There will be additional parking lot modifications. The project is located at 2908 S. Timberline Rd., on the east side of S. Timberline Road, south of East Drake Road and north of the Fort Collins High School and Pinecone Apartments. The zoning is LMN - Low Density Mixed Use Neighborhood. Project Type: Project Desc: File ID: 01-97B Planner: Ted Shepard DMS Project Num: CP071965 ID Topic Issue Status Round Comment By Initial Date 1 Zoning [2/26/07] Need to clarify if this major amendment supercedes the current minor amendment that is in for review. The minor amendment includes phase 2 and some parking changes on the south, including trash dumpster locations. However, the major amendment also shows parking and trash changes on the south, but they are different from those shown on the minor amendment. Which plan is correct? If it's the major amendment, then should the minor amendment be withdrawn? Resolved 1 Peter Barnes 02/26/2007 2 Zoning [2/26/07] Per Section 3.2.2(K)(5)(d) of the Land Use Code, 28 handicap parking spaces are required. However, the land use data indicates only 26 spaces provided. Resolved 1 Peter Barnes 02/26/2007 3 Zoning [2/26/07] In order to determine if enough parking is being provided per Section 3.2.2(K)(1)(h) of the Land Use Code, the plan needs to indicate the seating capacity of the room or rooms that will be used during worship services. Resolved 1 Peter Barnes 02/26/2007 4 Zoning [2/26/07] Show distance from Phase 3 addition to north property line. Resolved 1 Peter Barnes 02/26/2007 5 Zoning [2/26/07] This is in the residential neighborhood sign district. Need to show possible wall sign location of any wall signs. (I worked on the fire lane location and specifications with folks from Northern Engineering.) [3/6/07] REQUIRED ACCESS: A fire lane is required. The fire lane shall be located so that it provides unobstructed access to the Fire Department (automatic sprinkler) Connection. This fire lane shall be visible by painting and signage, and maintained unobstructed at all times. A fire lane plan shall be submitted for approval PRIOR to installation. In addition to the design criteria already contained in relevant standards and policies, any new fire lane must meet the following general requirements: Be designed as a flat, hard, all-weather driving surface (asphalt or concrete) capable of supporting fire apparatus weights. Compacted road base shall be used only for temporary fire lanes or at construction sites. Have appropriate maintenance agreements that are legally binding and enforceable. Be designated on the plat as an Emergency Access Easement. Maintain the required minimum width of 20 feet throughout the length of the fire lane. 97UFC 901.2.2.1; 901.3; 901.4.2; 902.2.1 Resolved 1 Carie Dann 03/06/2007 8 Fire [3/6/07] WATER SUPPLY: Fire hydrants, where required, must be the type approved by the water district having jurisdiction and the Fire Department. Hydrant spacing and water flow must meet minimum requirements based on type of occupancy. Minimum flow and spacing requirements include: Commercial, 1,500 gpm at 20 psi residual pressure, spaced not further than 300 feet to the building, on 600-foot centers thereafter. If possible, a fire hydrant shall be located within 75 feet of the Fire Department Connection. 97UFC 901.2.2.2 Active 1 Carie Dann 03/06/2007 9 General [5/25/07] Adding a note to the plan is not enough. Add to schedule so that all lights adjacent to the natural feature can be identified separately from other fixtures. [4/23/07] Photometric Plan provided. Use house-side shields on fixtures adjacent to Foothills Channel. [3/6/07] Photometric Plan is required. Resolved 1 Dana Leavitt 03/06/2007 10 Landscape Plan [3/6/07] Native plant species are to be used in the buffer zone for the Foothills Channel. Additional plant material is needed in the buffer zone to mitigate the view and use of the parking lot adjacent to the channel and meet Sections 3.4.1(E)(1), 3.4.1, 3.4.1(L). Resolved 1 Dana Leavitt 03/06/2007 16 Landscape Plan [3/6/07] Screening is needed behind the trash enclosure next to the adjoining property. Resolved 1 Dana Leavitt 03/06/2007 17 Site Plan [3/6/07] Provide parking lot analysis to demonstrate that 10% of the proposed parking lot area square footage is interior landscape islands, per 3.2.2(M)(1). Resolved 1 Dana Leavitt 03/06/2007 18 Fire [3/6/07] AUTOMATIC FIRE SPRINKLERS: The proposed additions (Phases 2 and 3) shall be equipped with automatic fire sprinklers; this sprinkler system shall form a single system with the existing sprinkler system. Active 1 Carie Dann 03/06/2007 25 General [3/7/07] In the Project Description several statements were made in regards to natural areas, wetlands and buffers. First, a site visit is neccesary to determine if an Ecological Characterization Study will be needed per Section 3.4.1(D) of the LUC. Second, until the feature (the Foothills Channel) hs been physically defined, the location of the buffer cannot be established. After the location of the buffer has been established per Section 3.4.1(E)(1) and the Buffer Zone Table of 3.4.1(E), a determination will be made on the size of the buffer. Third, the landscape material within the buffer as shown on the landscape plan does not meet the standards as articulated in Section 3.4.1(E)(1)(e) and (g). Resolved 1 Dana Leavitt 03/07/2007 26 Utility Plans [5/25/07] If light types are hard to read, provide another type where overlap occurs. [3/7/07] The edge of the Foothills Channel and the top of embankment needs to be located on the Existing Conditions Plan, the Demolition Plan sheets, the Horizontal Control Plan sheets, the Grading Plan sheets and the Overlot Grading Plan sheets. The Limits of Development (LOD), once established, shall be show on all of the plans referenced above. Resolved 1 Dana Leavitt 03/07/2007 3/7/2011 Page 4 Project: TIMBERLINE CHURCH EXPANSION MAJOR AMENDMENT ID Topic Issue Status Round Comment By Initial Date 27 Utility Plans [3/7/07] The Demolition Plan sheets show many exisitng trees to be removed. There is no mention whether or not any of the removed trees will be saved and eventually replanted as part of the Landscape Plan. The potential removal of this many trees will impact the amount of solar radiation coming off of the paved surfaces and the visual quality of the site. At a minimum, contact Tim Buchanan, the City Forester to address this issue. Tree protection standards need to be added to the Demolition plans for the trees shown to be protected, per Section 3.2.1(F), of the LUC. Resolved 1 Dana Leavitt 03/07/2007 29 Landscape Plan [3/7/07] Add Tree Protection stadards to the landscape Plan, per Section 3.2.1(F), of the LUC. Resolved 1 Dana Leavitt 03/07/2007 30 Traffic Engineering [3/13/07] The Traffic Study is acceptable. Active 1 Eric Bracke 03/13/2007 31 Water/Wastewater [3/13/07] Show the water/sewer services and fire line which were stubbed out in the original construction for the Phase III building addition. Resolved 1 Roger Buffington 03/13/2007 3/7/2011 Page 5 Project: TIMBERLINE CHURCH EXPANSION MAJOR AMENDMENT ID Topic Issue Status Round Comment By Initial Date 35 General [5/22/07] Given that the minor amendment is being shown on the plans, please amend the note on the cover sheet regarding the minor amendment to read as follows: "Minor Amendment design for Timberline Church was approved on May 16, 2007 via revisions to the Timberline Church construction plan set. Information shown regarding the minor amendment within this plan set is for informational purposes only. In the event of a discrepancy between the information shown in this plan set and the revisions to the Timberline Church plan set, the revisions to the Timberline Church plan set shall govern. As-built/record drawing information pertaining to the minor amendment shall be shown on the revision drawings." If there are questions or concerns regarding this proposed note, please let me know. [4/24/07] The response from Northern indicated that the minor amendment information on the construction plan set is to remain as the site contractor will be building off the plans. If this is the case, why is there a minor amendment being approved prior to this major amendment showing the exact information? It seems that the minor amendment should just then be withdrawn if the contractor isn't intending to build off the revised sheets of the minor amendment that shows this same information. I'd like to suggest a meeting with Northern, myself, and Sheri Langenberger who is reviewing the minor amendment. [3/14/07] I'd like to see the minor amendment indications on the drawings to be "faded back" so that it is evident that the information shown in not being approved. With the assumption that the minor amendment will be approved prior to the major amendment, please add a note at the time of mylars for the major amendment indicating the approval date of the minor amendment. Resolved 1 Marc Virata 03/14/2007 36 General [4/24/07] Carried over pending the City Traffic Engineer's okay in not constructing the right turn lane. [3/14/07] The right turn lane off of Timberline Road appears to fall short of turn lane length requirements. A variance request should be submitted addressing this. I don't forsee a concern with its approval, but it should at least be submitted for evaluation. (Note: This observation is based upon the present design submitted with a right turn lane that extends along the CSU property.) Resolved 1 Marc Virata 03/14/2007 3/7/2011 Page 6 Project: TIMBERLINE CHURCH EXPANSION MAJOR AMENDMENT ID Topic Issue Status Round Comment By Initial Date 37 General [4/24/07] Carried over pending the City Traffic Engineer's okay in not constructing the right turn lane. [3/14/07] The construction of the right turn lane appears to have a substanative impact on the CSU property. Sheet 13 of the construction plan set even shows a proposed contour line cutting through one of the buildings and a 25% grade from the sidewalk to that building. What is the plan for mitigating the impact to CSU? Will a building be removed? A letter of intent is required from CSU prior to a hearing. Resolved 1 Marc Virata 03/14/2007 38 Construction Plan [4/24/07] Carried over pending the City Traffic Engineer's okay in not constructing the right turn lane. [3/14/07] Please show additional existing countours on the CSU property in order to ascertain how the right turn lane construction ties into the existing property. Resolved 1 Marc Virata 03/14/2007 39 Construction Plan [4/24/07] Carried over pending the City Traffic Engineer's okay in not constructing the right turn lane. [3/14/07] The sidewalk crossing the driveway along Timberline appears awkward. I'd like to suggest keeping the sidewalk closer to Timberline to head straight across the driveway rather than bring it closer to the site. Resolved 1 Marc Virata 03/14/2007 40 Construction Plan [4/24/07] Carried over pending the City Traffic Engineer's okay in not constructing the right turn lane. [3/14/07] Additional design information is needed for the right turn lane prior to a hearing. What are existing flowline grades and spot elevations of the surrounding area? At the time of final a flowline profile and cross sections will be needed. Resolved 1 Marc Virata 03/14/2007 41 Construction Plan [5/22/07] On Sheet 6 the demo plan indicates removal of work along Timberline, I'm assuming that this needs to be rectified with the right turn lane no longer being constructed. [4/24/07] Carried over pending the City Traffic Engineer's okay in not constructing the right turn lane. (Note that if the City's Traffic Engineer is okay with not constructing the right turn lane, the plan set still reflects demo work occuring in this area.) [3/14/07] What is the hatched out area along Timberline on the plan set, and is the median being proposed for modification? Resolved 1 Marc Virata 03/14/2007 42 Site Plan [3/14/07] The vicinity map is not scannable. [3/14/07] Please show existing striping along Timberline in conjunction with the demo plan to verify if patching limits are appropriate. Resolved 1 Marc Virata 03/14/2007 44 General [5/22/07] The response indicated that the emergency access easement has been processed with the minor amendment, in reality it will br processed with this major amendment and the minor amendment was approved without it. [4/24/07] Deeds of dedication were provided, which require a $250 Transportation Development Review Fee for each deed. Note that Sheri Langenberger had requested the emergency access easement as part of the minor amendment, which will likely be process through the minor amendment instead of the major amendment. [3/14/07] Will the various easement and right-of-way dedications be done via plat or deed? Resolved 1 Marc Virata 03/14/2007 45 General [4/24/07] Carried over pending the City Traffic Engineer's okay in not constructing the right turn lane. [3/14/07] A 15' utility easement is typically required behind the right-of-way. With the right turn lane being done, a 15' easement can't be done behind the right-of-way. The utility providers will need to okay this. Resolved 1 Marc Virata 03/14/2007 46 Construction Plan [4/24/07] Carried over pending the City Traffic Engineer's okay in not constructing the right turn lane. [3/14/07] Please provide a striping plan sheet that shows the right turn lane in conjunction with the existing lanes along Timberline. Resolved 1 Marc Virata 03/14/2007 47 Traffic Engineering [3/14/07] I recently discovered that the Church does not intend to use Police traffic control at the key intersections as was stated in the TIS. If this is so, then the traffic study needs to be revised to analyze the queues for the SB left turns into the site to determine if there will be an impact to the SB through lanes. Active 1 Eric Bracke 03/14/2007 48 General [3/15/07] On all plans - Site to Utility plans, extend rxisitng conditions of Foothills Channel as it turns east so that the extent of the buffer can be shown on the property. The site plan title of "Timberline Church" is problematic if used on all the documents as it would share the title of the original project. Resolved 1 Marc Virata 03/15/2007 50 Construction Plan [4/24/07] Carried over pending the City Traffic Engineer's okay in not constructing the right turn lane. [3/15/07] Please show existing Timberline Road (flowline curb and gutter, median, striping (on the striping and demo plan) up to the northern boundary of the overall site. Resolved 1 Marc Virata 03/15/2007 51 Release rate from detention pond [3/22/07] The modeling shows an increase in flows downstream at one node. Please revise detention release rate in order to ensure that no adverse conditions occur downstream due to release from this site. Active 1 Basil Hamdan 03/22/2007 52 Utility Plans [3/22/07] Please indicate where ponding in the parking lot would occur, make sure it is no more than 6 inches in the 100 year storm scenario. Call out existing drainage structures such as pans, inlets and pipes. Provide a spillway location and design for the detention pond. Provide one foot of cover on pipe is possible. Storm Line A-1 seems to have quite a bit of exposed pipe in the detention pond, please address by shortening pipe or altering grading. Shallow cover is also a problem at inlet A-3 and C-3, accounting for pipe thickness some of these pipes would be extruding into the parking lot. Please see redlines for additional comments. Active 1 Basil Hamdan 03/22/2007 3/7/2011 Page 9 Project: TIMBERLINE CHURCH EXPANSION MAJOR AMENDMENT ID Topic Issue Status Round Comment By Initial Date 53 Landscape Plans [3/22/07] Please indicate what the detention pond mix is on the landscape plan. A dry seed mix was found but it was not clear whether that was the same as the detention pond mix. Detention pond landscaping should be altered to use water tolerating grasses in shallow swales or pans should be added. It is recommended that the water quality portions of the pond be vegetated with wetland grasses. Please specify how the disturbed area on the City of Fort Collins property will be revegetated. Specify a seed mix for that area. Active 1 Basil Hamdan 03/22/2007 54 Demolition Plans [3/22/07] Please indicate what will be done to the existing tiles/pipes that are located within the future construction area. These should be called out to be abandoned and removed if no longer in use, otherwise, they should be tied back into any subdrain system they may be serving. Indicate which existing storm sewers are to be protected in place. Indicate any existing trees that will be protected, specifically in the channel area. Active 1 Basil Hamdan 03/22/2007 55 Details [3/23/07] Please use the updated water quality outlet detail, there is one new revision to the detail used. I can email you a copy of the latest detail, if you send me a request at bhamdan@fcgov.com Please turn on the layer for the inlet detail. Clarify whether the concrete pan detail will be used throughout the project. Specify what riprap details will be used at what location. Provide a detail for the one foot chase called out in the parking lot. Add concrete pans to swale at less than 2 % at eastern edge of parking lot, as well as to the bottom of the detention pond. Add notes that require that the channel disturbance will be limited to the delineated construction area. Grading on USDA property will require an easement from that property owner. Active 1 Basil Hamdan 03/23/2007 57 Erosion Control Plans [3/23/07] Specify what sheets are being used as erosion control plans, label appropriately, provide erosion control standard notes, schedule and details. Provide erosion control efficiency calcs, and escrow. Use tru dams in parking lot inlet. Provide silt fence along disturbance in the channel. Active 1 Basil Hamdan 03/23/2007 58 General [4/23/07] The response letter indicated that the right turn lane into the site was removed after discussion with the church and traffic engineer consultant. In talking with the Traffic Engineer, he'd like a letter or information from the traffic engineer consultant as to why this is no longer being provided. Resolved 2 Marc Virata 04/23/2007 59 Easements [4/24/07] Will the existing and proposed drainage easements be vacated and dedicated by separate document ? If so please provide deeds of dedication. As currently designed the manhole is right at the edge of City property. Please realign new proposed outlet pipe so that it is more in line with the channel, it now comes out at a 90 degree angle, and could cause serious erosion along the channel bank. Active 2 Basil Hamdan 04/24/2007 63 Erosion Control Plans [4/24/07] Please ad an erosion control schedule to the plan as well as the a schedule. Please provide some silt fence protection around the outlet pipe that will be bult out into the Foothills Channel. Active 2 Basil Hamdan 04/24/2007 64 Water/Wastewater [4/24/07] Revise the various notes on abandonment of water services to include the removal of the curb stops. Resolved 2 Roger Buffington 04/24/2007 65 Landscape Plans [4/24/07] Please specify how the disturbed area within the Foothills Channel where the pipe outlet from the detention pond is being installed will be re-vegetated. Re-vegetation should match existing seed mix for the channel. Active 2 Basil Hamdan 04/24/2007 66 Grading Plans [4/24/07] Please call out pond spillway location and elevation on the grading plans. Please provide erosion protection for the proposed spillway overflow structure downstream of the spillway. Is the existing pedestrian path the top of the spillway ? Did you check path elevation ? Active 2 Basil Hamdan 04/24/2007 67 Storm Sewer Profiles [4/24/07] Please call out the ponding elevations in the parking lot on the storm line profiles. It is my understanding that the existing building is intended to be Phase 1, this is problematic for the City, as we'd be issuing Phase 2 and Phase 3 DCP's for "Timberline Church Expansion" without a Phase 1. Resolved 2 Marc Virata 04/24/2007 70 Phasing Plans [5/22/07] Please show work that is being done within the channel area as being part of Phase I. The storm sewersystem that goes through Phase II bringing flows from the existing parking lot should be designated to be built with Phase I. Provide an interim grading plan for swale along east property line for Phase I plans. Please call for revegetation of areas within Phase II that will be disturbed during Phase I grading operations.
