lombardy Student Housing. The Fort Collins trip generation rates are specifically applied to student housing projects. While the number of beds is expected to be less, 630 beds was conservatively used in this analysis. Table 2 shows the daily and peak hour trip generation for the Saint John XXIII Church and Lombardy Student Housing site. It is assumed that alternative modes (pedestrian, bicycle, and transit) have been considered in the City of Fort Collins rates for apartments. The additional trip generation of the Saint John XXIII Church and Lombardy Student Housing development resulted in 2616 daily trip ends, 224 morning peak hour trip ends, and 310 afternoon peak hour trip ends. Figure 5 shows the vehicle trip distribution used for the Saint John XXIII Church and Lombardy Student Housing site. The trip distribution was agreed to by City of Fort Collins staff in the scoping discussions. Background Traffic Projections Figures 6 and 7 show the short range (2023) and long range (2040) background peak hour traffic projections at the key intersections. Traffic at the key intersections was increased at a rate of approximately one percent per year for the short range (2023) and long range (2040) background traffic forecasts. In addition to this, site generated traffic from the Hub, West Plum Street Apartment, and Union on Elizabeth developments were included in the traffic forecasts. Site generated traffic from St. John XXIII Church was excluded from the traffic forecasts, since it will be razed and relocated for the Saint John XXIII Church and Lombardy Student Housing development. Trip Assignment Trip assignment is how the generated and distributed trips are expected to be loaded on the street system. The assigned trips are the resultant of the trip distribution process. Using the trip distribution shown in Figure 5, Figure 8 shows the assignment of the site generated peak hour vehicle traffic. The site generated vehicle traffic was combined with the background traffic to determine the total forecasted vehicle traffic at the key intersections. Figures 9 and 10 shows the short range (2023) and long range (2040) total peak hour vehicle traffic at the key intersections. The long range background and total hour traffic forecasts (Figures 7 and 10) are generally higher than those reflected in the “West Elizabeth Corridor Plan” at the West Elizabeth/Shields and West Elizabeth/City Park intersections. The forecasts in this TIS consider known/ approved development projects. Signal Warrants As a matter of policy, traffic signals are not installed at any location unless warrants are met according to the Manual on Uniform Traffic Control Devices (MUTCD). The West Elizabeth/Shields and West Elizabeth/City Park intersections are currently signalized. The stop sign controlled intersections at the Shields/University, City Park/University, and University/Site Access intersections are not expected to meet peak hour signal warrants and do not meet signal spacing requirements. The operation analyses were conducted for the short range future, reflecting a year 2023 condition and for the long range future, reflecting a year 2040 condition. The long range (2040) operational analyses are used for planning and informational purposes only. Using the short range (2023) background peak hour traffic volumes, the West Elizabeth/Shields, West Elizabeth/City Park, Shields/University, and City Park/University intersections operate as indicated in Table 3. Calculation forms for these analyses are provided in Appendix D. The key intersections will meet the City of Fort Collins Motor Vehicle LOS Standard in the morning and afternoon peak hours, except the northbound left-turn movement at the West Elizabeth/Shields intersection in the afternoon peak hour. The northbound left-turn volume in the afternoon peak hour indicates the need for dual left-turn lanes. However, this is not possible at this intersection. Using the long range (2040) background peak hour traffic volumes, the West Elizabeth/Shields, West Elizabeth/City Park, Shields/University, and City Park/University intersections operate as indicated in Table 4. Calculation forms for these analyses are provided in Appendix E. In the long range (2040) future, the West Elizabeth/Shields intersection does not meet the City of Fort Collins Motor Vehicle LOS standard in the afternoon peak hour. It is important for the City of Fort Collins to continue monitoring traffic conditions at this intersection in the future to determine if and when any additional improvements are needed. Using the short range (2023) total peak hour traffic volumes, the West Elizabeth/Shields, West Elizabeth/City Park, Shields/University, City Park/University, and University/Site Access intersections operate as indicated in Table 5. Calculation forms for these analyses are provided in Appendix F. The key intersections will meet the City of Fort Collins Motor Vehicle LOS Standard in the morning and afternoon peak hours, except the eastbound and northbound left-turn movements and the eastbound and northbound approaches at the West Elizabeth/Shields intersection in the afternoon peak hour. The northbound left-turn volume in the afternoon peak hour indicates the need for dual left-turn lanes. However, this is not possible at this intersection. This lack of dual northbound left-turn lanes affects the signal timing and impacts other movements. Using the long range (2040) total peak hour traffic volumes, the West Elizabeth/Shields, West Elizabeth/City Park, Shields/University, City Park/University, and University/Site Access intersections operate as indicated in Table 6. Calculation forms for these analyses are provided in Appendix G. In the long range (2040) future, the West Elizabeth/Shields intersection does not meet the City of Fort Collins Motor Vehicle LOS standard in the afternoon peak hour. It is important for the City of Fort Collins to continue monitoring traffic conditions at this intersection in the future to determine if and when any additional improvements are needed. This is due to the delay experienced by the left-turns entering Shields Street. The number of left turns is/will low because of the difficulty making this movement. The analyses depict a peak hour condition. It is likely that these delays exist when the volumes on Shields Street are high. Motorists avoid making the left-turn at high traffic times. However, at other times (probably 15 hours on a given weekday and on weekends), this left turn can be executed with much shorter delay. Therefore, it is recommended that this intersection continue to allow full-movements. If safety issues occur, that are related to this specific movement, the City should consider taking action to address this. Geometry The short range (2023) and long range (2040) geometry is shown in Figure 11. As mentioned earlier, according to LCUASS, a northbound right-turn lane at the West Elizabeth/Shields intersection and eastbound and westbound right-turn lanes at the West Elizabeth/City Park intersection are required with the existing traffic volumes. Typically at constrained locations, when turn lanes are shown to be required based on volumes, they are not built unless the operation at the subject intersection is determined to be unacceptable. Weekend Service Weekend Church services occur on Saturday and Sunday. The anticipatory service is at 5:30 pm on Saturday. There are conventional services on Sunday at: 8:00 am, 10:00 am, 5:30 pm, and 8:00 pm. There are special services on Sunday at: 12:00 pm (Latin) and 3:00 pm (Byzantine). It is assumed that these weekend church services would continue. The City of Fort Collins requested a discussion of traffic and parking related to weekend church services. There are 174 parking spaces in the church parking lot. Observations during conventional church service times indicated there was an average parking lot occupancy of 134 parked vehicles. The church service parking lot occupancy is 77 percent. It was also observed that a number of service attendees were pedestrians and bicyclists from other locations. It is expected weekend church service attendance will continue as it does today. Weekend motor vehicle traffic would be similar, except for the additional traffic that would occur related to the student housing component. Research indicates no data/information with regard to weekend travel for student housing. However, it is expected that it would be much lower than the peak hour travel on a weekday. This, along with lower weekend travel on the area streets, will result in traffic operations that are similar to that which currently exist. There are 9 parking spaces north of the Piazza. On weekends, it is typical that some residents of the student housing component will not be at the site. Therefore, some garage parking spaces (371 spaces in Building C and 49 spaces in Building A) may be available for weekend church service parking. Pedestrian Level of Service Appendix H shows a map of the area that is within 1320 feet of the Saint John XXIII Church and Lombardy Student Housing site. The Saint John XXIII Church and Lombardy Student Housing site is located within an area termed as a “pedestrian district,” which sets the level of service threshold at LOS A for all measured categories, except for street crossing at LOS B. There are four destination areas within 1320 feet of the proposed Saint John XXIII Church and Lombardy Student Housing: 1) the Colorado State University Campus; 2) the commercial/residential to the north of the site; 3) the commercial/residential to the west of the site; and 4) the residential uses to the south the site. The Pedestrian LOS Worksheet is provided in Appendix H. The pedestrian destination areas meet the LOS requirements for all categories. Bicycle Level of Service Appendix H shows a map of the area that is within 1320 feet of the Saint John XXIII Church and Lombardy Student Housing site. This area is considered to be a community/neighborhood commercial center. Based upon Fort Collins bicycle LOS criteria, the level of service threshold for bicycles is LOS B. There are two bicycle destinations within 1320 feet of the Saint John XXIII Church and Lombardy Student Housing. These are: 1) Colorado State University to the east of the site; and 2) the commercial center to the north of the site. There are bicycle facilities along West Elizabeth Street and Shields Street. The Saint John XXIII Church and Lombardy Student Housing is directly connected to the bike lanes on Shields Street, which satisfies the LOS B criteria. The bicycle LOS Worksheet is provided in Appendix H. Transit Level of Service This area of Fort Collins will be served by Transfort Routes 7 and 19 on Shields Street, and Route 2 on West Elizabeth Street. According to Transfort, the West Elizabeth Street route has very high ridership. Route 2 has headways every 30 minutes. The Saint John XXIII Church and Lombardy Student Housing adds no traffic to the northbound right-turn movement. Eastbound and westbound right- turn lanes are required at the West Elizabeth/City Park intersection with existing traffic. The West Elizabeth/Shields intersection is in a constrained location. The Saint John XXIII Church and Lombardy Student Housing adds no traffic to the westbound right-turn movement. In the short range (2023) future, the Saint John XXIII Church and Lombardy Student Housing adds 26 percent to the morning peak hour and 38 percent to the afternoon peak hour eastbound right-turn movement. Since the project adds traffic to the eastbound right-turn movement, the following mitigation factors will be implemented:  Residents (students) have Transfort passes that provide access to all Transfort fixed-routes including MAX and FLEX. The Saint John XXIII Church and Lombardy Student Housing will inform students regarding this benefit and promote it by making transit maps readily available in the leasing office and hosting educational programs.  Three hundred and eighty-five (385) bicycle spaces will be provide within the development. Twenty-eight bicycles are not covered, 14spaces at the church and 14 spaces at the Newman Center. Three hundred and fifty-seven (357) bicycle spaces are covered and located outside or in the parking garage. Secure bicycle parking will encourage residents to utilize bicycles as a mode of travel. CONCLUSIONS/RECOMMENDATIONS This study assessed the impacts of the Saint John XXIII Church and Lombardy Student Housing development on the short range (2023) and long range (2040) street system in the vicinity of the proposed development. As a result of this analysis, the following is concluded:  The development of the Saint John XXIII Church and Lombardy Student Housing site is feasible from a traffic engineering standpoint. At full development, the Saint John XXIII Church and Lombardy Student Housing site will generate approximately 2616 daily trip ends, 224 morning peak hour trip ends, and 310 afternoon peak hour trip ends.  Current operation at the West Elizabeth/Shields, West Elizabeth/City Park, Shields/University, and City Park/University intersections is acceptable. At the Shields/University intersection, the calculated delay for the eastbound approach was commensurate with level of service F.  In the short range (2023) future, given development of the Saint John XXIII Church and Lombardy Student Housing site and an increase in background traffic, the West Elizabeth/Shields, West Elizabeth/City Park, Shields/University, and City Park/University intersections will meet the City of Fort Collins Motor Vehicle LOS Standard in the morning and afternoon peak hours, except the eastbound and northbound left-turn movements and eastbound and northbound approaches at the West Elizabeth/Shields intersection in the afternoon peak hour. The northbound left-turn volume in the afternoon peak hour indicates the need for dual left-turn lanes. However, this is not possible at this intersection. This lack of dual northbound left-turn lanes affects the signal timing and impacts other movements.  In the long range (2040) future, given development of the Saint John XXIII Church and Lombardy Student Housing site and an increase in background traffic, the key intersections will meet the City of Fort Collins Motor Vehicle LOS Standard in the morning and afternoon peak hours, except at the West Elizabeth/Shields and Shields/University intersections in the afternoon peak hour. The long range (2040) operational analyses are used for planning and informational purposes only.  The eastbound movement at the Shields/University intersection will continue to experience delays. This is due to the delay experienced by the left-turns entering Shields Street. The number of left turns is/will be low because of the difficulty making this movement.
