Resolved 1 Doug Martine 04/26/2004 2 Light & Power [4/26/04] Developer will need to coordinate electric utility facilities, including a location for a transformer and electric development fees with Light & Power Engineering (970)221-6700. Resolved 1 Doug Martine 04/26/2004 3 Landscaping [4/26/04] Street tree locations along Pavilion Ln. need to be adjusted to provide 40 ft. clearance to planned streetlight (15 ft. if the tree is ornamental). A streetlighting plan has been sent to Ted Shepard via inter-office mail 4-25-04 for forwarding to the applicant. Resolved 1 Doug Martine 04/26/2004 4 Zoning [4/26/04] Remove signage from building elevation drawings, especially monument sign since it doesn't comply with the sign code (maximum allowed height of a monument sign is 12' from grade to top of structure). Resolved 1 Peter Barnes 04/26/2004 5 Zoning [4/26/04] Show dimensions of parking stalls and drive aisles. Resolved 1 Peter Barnes 04/26/2004 6 Zoning [4/26/04] Show building envelope dimensions on site plan. Resolved 1 Peter Barnes 04/26/2004 7 Zoning [4/26/04] Show/label the trash compactor location on the site plan. If it's the northernmost area in the loading zone, then it's location doesn't comply with Section 3.5.1(I), which requires that the area used for trash compaction must be at least 20' from a public walk. The area used is more than just the compactor itself, it would include the area between the compactor and the retaining/screen wall. Resolved 1 Peter Barnes 04/26/2004 3/7/2011 Page 1 Project: HARMONY CENTRE PUD, GOODWILL PDP, TYPE II AND FINAL PLANS ID Topic Issue Status Round Comment By Initial Date 8 Zoning [4/26/04] Indicate the height of the masonry screen wall on the site plan. If the screen wall is the same thing as the 4'8" veneer/retaining wall shown on the north building elevation drawing, then I doubt it's tall enough to screen the trash compactor. Resolved 1 Peter Barnes 04/26/2004 9 Zoning [4/26/04] Show bike rack location(s). Resolved 1 Peter Barnes 04/26/2004 10 Zoning [4/26/04] Each handicap parking space has to have ramped access to the walk adjacent to the building. As shown, they don't comply. To access the ramp, someone in a wheel chair would be traveling in the drive aisle for a short distance. Resolved 1 Peter Barnes 04/26/2004 11 General [7/9/04] Carried forward as it is not resolved. [5/10/04] Prior to any agreement towards Current Planning's scheduling of a public hearing for the project, letters of intent are required to be obtained from all the owners affected by the Pavilion Lane road alignment. This includes Larimer County Canal Ditch No. 2 and FC Timberline Development LLC for the odd shaped parcel southwest of the current cul-de-sac. In addition the property owner(s) directly south and directly west consisting of shopping centers need to provide letters of intent. The parcel map information shows multiple ownership for both of these shopping centers. The property owner(s) to the south will also need to express no objection for the driveway connection onto the private drive which is on their property. Resolved 1 Marc Virata 05/10/2004 12 General [5/10/04] With the area of land on the north side of Pavilion Lane remaining as undeveloped, Engineering sees benefit in not construction the sidewalk running parallel on the north side of Pavilion Lane (as well as any placement of street trees, which isn't shown as proposed at this time). This may prevent future utility installation conflicts along this area in the future. Resolved 1 Marc Virata 05/10/2004 13 General [5/10/04] Please use one consistent title for the project on all documents, including the plat. (Do not add "PDP", "FDP" or any other suffix to the title). Resolved 1 Marc Virata 05/10/2004 14 Plat [5/10/04] The plat language has some outdated language in sections. Please update to the latest version as attached. This language can be emailed if desired. Resolved 1 Marc Virata 05/10/2004 3/7/2011 Page 2 Project: HARMONY CENTRE PUD, GOODWILL PDP, TYPE II AND FINAL PLANS ID Topic Issue Status Round Comment By Initial Date 15 Plat [5/10/04] Please indicate on the plat the right-of-way to be vacated and dedicated, both onsite and offsite, in order to accommodate the extension of Pavilion Lane. Resolved 1 Marc Virata 05/10/2004 16 General [5/10/04] From a process standpoint, it is preferred if the excess right-of-way is vacated after the new road is constructed, not before. In this manner, a legal description of the right-of-way vacation is required at time of final compliance with recordation fees collected at the time the right-of-way vacation goes to City Council (again after the road has been constructed). If the applicant wishes to have the right-of-way vacated prior to the extenion of Pavilion Lane, an access easement will need to be retained at that time and subsequently vacated after the road is constructed. The offsite right-of-way required to be dedicated for the road to be built must be received at the time of final compliance. Resolved 1 Marc Virata 05/10/2004 17 General [5/11/04] Maintain the required landscape/utility separation distances on the landscape plans. Resolved 1 Jeff Hill 05/11/2004 18 General [8/25/05] [5/11/04] Show all water and sewer lines on the landscape plans and maintain the required separation distances. Include the standard general notes on the landscape plans pertaining to landscape/utility separation distances and locating utilities prior to planting. Active 1 Jeff Hill 05/11/2004 19 General [5/11/04] Provide profiles of all proposed sanitary sewer and storm sewer lines. Include all water, sanitary and storm sewer crossings in the profiles. Maintain 18-inches of vertical separation between water lines and sewer lines. Resolved 1 Jeff Hill 05/11/2004 20 General [5/11/04] Show and label concrete encasement of sewer lines which cross above or with in 18-inches vertically of water lines. Resolved 1 Jeff Hill 05/11/2004 21 General [5/11/04] Provide a profile of the proposed 8-inch water main at the existing box culvert crossing. Include steel casing of water main as it passes under the existing box culvert. Resolved 1 Jeff Hill 05/11/2004 22 General [5/11/04] Water service and fire line must extend into a mechanical room with back flow devices installed on them. Coordinate civil plan with architectural plans for the placement of the fire line and water service.. Resolved 1 Jeff Hill 05/11/2004 24 Landscaping [5/11/04] Correct the scale on the landscaping plan. Resolved 1 Marc Virata 05/11/2004 25 General [5/11/04] Just a comment - the parkway strip between the sidewalk and curb on Pavilion Lane is shown at 13', this is greater (twice the amount) than what our standards require, but can remain if desired by the applicant. (See Comment #53, which results in the parkway reduced and roadway widened, but the right-of-way remains the same). Resolved 1 Marc Virata 05/11/2004 26 General [5/11/04] All the radii for the driveways out to Pavilion Lane are required to be a maximum of 15' in accordance with LCUASS 8.2.9. The plans specify 25' radii in some locations. Resolved 1 Marc Virata 05/11/2004 27 General [5/11/04] Where the sidewalk is attached along Pavilion Lane, it is required to be widened an additional foot from the detached portion, provided Transportation Planning is comfortable with attaching the sidewalk. Resolved 1 Marc Virata 05/11/2004 28 Construction Plans [5/11/04] Please show 150' of existing Pavilion Lane west of the new section of roadway on the plan and profile view of the construction plan set. Indicate what the existing tangents/horizontal curves are that the plans tie into as well as the existing flowline profiles. Resolved 1 Marc Virata 05/11/2004 29 Construction Plans [5/11/04] Show concrete to the right-of-way line for all new driveways. Resolved 1 Marc Virata 05/11/2004 3/7/2011 Page 4 Project: HARMONY CENTRE PUD, GOODWILL PDP, TYPE II AND FINAL PLANS ID Topic Issue Status Round Comment By Initial Date 30 Construction Plans [7/9/04] Left as unresolved for reference at the time further design is made. [5/11/04] Provided the existing Pavilion Lane is shown as commented in #28 and widened as commented in #53, the level of detail required for this project (prior to a hearing) is considered satisfactory. After a public hearing the following items will need to be addressed: - A profile for the centerline of Pavilion Lane is needed. - Because centerline stationing was not used, please provide cross-sections of the roadway at the start and end point of all horizontal curves. - Label additional existing and proposed elevations of Pavilion out to JFK as redlined (and as specified in Figure 7-27 of LCUASS). - The southern flowline profile has a grade break just outside of the curb return and exceeds .4%, which is not allowed in LCUASS 7.4.1.B.3. - The length of the sag vertical curve on the south flowline profile appears to be counterintuitive with the coinciding vertical curve on the north flowline profile. With the south vertical curve being on the outside of the horizontal curve, shouldn't this length of vertical curve be longer? (In general the vertical design will be reviewed in greater detail after hearing when the additional information is provided). Resolved 1 Marc Virata 05/11/2004 31 Construction Plans [5/11/04] There appears to be tree located in the middle of the ramp that leads from the sidwalk fronting on JFK to the "plaza" area of the proposed building entrance. See landscape plan for redline. Resolved 1 David Averill 05/11/2004 32 Construction Plans [5/11/04] Please provide a sidewalk access ramp aligned to cross JFK to the NE at the northernmost point of this proposed development. This will facilitate a pedestrian crossing of JFK to those parcels east of JFK that are currently vacant. Resolved 1 David Averill 05/11/2004 33 Construction Plans [5/11/04] Replace "Director of Engineering" with "City Engineer" in the utility plan approval block. Add "Traffic Engineer" to the approval block. Resolved 1 Marc Virata 05/11/2004 34 General [5/11/04] With the undeveloped property to the north likely having to take driveway access to Pavilion Lane directly across the street from this project to meet driveway separation requirements, wouldn't it be beneficial to build the driveway cut at this time? Future development of the northern parcel will likely have to pay for street cut penalty fees in constructing the driveway at that time. Resolved 1 Marc Virata 05/11/2004 3/7/2011 Page 5 Project: HARMONY CENTRE PUD, GOODWILL PDP, TYPE II AND FINAL PLANS ID Topic Issue Status Round Comment By Initial Date 35 Detention Requirements [5/11/04] This site is in a part of the McClelland's drainage basin where the detention release requirement is 0.23 cfs/Acre not 0.5 cfs/Acre as currently designed. Please revise the calculations for the pond sizing to meet this release rate. Active 1 Basil Hamdan 05/11/2004 36 Erosion Control [5/11/04] May 5, 2004 Please delete note number 15, and notes 17 through 28 of the “Standard Erosion and Sediment Control Construction Plan Notes” on plan sheet CV02. Please provide a narrative in your report that indicates where, when, and how the BMP’s you have listed will be utilized. Please provide PS, EFF, and surety calculations per City of Fort Collins specifications. The detention pond in the southeast corner of the site should be utilized as a sediment trap during construction. What is the plan to protect downstream/downslope areas from the box culvert extension and construction of Pavilion Lane? Active 1 Basil Hamdan 05/11/2004 37 Utility Plans [5/11/04] Please provide a profile for all proposed storm sewers, this can be done with a future final compliance submittal. The drainage plan should show a detention summary table, the 100 year water surface elevation for the detention pond. should be called out, pond should have a spillway location designated on the plan and a design for that spillway should be provided. At final, water quality outlet details should be provided, rip-rap should be designed and placed at all pipe outlet locations. Active 1 Basil Hamdan 05/11/2004 38 Construction Plans [5/11/04] A 4' detached walk will need to be constructed along the edge of the "open space" at the western end of the property. This walk needs to include a sidewalk ramp for pedestrians to access the main walkway that currently exists to the west of King Soopers. Resolved 1 David Averill 05/11/2004 3/7/2011 Page 6 Project: HARMONY CENTRE PUD, GOODWILL PDP, TYPE II AND FINAL PLANS ID Topic Issue Status Round Comment By Initial Date 39 Off-site flows [5/11/04] The design currently routes off-site flows from developed areas to the west through the detention pond. This makes the pond work in a less efficient manner, it is suggested that off-site flows be put in a separate system that would bypass the proposed detention pond. Active 1 Basil Hamdan 05/11/2004 40 General [5/11/04] Lighting falls below required 1.0fc around east and west ends of parking lot. Landscape materials: Although not easy to decipher from Landscape plan, some proposed trees will block surveillance between building and parking lot - esp. along the south. Active 1 Joseph Gerdom 05/11/2004 41 General [5/12/04] Transportation Planning requests that this development build a sidewalk along the southern edge of the parcel. This drive aisle does not currently have a continuous sidewalk on either its north or south side. A sidewalk on the southern edge of this project would provide a more safe and direct route for pedestrians who wish to reach the main walkway to the west of King Soopers from JFK. IF constructed this sidewalk should also have an access ramp to provide a crossing to the front (west) of King Soopers. Resolved 1 David Averill 05/12/2004 42 General [5/12/04] No issues at this time. Active 1 Doug Moore 05/12/2004 45 General [7/20/04] [5/12/04] REQUIRED ACCESS: A fire lane is required. Active 1 Michael Chavez 05/12/2004 51 Utility Plans [5/14/04] Change the location of the sanitary sewer by connecting to the sewer in JFK and extending the sewer to the west on the centerline of Pavilion. Resolved 1 Roger Buffington 05/14/2004 52 Plat [5/14/04] The utility easement on Lot 1 Block 2 should be called a utility and drainage easement. Please extend a utility and drainage easement onto Lot 1 Block 1 where the storm sewer stub out of the inlet on Pavillion Lane is to be extended. Active 1 Basil Hamdan 05/14/2004 53 General [5/14/04] The street width of Pavilion Lane proposed needs to be widened to our standard commercial local street cross section of a 50' roadway width within 72' of right-of-way. This widening should occur past the driveway that connects to Pavilion through the current cul-de-sac as redlined. It is suggested that the widening occurs somewhat abruptly to clearly define the parking areas created by the widening (as redlined). Resolved 1 Marc Virata 05/14/2004 54 Construction Plans [7/9/04] Left as unresolved for future reference. [5/14/04] Please add a signing and striping plan sheet for bikelane delineation. (The City will stripe bikelanes out to College Avenue west of the proposed Pavilion Lane extension). Active 3 Roger Buffington 10/14/2004 75 Utility Plans [10/15/04] For the two storm sewers crossing Pavilion Lane, there is insufficient clearance from the top of the pipe to the road surface, which compromises the pavement subgrade. Resolved 3 Marc Virata 10/15/2004 76 Utility Plans [10/15/04] It seems that the strom sewers crossing Pavillion Lane do not have the required minimum cover. May need to use elliptical pipe there as well. In checking with City Light and Power, they will relocate this line though at the expense of the Developer. Resolved 3 Marc Virata 10/15/2004 80 Utility Plans [10/15/04] The street design for the north side of Pavilion Lane approaching JFK has a considerable transition length to remove the crown, why was this designed? Considering the flowline design is at the minimum .5%, I'm concerned that the roadway will be close to flat for a considerable distance and areas of ponding will occur. Resolved 3 Marc Virata 10/15/2004 81 Utility Plans [10/15/04] The centerline profile for Pavilion Lane uses the stationing along the north flowline instead of the stationing shown on the plan view. Resolved 3 Marc Virata 10/15/2004 82 Details [10/15/04] Please provide a reinforcement detail for the water quality box outlet structure. An electronic version of this can be emailed if desired. Resolved 3 Marc Virata 10/15/2004 84 Landscape Plan [10/15/04] Please maintain 10 feet of horizontal separation between proposed storm sewer along JFK (Storm Line C) and the street trees shown on landscape plan. Active 3 Basil Hamdan 10/15/2004 85 Utility Plans [10/15/04] Please provide a couple of cross sections at the neckdown where the parking is removed both at the points of both the expanded and reduced sections. With the flowline grades remaining the same around the neckdowns, there is a general concern that the cross slope will steepen throughthe neckdown or the crown of the street will rise abruptly. Resolved 3 Marc Virata 10/18/2004 93 General [10/18/04] With the depth of pavement on top of the box culvert extension being less than the standard and there perhaps being a cover issue for the storm drain lines crossing Pavilion Lane (of which an alternative design is still needed), the geotechnical report should be revised to include discussion of this, in conjunction with Comment #90. (Final pavement design will again be specified at the time of the pavement design report). Provide concrete encasement of storm sewer joints 10 feet each way at fire line crossing. See site, landscape and utility plans for comments. Active 4 Jeff Hill 08/23/2005 95 Drainage Design [8/25/05] Please show how the 3.60 cfs offsite flow will be accommodated by the storm sewer that is being installed across Pavilion Lane. DP OS-1 should account for that 3.6 cfs as these off-site flows are currently contributing flows at this location. Active 4 Basil Hamdan 08/25/2005 96 Erosion Control [8/25/05] Fourth Review August 22, 2005 An erosion control surety calculation is needed. Active 4 Basil Hamdan 08/25/2005 97 Plat [8/26/05] Please add a drainage easement on Lot 1 to convey off-site flows from the Fort Collins Retail Center existing development across Lot 1 of this development and into its outfall storm sewer at the intersection of JFK Parkway and Pavillion Lane. This easement can be adjusted to accommodate future development on Lot 1. Active 4 Basil Hamdan 08/26/2005 98 General [8/26/05] Thanks for the submittal of the offsite document drafts and legal descriptions. The vacation process of Pavilion Drive will start after completion of the construction of the realigned roadway. Active 4 Marc Virata 08/26/2005 99 General [8/29/05] Please add to the easement dedication document after the first sentence in the second paragraph that: "It is understood by the undersigned that, by acceptance of this dedication, the City of Fort Collins will not accept the duty of maintenance of such easement." Active 4 Marc Virata 08/29/2005 100 Construction Plans [8/29/05] On the striping plan for Pavilion Lane please change the right turn stripe at the intersection to a combined right turn and through movement in order to accommodate the alignment with the development of Settler's Creek east of the site. This should typically be designed by the geotech engineer. Not knowing the soil conditions underlying the culvert extension, shouldn't a note be added specifying potential overexcavation until suitable soils are found? Active 4 Marc Virata 08/30/2005 102 Construction Plans [8/30/05] The box culvert sections A1-A1 and B1-B1 on sheet DT04 are not specified anywhere on the actual plan set. Resolved 4 Marc Virata 08/30/2005 103 Construction Plans [8/30/05] The standard CDOT detail M-601-20 included in the plan set does not have actual dimensions specified to be specific to this culvert. Active 4 Marc Virata 08/30/2005 104 Construction Plans [8/31/05] Based upon the comments, another formal round of review is not required. However, before mylars can be submitted, paper copies of the plans are needed for verification of the previous items being addressed. Active 4 Marc Virata 08/31/2005 3/7/2011 Page 15
