Major Amendment
Request for the Phase 3 addition - 86,400 sq ft addition to northside of building for auditorium to seat approximately 3500 people. There will be
additional parking lot modifications. The project is located at 2908 S. Timberline Rd., on the east side of S. Timberline Road, south of East Drake
Road and north of the Fort Collins High School and Pinecone Apartments. The zoning is LMN - Low Density Mixed Use Neighborhood.

7 Fire [5/23/07] The fire lane needs to be recorded by separate document, if the
property is not going to be replatted. (I worked on the fire lane location and
specifications with folks from Northern Engineering.)
[3/6/07] REQUIRED ACCESS: A fire lane is required. The fire lane shall be
located so that it provides unobstructed access to the Fire Department
(automatic sprinkler) Connection. This fire lane shall be visible by painting
and signage, and maintained unobstructed at all times. A fire lane plan shall
be submitted for approval PRIOR to installation. In addition to the design
criteria already contained in relevant standards and policies, any new fire lane
must meet the following general requirements:
Be designed as a flat, hard, all-weather driving surface (asphalt or
concrete) capable of supporting fire apparatus weights. Compacted road
base shall be used only for temporary fire lanes or at construction sites.
Have appropriate maintenance agreements that are legally binding and
enforceable.
Be designated on the plat as an Emergency Access Easement.
Maintain the required minimum width of 20 feet throughout the length of
the fire lane.

8 Fire [3/6/07] WATER SUPPLY: Fire hydrants, where required, must be the type
approved by the water district having jurisdiction and the Fire Department.
Hydrant spacing and water flow must meet minimum requirements based on
type of occupancy. Minimum flow and spacing requirements include:
Commercial, 1,500 gpm at 20 psi residual pressure, spaced not further than
300 feet to the building, on 600-foot centers thereafter. If possible, a fire
hydrant shall be located within 75 feet of the Fire Department Connection.

25 General [3/7/07] In the Project Description several statements were made in regards
to natural areas, wetlands and buffers. First, a site visit is neccesary to
determine if an Ecological Characterization Study will be needed per Section
3.4.1(D) of the LUC. Second, until the feature (the Foothills Channel) hs been
physically defined, the location of the buffer cannot be established. After the
location of the buffer has been established per Section 3.4.1(E)(1) and the
Buffer Zone Table of 3.4.1(E), a determination will be made on the size of the
buffer. Third, the landscape material within the buffer as shown on the
landscape plan does not meet the standards as articulated in Section
3.4.1(E)(1)(e) and (g).

removed. There is no mention whether or not any of the removed trees will
be saved and eventually replanted as part of the Landscape Plan. The
potential removal of this many trees will impact the amount of solar radiation
coming off of the paved surfaces and the visual quality of the site. At a
minimum, contact Tim Buchanan, the City Forester to address this issue.
Tree protection standards need to be added to the Demolition plans for the
trees shown to be protected, per Section 3.2.1(F), of the LUC.

within this plan set is for informational purposes only. In the event of a
discrepancy between the information shown in this plan set and the revisions
to the Timberline Church plan set, the revisions to the Timberline Church plan

or concerns regarding this proposed note, please let me know.
[4/24/07] The response from Northern indicated that the minor amendment
information on the construction plan set is to remain as the site contractor will
be building off the plans. If this is the case, why is there a minor amendment
being approved prior to this major amendment showing the exact
information? It seems that the minor amendment should just then be
withdrawn if the contractor isn't intending to build off the revised sheets of the
minor amendment that shows this same information. I'd like to suggest a
meeting with Northern, myself, and Sheri Langenberger who is reviewing the
minor amendment.
[3/14/07] I'd like to see the minor amendment indications on the drawings to
be "faded back" so that it is evident that the information shown in not being
approved. With the assumption that the minor amendment will be approved
prior to the major amendment, please add a note at the time of mylars for the
major amendment indicating the approval date of the minor amendment.

[3/14/07] The right turn lane off of Timberline Road appears to fall short of
turn lane length requirements. A variance request should be submitted
addressing this. I don't forsee a concern with its approval, but it should at
least be submitted for evaluation. (Note: This observation is based upon the
present design submitted with a right turn lane that extends along the CSU
property.)

[3/14/07] The construction of the right turn lane appears to have a
substanative impact on the CSU property. Sheet 13 of the construction plan

and a 25% grade from the sidewalk to that building. What is the plan for
mitigating the impact to CSU? Will a building be removed? A letter of intent
is required from CSU prior to a hearing.

Langenberger had requested the emergency access easement as part of the
minor amendment, which will likely be process through the minor amendment
instead of the major amendment.

Provide a spillway location and design for the detention pond.
Provide one foot of cover on pipe is possible. Storm Line A-1 seems to have
quite a bit of exposed pipe in the detention pond, please address by
shortening pipe or altering grading. Shallow cover is also a problem at inlet
A-3 and C-3, accounting for pipe thickness some of these pipes would be
extruding into the parking lot.

plan. A dry seed mix was found but it was not clear whether that was the

Detention pond landscaping should be altered to use water tolerating grasses
in shallow swales or pans should be added. It is recommended that the
water quality portions of the pond be vegetated with wetland grasses.
Please specify how the disturbed area on the City of Fort Collins property will
be revegetated. Specify a seed mix for that area.

follows:
"Major Amendment Phase" is "Phase 1"
"Major Amendment Future Phase" is "Phase 2"
"Major amendment" should just be removed from any indication on the plan
set. It is my understanding that the existing building is intended to be Phase
1, this is problematic for the City, as we'd be issuing Phase 2 and Phase 3
DCP's for "Timberline Church Expansion" without a Phase 1.

Please clarify in the estimate calculations sheet that the figure calculated is
for Phase I improvements only. A separate Phase II security escrow
calculation should also be provided.

please add a note to the phasing plans stating that fees for Phase I
improvements will need to be paid prior to issuance of a DCP for Phase I.

Please provide a breakdown for the increase in impervious area associated
with Phase I and those associated with Phase II improvements, in order to
subdivide the stormwater fees into two separate amounts, one for each
phase.
