Active 1 Gary Lopez 02/09/2007 3 General [2/26/07] The following departments and agencies have no problems or concerns with your proposal: Park Planning, GIS, ROW Planning, Water Conservation, Natural Resources. Active 1 Anne Aspen 02/26/2007 4 General [2/26/07] Building Inspection offers a page of applicable codes and standards that you must comply with in your building permit plan set. They also offer notes from your pre-submittal meeting. Both are attached. Active 1 Anne Aspen 02/26/2007 5 General [2/26/07] Xcel Energy comments as follows: "Xcel Energy has a 2" PEI located in College Ave. We will need a permit to open-cut College Ave to cut off the existing 3/4" gas service to 215 N. College and install a new gas service for the added capacity." New meters would need to be located outside. We have no gas main located in the rear alley area. Active 1 Anne Aspen 02/26/2007 6 General [2/26/07] Comcast responds as follows: "Comcast needs to see a plat map showing existing or new utility easement in the alley to feed this project. The closest Comcast facility is located at 281 N. College." Active 1 Anne Aspen 02/26/2007 8 General [7/11/08] [2/26/07] The TDRF fees were incorrectly calculated per my direction - I'm really sorry about that! The good news is that you've got a credit for $1362.15. We can either refund that to you by check or you can use it as a credit towards Final Compliance fees and we can refund any unused portion after that. I've attached a copy of how the fees were calculated so that you can see how a credit was given for the existing square footage. Active 1 Susan Joy 02/26/2007 9 Utility Plans [2/26/07] This submittal is good enough to go to mylars with just a couple of extremely minor comments. Please remove the word "Final" from "Utility Plans for …". Then correct a couple of overlapped labeling on the grading sheet and you're good to go. Thanks for the beautiful submittal! Resolved 1 Susan Joy 02/26/2007 10 Stormwater [2/26/07] No comments. Active 1 Wes Lamarque 02/26/2007 11 Site/Landscape Plans [2/26/07] This is a really excellent submittal. Just have one comment and it's ready for mylars actually and one question too. First, there is one place on the sheet that has a scanning issue, that's it. I've highlighted it in pink so you can find it right away. Last, there is a dumpster area off the alley - the city doesn't allow the doors to swing out into the ROW but perhaps you could do a garage door style that rolls up and back? Or perhaps you have another, better idea? Resolved 1 Susan Joy 02/26/2007 12 Utility Plans [2/26/07] Whoops - just found an underdrain in the row per the site and landscape plan. Please show this on the utility plans, how it ties into the storm system as well as all necessary details. While the city does not allow subdrains in public rights of way, you can apply for an encroachment permit. We will need a hydrologic study if groundwater is less than 5' from the original ground surface per 5.6.1. We can handle all of this in Final Compliance so it won't prevent you from going to hearing. Resolved 1 Susan Joy 02/26/2007 13 Utility Plans [2/26/07] Please provide a soils report (this will determine whether or not a subsurface water investigation is required (hydrologic report). Resolved 1 Susan Joy 02/26/2007 3/7/2011 Page 2 Project: 215 N COLLEGE AVENUE PDP - TYPE I AND FINAL PLANS ID Topic Issue Status Round Comment By Initial Date 14 General [2/26/07] An 8' utility easement is required off the alley. If no utilities are located there or they don't need it, we could eliminate that requirement. We'll work through that in Final Compliance as well. No need to delay the hearing! : ) Resolved 1 Susan Joy 02/26/2007 15 ST-1 [2/26/07] There are already 4 existing handicap-accessible parking spaces with ramps on the west face of this block, including two in front of the Autawash, two doors to the north. Randy Hensley in the Parking Services department says that the existing accessible parking is sufficient to provide for the uses on this block. In addition, according to Mike Gebo in Building Inspection, this also satisfies the ADA standards: the off-street parking is solely for the residential units and there are too few of them to trigger ADA standards; and the commercial/retail parking will happen in the public right-of-way. So, the new parking spaces along College should be standard spaces and there is no requirement for accessible spaces in the interior lot. Active 1 Anne Aspen 02/26/2007 16 General [2/26/07] Since the building occupies the entire site and the sidewalk has existing street lights, you do not need to do a lighting plan (photometrics) but you will need to submit cutsheets as details on the plan set for review. Remember that fixtures need to be full cutoff. Active 1 Anne Aspen 02/26/2007 17 ST-1 [2/26/07] Since the time of the conceptual review for this site, a significant change to the Land Use Code has occurred. There is now a "TOD Overlay Zone" which includes this site. The only change associated with this zone at this time is that there is no longer a minimum parking requirement for multi-family residential. There was already no minimum parking requirement for commercial uses. So, the parking you provide should be calculated by the market-based demands. Active 1 Anne Aspen 02/26/2007 18 Architecture Plans [2/26/07] You have done an excellent job of designing a building which fits into its downtown context but which reads as a modern building. The trellage, street trees and window boxes, pots and baskets will enhance this tight site very well. This project will really set the bar high for any future redevelopments. Thank you for your hard work and congratulations on a great design. Active 1 Anne Aspen 02/26/2007 3/7/2011 Page 3 Project: 215 N COLLEGE AVENUE PDP - TYPE I AND FINAL PLANS ID Topic Issue Status Round Comment By Initial Date 19 Architecture Plans [2/26/07] For now, the 11x17 color architecture plans and shadow study are really helpful and useful. However, once you get to final plan review, the elevations will need to be included at 24"x36" in black and white. The shadow and visual analysis information does not need to be included in the mylar set. Active 1 Anne Aspen 02/26/2007 20 General [2/26/07] Minor comments on redlines. Please return redlines upon resubmittal. Active 1 Anne Aspen 02/26/2007 21 ST-2 [2/26/07] Please add another bike rack along your frontage if it is at all feasible. Active 1 Anne Aspen 02/26/2007 22 Water/Wastewater [2/27/07] Are there existing water/sewer services to this site? If so, add notes on abandonment. Resolved 1 Roger Buffington 02/27/2007 23 Water/Wastewater [7/8/08] Has "mixed-use" been changed to remove the residential dwelling units? [2/27/07] Typically four residential units need a 1" water service. On residential, the size of water service does NOT affect development fees. Active 1 Roger Buffington 02/27/2007 24 Water/Wastewater [2/27/07] Add meter pit detail. Resolved 1 Roger Buffington 02/27/2007 25 Water/Wastewater [2/27/07] Please install a bike rack. The intensification of these proposed uses at this site definitely warrant another. Active 1 David Averill 02/27/2007 26 Fire [2/28/07] WATER SUPPLY: Fire hydrants, where required, must be the type approved by the water district having jurisdiction and the Fire Department. Hydrant spacing and water flow must meet minimum requirements based on type of occupancy. Minimum flow and spacing requirements include: Commercial, 1,500 gpm at 20 psi residual pressure, spaced not further than 300 feet to the building, on 600-foot centers thereafter. These requirements may be modified if buildings are equipped with automatic fire sprinkler systems. (Please note - the site plan mentions the Uniform Fire Code; however, PFA and the City will be adopting the 06IFC this spring.) Active 1 Carie Dann 02/28/2007 33 Utilities [3/1/07] The developer will need to coordinate electric power requirements, electric source, and development charges with Light & Power Engineering (221-6700). Active 1 Doug Martine 03/01/2007 34 Utilities [6/27/08] Please coordinate electric needs with Light and Power. If your need exceeds existing capacity, we'll need a C-1 form showing building voltage and main size. We may need to find a transformer location or change an existing transformer to a larger size. Of specific interest are the following services that you may consider: 1. The solid waste program actively promotes reducing the amount of material goling into the landfill. The demolition of the existing building will generate a large volume of waste. Deconstruction of the building should be explored as a means of reducing the amount of waste that will end up in the landfill. 2.The Utilities Department has an Integrated Design Assistance Program (IDAP) that offers financial incentives to work on energy conservation amongst other aspects of green building. Active 2 Dana Leavitt 07/07/2008 36 Water/Wastewater [7/8/08] Will fire line be DIP or PVC? If PVC, add tracer wire details. Active 2 Roger Buffington 07/08/2008 37 Water/Wastewater [7/8/08] Revise fire line connection to use tapping saddle rather than a tee. Active 2 Roger Buffington 07/08/2008 38 Water/Wastewater [7/8/08] Sht 3 of utility plan shows 1.5" water meter, and Note 3 on the same sheet refers to 1" water service. Please clarify. Active 2 Roger Buffington 07/08/2008 39 Stormwater [7/11/08] There is 113 cfs flowing north on the west side of College Avenue during a 100-year event. The depth of flow was estimated in the Old Town Drainage Master Plan to be around .8 feet, which is about 10 inches. Since the finished floor of the proposed building is only 10 inches above the flowline in College Avenue, the City recommends the finished floor be raised as much as possible with still meeting ADA requirements. Active 2 Wes Lamarque 07/11/2008 40 Stormwater [7/11/08] Please change the note on the site plan to state that all roof drains will be directed to the Alley. Active 2 Wes Lamarque 07/11/2008 41 General [7/11/08] The doors to the trash enclosure can not open into the public row. Suggest either recessing the doors or using a slider type product. Active 2 Susan Joy 07/11/2008 42 Utility Plans [7/11/08] The street cut can not have an irregular shape - see redlines. If this is the case, than the old curb and gutter must be removed in full and then patched back to standard. Please place a little note to that effect so that the contractor knows he can't "layer" the curb and gutter. Thanks Tricia! Active 2 Susan Joy 07/11/2008 44 General [7/11/08] Great submittal!
