PDP - Final Compliance
A REQUEST TO SUBDIVIDE 5.1 ACRES OF LAND AT 3000 S TAFT HILL ROAD INTO THREE LOTS. PROPOSED LOT 1 WILL CONTAIN
THE 2 RESIDENTIAL DWELLING UNITS, 2, OUTBUILDINGS AND THE BROOD SHED NORTH OF THE CANAL. PROPOSED LOT 2 WILL
CONTAIN THE EXISTING STORAGE SHEDS SOUTH OF THE CANAL. PROPOSED LOT 3 WILL CONTAIN THE EXISTING TREE FARM
WITH NO OUTBUILDINGS. NO FURTHER DEVELOPMENT IS CONTEMPLATED AT THIS TIME. EACH OF THE DWEILLING UNITS IS
RENTED TO PRIVATE PARTIES BY THE OWNER, AS ARE THE STORAGE SHEDS AS "GARAGE SPACE," AND A PORTION OF THE
SOUTH SECTOR AS "RV SPACE." THE SITE CONTAINS THE PLEASANT VALLEY AND LAKE CANAL, WHICH RUNS
SOUTHEASTERLY THROUGH THE PROPERTY. THE NEIGHBORHOOD IS ZONED AS LOW DENSITY MIXED USE. THE OWNER IS
WILLING TO DEDICATE RIGHT OF WAY FOR THE EAST 60 FEET OF PROPOSED LOT 3, AND GRANT EASMENT AS NECESSARY AND
AS SHOWN FOR THE VARIOUS UTILITES NEEDED TO SERVICE THE 3 SUBDIVIDED PROPERTIES. NO EASMENT IS
CONTEMPLATED FOR PRIVATE UNDERGROUND UTILITY LINES SERVICING THE DWELLING UNITS ON PROPOSED LOT 1. THE
APPLICANT HAS SUBMITTE A REQUEST TO CREATE A 3-LOT SUBDIVISION PLAT FOR A 5.01 ACRE PORPERTY PRESENTLY
DELINEATED BY METES AND BOUNDS LEGAL DESCRIPTION. TWO DETACHED SINGLE FAMILY HOUSES, TWO UTILITY SHEDS,

3 General [3/23/05] Natural Resources will add language to the development agreement
requiring at a 50' natural habitat and feature buffer zone for a wildlife
movement corridor along the irrigation ditch located on the site. The 50'
buffer is measured from the top of the irrigation ditch outward on to the
property and will be located on both sides of the ditch. The applicant should
submit a letter to both Current Planning and Natural Resources stating that
they agree with the addition of language to the development agreement that
to accomplish the preservation of this buffer zone as the lots redevelop. If a
letter is not provided to the City prior to the scheduling of the public hearing,
city staff will add a condition to the approval of the subdivision plat to require
this 50 buffer.
[1/17/05] No issues with subdivision. There will be issues at PDP with
Natural Habitat and Feature Buffer Standards and possibly the Tree
Protection Standards.

[1/21/05] A Development Agreement will be required with this replat. The DA
will address such issues as: repays due for work already completed on Taft
Hill, improvements triggered by development of these lots, and access issues
onto Taft Hill, among other topics.

7 General [5/10/05] I apologize if there was confusion about what to do with the offsite
access easement. It should not have been recorded at the county yet, since
it was not formally accepted by the City yet. The City has now officially
accepted it (appropriate signatures have been obtained), and it will now have
to be re-recorded with the County. Please submit a check to Engineering for
$21 for recording fees to do so (made out to the Larimer County Clerk and
Recorder).
[3/16/05] Since this offsite easement will be a public easement, please
complete the standard deed of dedication, and include a legal description and
sketch of the easement location. (as previously discussed)
[1/21/05] The granting of the access easement cannot be done via this plat
since the easement is not within the confines of this plat. Please determine
to whom it should be dedicated, complete the easement via separate
document, and provide a copy for City files.

of 15' wide. If you wish to propose a smaller number, then it must be

weights used on this plan are probably too narrow and too light to scan. Text

[1/26/05] The existing houses have water service from the FCLWD which
dates back to the time that the City had no water main adjacent in Taft Hill
Road. One house is being billed for City sewer service, and it is assumed
that the other house is on a septic system.

service from the City. Any development occurring on Lots 1 or 2 can
connect to the water/sewer mains in Taft. Lot 3, however, does not have
direct access to mains without water and sewer main extensions. We have
concern that a buiding permit could be issued on Lot 3 with no approved plan
for obtaining water and sewer. The normal process would be to require the
extension of water and sewer mains at this time as a part of the platting
process. How can development/buillding be prevented on Lot 3 until such
that that utility plans are approved and water/sewer mains installed? This
needs to be resolved.

[2/14/05] REQUIRED ACCESS:
A fire department access road shall be provided and maintained
unobstructed. 1997 UFC 901.2.2.1; 901.3; 901.4.2; 902.2.1
The criteria for a required fire lane contain several conditions that must be
met.
1. The minimum width shall be 20 feet.
2. Inside turning radius shall be 25 feet and outside turning radius shall be
50 feet.
3. Compacted road base shall be used during the construction phase only.
The permanent fire lane shall consist of asphalt or concrete and shall be
required to support 40 tons
4. The fire lane shall be platted as an Emergency Access Easement on
the final plat.

Comcast Cable has concerns about the 10-foot Utility, Drainage and Irrigation
Easement on the North side of this plat. Is it a ditch? Can we place
enclosures in this or will we impede the flow of water? If so we would want to
see a utility easment outside of the Irrigation easement. Also along Taft Hill
Road I have the same concerns.
