This is a request to add five units to a lot with two existing houses resulting in seven total units on the lot. One of the existing houses will not be altered. The other existing house will be remodeled and enlarged and have attached to it four units. The residential density of the proposal will yield 21.2 dwelling units per acre where up to 25 units per acre is permitted. The property is located in the NCB – Neighborhood Conservation, Buffer district and is in the City’s defined Transit-Oriented Development (TOD) Overlay Zone." Located at 318-320 W. Myrtle will remain a single family residence. It is also assumed that the 318 W. Myrtle Townhomes will each have an electric service not to exceed 125 amps, and will NOT use electric space heating. The developer will then need to provide an off-site easement across the rear of the property at 516 Meldrum. If these assumptions are not correct, an new electric transformer will be required near the corner of the alley and Myrtle. Normal electric development and system modification charges will apply, as well as costs to obtain the off-site easement. Please coordinate power requirements with Light & Power Engineering at 221-6700. Add notes regarding the abandonment on the existing 3/4-inch water service. The service must be abandoned at the main. If coordinated with the new 1-inch service, this work can be done at the same time that the new 1-inch service tap is installed. Resolved 1 Roger Buffington 02/17/2009 8 Engineering [6/2/09] Please indicate a length for the amount of conduit provided, which should span the length of the property in which the Qwest line abuts the alley. Since our meeting at the staff review this morning, I've discussed the concerns raised both within Engineering and with Bill Johnson from Qwest. In talking with Bill, he appears to be in support of the requirement of the developer providing for conduit for the Qwest line as outlined in section 3.3.2D(7)(b)2 of the City's Land Use Code. In addition, Bill indicated that with the conduit being provided, Qwest would then initiate the undergrounding of the line soon after. The developer indicated a concern with installing conduit outside of the alley within private property, though the plan indicates a 5' utility easement behind the right-of-way, whereupon the conduit can be installed. Should Qwest not wish to persure the developer providing conduit then Engineering will not look further require the conduit, though a development agreement will need to be created in order to document that conduit will not be installed at this time. [2/17/09] Is the overhead utilty line along the east side of the property proposing to remain or be removed? The drawings don't appear to show the existing overhead which seemes to imply it is to be removed. If this is the case, please indicate this on the plan set. If it is proposed to remain, please show it on the plans and provide conduit for furture undergrounding. Active 1 Marc Virata 02/17/2009 9 Engineering [2/17/09] The drawings seem to imply that the alley is of a consistent pavement width along the frontage, though the pavement width is not consistent along the east side of the property. Will the alley remain untouched or will some work occur (in conjunction with any potential undergrounding of the overhead)? The drawings should reflect the condition on the width of the alley upon completion of the project. [2/17/09] The level of detail on the utility drawing set is less than a typical utility plan set. I will defer to stormwater and water/wastewater as to whether the information provided is sufficient, with the exception of the following concerns: - The utility plan set will need to be a separate set from the site plan. - The utility plan set will need to have City signature blocks added to all sheets. - Please add a detail for the curb and gutter (Larimer County Urban Area Street Standards detail #701) - Should other departments require that the utility plan set be prepared by a professional engineer, more information will need to be added. - The owner's certification and director of planning signature blocks should be removed from the utility plan set. - Ideally the utilty plan set should be showing the existing water line on Myrtle to show the approximate extent of the patching on Myrtle that's needed. - Please add two vertical control benchmarks in accordance with City benchmark datum to help in verifying the elevations on the plan set. - Please add a note on the plan set indicating that all existing substandard curb, gutter and sidewalk as well as curb, gutter and sidewalk damaged during the course of construction are required to be replaced in accordance with City standards. The datum used needs to be clarified on the plans. If the datum is not an official City of Fort Collins datum, than please provide a note stating such. Peter Barnes' Zoning comments are the most significant and must be addressed to his satisfaction prior to scheduling the hearing. Said note shall read: Private Conditions, Covenants, and Restrictions (CC&R's), or any other private restrictive covenant imposed on landowners within the development , may not be created or enforced which has the effect of prohibiting or limiting the installation of xeriscape landscaping, solar/photo-voltaic collectors (if mounted flush upon any established roof line), clothes lines (if located in back yards), odor-controlled compost bins, or which has the effect of requiring that a portion of any individual lot be planted in turf grass.
