Because the packaging facility and associated chemicals already exist on the
site, per City Code Section 10-46, a non-conforming critical facility can be
relocated with in the same parcel of land and not lose its legal
non-conforming status. To document this, please complete a floodplain use
permit ($25 permit fee). The Hazardous Materials Impact Analysis will be
attached to the permit as this documentation. It is recommended that any
chemical storage be at an elevation above the 500-year flood Contact

quality volume.

5 Drainage Plan [8/29/05] Basin 4 has no outlet, however since this basin is limited in
geographical terms and in order to save the existing tree vegetation, and
since no added impervious area contributes to this basin, the no outlet
condition will be allowed. Please adjust planting to accommodate such a
condition.

6 Detention Pond [8/29/05] Since the site is using innovative water quality features, the City will
not require that the volume for water quality detention be added to the overall
required detention volume. This volume can be combined into the required
water quantity detention volume.
Please specify where the revised detention pond will overflow to and provide
a spillway design. If the detention pond is to serve as a multi use area,
please maintain a minimum 2 % grade across the pond, the swale on the
south side of the pond may need to be lined or landscaped appropriately.
Please specify at what slope that swale is currently designed at.
The outlet from the subdrain in the parking lot into the pond is currently
shown to be rip rapped, since the velocities will be small, can rip rap be
eliminated and the use of softer erosion control methods such as mats or
fabrics be used instead?

was included. At a minimum, the consulting engineer needs to include Old

neighborhood to the south of this project as likely pedestrian destinations. If
a PED LOS standard cannot be met, it must be stated as to why that
standard cannot be met - be it hardship, constructability, etc.

addresses Bike/Ped/Transit LOS but none of the worksheets to support those
conclusions are inluded. Please have your consulting traffic engineer contact

reception number, the intention appears to be that an easement from the
Ditch Company is intended to be finalized prior to the plat being signed, in

anymore (provided that the easement is conveyed). If a direction is
established in which an agreement with the Ditch Company is not finalized,
the information on the plat will likely need to be modified in some manner.

[5/23/06] The plans now are providing cover consistent with the review on
1/30/06, as a result this is acceptable. Please note the variance approval on
the appropriate general note.
[4/11/06] The current plan appears to have changed from the previous
further reducing the amount of cover over the irrigation pipe. The previous
proposal was not to standard but we agreed internally to accept; the present
proposal is problematic though. We need the minimum clearance shown on
the previous plan which as a result appears water main lowerings are
needed.
[1/30/06] The cover amount with the HERCP pipe is still not per standards
however it is acknowledged that the amount will be acceptable given the
constraints.
[12/21/05] The profile sheet for the Coy Ditch does not show a proposed
grade line to see if this issue was resolved.
[9/13/05] The amount of cover over the crossing in which the realigned ditch
ties into is less than standard. That combined with the structure being
corrugated metal raises a general concern. We would want to see the
corrugated metal pipes removed and replaced with twin elliptical pipes
(RCP?) to achieve better cover and provide a pipe type that is to standard.

proposed storm sewer that parallels Buckingham. A 10-foot separation is
required. It is recommended that a meeting between Stormwater,
Engineering, Planning and the applicant's engineer and landscape architect
be set up to try to come up with an acceptable solution. It is suggested that
the storm line be realigned to be in between the Coy Ditch line and the trees.
Special care should be taken to place manhole lids outside of the sidewalk
area.

Since Line E1 crosses the open Coy Ditch in Phase 1, a ditch signature may
still be needed for that crossing prior to approval of that crossing. In order to
avoid dealing with the ditch signature issue at this stage it is recommended
that in the interim the existing pond outlet pipe be used, if the extra detention
volume can be accommodated in the freeboard volume. If that is the route
chosen, then the cost of the new storm outlet pipe and crossing as well as the
water lowering should be included in the escrow being provided to the City.
Please provide a clay cutoff wall per City criteria for the ditch crossing until
Phase 2 is built and the ditch is piped. Please provide a Phase 1 ditch
crossing detail for line E1.
According to the estimated depth of the fiber optic line crossing of storm line
E1, there will be a conflict. Please clarify what will be done to resolve that
conflict.
