These alternative water quality enhancement features are welcome and appreciated. A water quality outlet structure would still be required at the pond, however a 12 hour residence time rather than the standard 40 hour extended detention time can be used in calculating water quality volume. If the detention pond is to serve as a multi use area, please maintain a minimum 2 % grade across the pond, the swale on the south side of the pond may need to be lined or landscaped appropriately. Please specify at what slope that swale is currently designed at. The outlet from the subdrain in the parking lot into the pond is currently shown to be rip rapped, since the velocities will be small, can rip rap be eliminated and the use of softer erosion control methods such as mats or fabrics be used instead? Only one destination area (Other) was included. At a minimum, the consulting engineer needs to include Old Fort Collins Heritage Park, Buckingham Park, and the residential neighborhood to the south of this project as likely pedestrian destinations. If a PED LOS standard cannot be met, it must be stated as to why that standard cannot be met - be it hardship, constructability, etc. [8/30/05] The TIS as submitted is incomplete. If a direction is established in which an agreement with the Ditch Company is not finalized, the information on the plat will likely need to be modified in some manner. The creation of an "irrigation easement" on the plat is problematic as the certificate of dedication has noted that easements shown are dedicated to the City and the Coy Ditch is mainly a private system. More than likely, an easement will need to be dedicated to the Coy Ditch Co. by separate document, with the recording information provided on the plat. Please note the variance approval on the appropriate general note. [4/11/06] The current plan appears to have changed from the previous further reducing the amount of cover over the irrigation pipe. The previous proposal was not to standard but we agreed internally to accept; the present proposal is problematic though. We need the minimum clearance shown on the previous plan which as a result appears water main lowerings are needed. [1/30/06] The cover amount with the HERCP pipe is still not per standards however it is acknowledged that the amount will be acceptable given the constraints. [12/21/05] The profile sheet for the Coy Ditch does not show a proposed grade line to see if this issue was resolved. [9/13/05] The amount of cover over the crossing in which the realigned ditch ties into is less than standard. That combined with the structure being corrugated metal raises a general concern. We would want to see the corrugated metal pipes removed and replaced with twin elliptical pipes (RCP?) to achieve better cover and provide a pipe type that is to standard.
