Active 1 Doug Martine 02/09/2006 2 ZONING [2/9/06] In the response letter dated Feb 7, 2006, Comment 1B it states that there is no parking proposed in the development, yet the site/landscape plan clearly shows parking. 73 parking spaces. Resolved 1 Jenny Nuckols 02/09/2006 3 ZONING [2/9/06] What parking spaces will be used for auto display/storage and what spaces for customer parking? Please note on the site plan. Resolved 1 Jenny Nuckols 02/09/2006 4 ZONING [2/9/06] I don't see a trash enclosure noted anywhere on the site plan. How will trash and recyclables be handled? Resolved 1 Jenny Nuckols 02/09/2006 5 ZONING [2/9/06] Make note of the parking stall dimensions on the site plan. Resolved 1 Jenny Nuckols 02/09/2006 6 ZONING [2/9/06] NOTE: one of the handicap spaces needs to be van accessible: 16' overall width with a sign at the head of the space denoting it as van accessible Resolved 1 Jenny Nuckols 02/09/2006 7 ZONING [2/9/06] Is there a fence along the east property line to screen the building and parking from the adjacents properties? 3.2.1(E)(4)(b) Resolved 1 Jenny Nuckols 02/09/2006 8 General [2/10/06] Please show the 20' access easement on the site plan. Resolved 1 Shelby Joy 02/10/2006 9 General [2/10/06] How much parking is provided for the car rental business? How much parking is provided for each of the other 3 uses? Please differentiate on the site plan. Resolved 1 Shelby Joy 02/10/2006 3/7/2011 Page 1 Project: 4900 SOUTH COLLEGE AVENUE PDP, CHANGE OF USE - TYPE II ID Topic Issue Status Round Comment By Initial Date 11 General [2/10/06] Contact me for the appropriate signature blocks to include on the site plan. Aerial context diagram is unnecessary on stie plan, just keep the vicinity map. Resolved 1 Shelby Joy 02/10/2006 12 General [2/10/06] West elevation should be enlarged to a legible scale. Resolved 1 Shelby Joy 02/10/2006 14 Traffic [2/15/06] No further traffic analyses is required. The projected use of the facility is similar to the past use. Active 1 Eric Bracke 02/15/2006 15 General [6/1/06] The plans are still not clear as to whether there is an existing ramp at the corner of the frontage road and Fairway Lane. If there is not one, this project will need to construct one. [4/5/06] Just keeping this comment in for coordination and papertrail. [2/28/06] The City will not require any upgrades to the existing sidewalk along either the frontage road or Fairway. This project will only have to replace and/replace any existing damaged curb, gutter, ramp and/or sidewalk. Active 1 Susan Joy 02/28/2006 16 General [6/1/06] Existing easements previously dedicated by separate documents need to be labeled as such with the reception number. Please see redlines. [4/5/06] Easement dedications are still not correctly labeled on the plan (the frontage road sidewalk access easement is not shown). [2/28/06] Please label and dimension all existing easements as "existing" and all proposed easements as "proposed". Must provide legals and exhibits of all easements to be dedicated with the next submittal along with a $250 processing fee for each dedication. Larimer County filing fees are due prior to the actual filing of the dedications. Active 1 Susan Joy 02/28/2006 17 General [2/28/06] A 20' access easement along the east side of the property must be dedicated to accommodate the future "rearage" road and it may not overlap the existing 10' Trail Easement. There is some possibility that the 20' access easement has already been dedicated and the 10' trail easement is really on the property to the east. The developer/consultants will need to research this further. Resolved 1 Susan Joy 02/28/2006 18 General [2/28/06] Will need access easements for all public sidewalks outside of the right of way along Fairway and the Frontage Road. Resolved 1 Susan Joy 02/28/2006 3/7/2011 Page 2 Project: 4900 SOUTH COLLEGE AVENUE PDP, CHANGE OF USE - TYPE II ID Topic Issue Status Round Comment By Initial Date 19 General [2/28/06] Please label the existing sidewalk width along Fairway. Current standards require a 4.5 sidewalk minimum. You may add on to a sidewalk equal to 1/2 the existing width (and dedicate the additional access easement beyond the row) OR you may remove the existing walk and replace it to the required 4.5' width. Resolved 1 Susan Joy 02/28/2006 20 General [2/28/06] The attached walk along the Frontage Road needs to be widened out to a 6' attached walk. An access easement must be dedicated for the portion of the sidewalk outside of row. Please provide a legal and exhibit for our review and approval along with a $250 processing fee. Resolved 1 Susan Joy 02/28/2006 21 General [2/28/06] Are the drainage easements existing? Proposed? If proposed, please provide a legal and exhibit for each easement for our review and approval along with $250 processing fee for each. The detention pond area needs to be dedicated as a Drainage Easement as well. Resolved 1 Susan Joy 02/28/2006 22 General [2/28/06] A sidewalk connection from the building out to Fairway must be provided. Resolved 1 Susan Joy 02/28/2006 23 General [2/28/06] Please provide directional ramps at the northeast corner of Fairway and the Frontage Road. Resolved 1 Susan Joy 02/28/2006 24 General [2/28/06] Please provide a sidewalk along the front of the parking stalls immediately north of the building. Please provide a continuos sidewalk connection to the building from there and do not offset the sidewalks. Resolved 1 Susan Joy 02/28/2006 25 General [4/5/06] Label the dimensioned stalls as "typical" if typical and dimension all atypical stalls. See redlines. [2/28/06] Please dimension all parking stalls, driveway widths and drive aisles. Resolved 1 Susan Joy 02/28/2006 26 General [2/28/06] Please provide a 9' utility easement along Fairway (currently showing a 6'). Resolved 1 Susan Joy 02/28/2006 3/7/2011 Page 3 Project: 4900 SOUTH COLLEGE AVENUE PDP, CHANGE OF USE - TYPE II ID Topic Issue Status Round Comment By Initial Date 27 fire [2/28/06] A fire lane is required. This fire lane shall be visible by painting and signage, and maintained unobstructed. A fire lane plan shall be submitted for approval prior to installation. The fire lane shall be designated on the plat as an Emergency Access Easement. The minimum required width shall be 20 feet throughout the length of the fire lane. If a fire lane cannot be provided, the building shall be fire sprinklered. Resolved 1 Carie Dann 02/28/2006 28 fire [4/19/06] Our map shows the closest fire hydrant at the southeast corner of College Avenue and Fairway Lane. Applicant needs to determine this hydrant meets minimum flow requirement. [2/28/06] Hydrant spacing and water flow must meet minimum requirements based on type of occupancy. Spacing and flow requirements for commercial property are 1,500 gpm at 20 psi residual pressure, spaced not further than 300 feet to the building, on 600-foot centers thereafter. Resolved 1 Carie Dann 02/28/2006 29 fire [2/28/06] The proposed building exceeds 5,000 square feet for type V construction and shall be fire contained or fire sprinklered. Resolved 1 Carie Dann 02/28/2006 30 General [2/28/06] Please show all utilities. Resolved 1 Susan Joy 02/28/2006 31 General [2/28/06] If Transportion Planning is ok with using the existing drive aisle as the future north south connection, then you will need to dedicate an additional access easement to the northern property line. Please provide enough of a design to make sure that the proposed future easement will work in the future. More internal discussion is necessary to determine the exact scope of this development's responsibilities. Resolved 1 Susan Joy 02/28/2006 32 General [2/28/06] Bonnie Ham (Post Office): Developer must provide appropriate mailboxes for additional deliveries. Resolved 1 Shelby Joy 02/28/2006 33 General [2/28/06] The 10' trail easement shown on the site plan should not be located on the property located at 4900 South College, but rather the property directly to the east. Active 1 Kurt Ravenschlag 02/28/2006 34 General [2/28/06] A 20' Public Access Easement will be required for auto circulation from Fairway Ln to the properties to the north per the South College Access Plan. The easement will need to span from the south property line to the north property line. The existing drive aisle located on the east side of the building can be used for this easement. Active 1 Kurt Ravenschlag 02/28/2006 3/7/2011 Page 4 Project: 4900 SOUTH COLLEGE AVENUE PDP, CHANGE OF USE - TYPE II ID Topic Issue Status Round Comment By Initial Date 35 General [2/28/06] The existing sidewalk connections from the north parking area should align or connect with the existing walkways on the east and west sides of building. Active 1 Kurt Ravenschlag 02/28/2006 36 General [2/28/06] The sidewalk located along the Frontage Rd. needs to be widened out to 6'. Active 1 Kurt Ravenschlag 02/28/2006 37 General [2/28/06] Any sidewalks not located within public ROW should be placed in a Public Access Easement. Active 1 Kurt Ravenschlag 02/28/2006 38 Stormwater [4/17/06] The provided water quality outlet detail needs to be revised. As currently shown, the water quality pond will hold water up to 2 inches deep before it releases. Please make sure that the plate has an opening at the invert elevation of the pond. According to Urban Drainage criteria, rows need to be separated by 4 " in order to use that manual's charts. If no utility plans are being submitted, then how will the change to the pond outlet be documented. Maybe a note on the site plans referencing the drainage design documents would be appropriate. [3/1/06] The original detention area did not have a water quality component. Since the pond is already built and landscaped, no new detention will be required, however, it is requested that the pond outlet, be modified to include a water quality plate and detention. A variance will be approved to account for the water quality volume as being part of the quantity volume. Please provide water quality calculations. Active 1 Basil Hamdan 03/01/2006 39 General [3/1/06] Please show all existing features within 150' of the project boundaries. Most concerned with neighboring driveways (across the street, next door) and what's exisiting to the north. Resolved 1 Susan Joy 03/01/2006 40 General [3/1/06] Parking setbacks of 20' or 40' off Fairway apply. Please see Detail 19-6 in LCUASS. Rather than removing a parking stall, you have the option of striping it out, putting your bike racks in it, etc. Resolved 1 Susan Joy 03/01/2006 41 General [3/2/06] No issues. Active 1 Doug Moore 03/02/2006 3/7/2011 Page 5 Project: 4900 SOUTH COLLEGE AVENUE PDP, CHANGE OF USE - TYPE II ID Topic Issue Status Round Comment By Initial Date 42 General [3/2/06] The Transportation Development Review Fee for this project totals $5655. A check for $2530 has been received therefor, an additional $3125 is due (.25 cents x 12,500 sf). Please see the attached revised fee calc sheet. Resolved 1 Susan Joy 03/02/2006 44 General [4/5/06] Please provide handicapped ramps for the handicapped parking stalls. Resolved 2 Susan Joy 04/05/2006 45 Easement Dedications [6/1/06] Language agreed upon by the attorneys has been altered again. Please correct the documents to read as shown on the redlines. Also, the document keeps referring to "roadway" and "street" improvements and this is incorrect. This is not a street. It is only a driveway through the parking lot that will eventually have cross access to the north. The city does not and will not maintain a private parking lot or driveway. [4/7/06] The 20' access easement dedication was incorrectly submitted and needs to be resubmitted using the UNALTERED City template. The exhibit and legals for this easement were checked and accepted. OK to submit signed and wetstamped docs from the surveyor along with a $250 filing fee made out to the City of Fort Collins. Larimer County filing fees also apply and that amount will be calculated once all the paperwork is received. Active 2 Susan Joy 04/07/2006 46 Easement Dedications [4/7/06] Please submit a legal and exhibit for the 5' access easement along the frontage road for our review and approval. A dedication statement must also be completed using the UNALTERED city template previously given to VFRipley. A $250 filing fee applies as well. Resolved 2 Susan Joy 04/07/2006 47 General [6/1/06] Please remove the rest of the note as you are constructing from this document. See redlines. [4/7/06] Remove the note "This is a land use planning document …." No civil drawings are being submitted so this note is not correct. Active 2 Susan Joy 04/07/2006 48 General [6/1/06] We have just been given a standard note to be placed on plan sets that do not list out all of the notes in Appendix E1 and E2. Please replace what I've previously asked you to note with the attached note. Sorry for the confusion. [4/7/06] Add a note: See Appendix E1 and E2 of the Larimer County Urban Area Standards for other requirements. If so, please indicate where and what type. See lighting standards in LUC Section 3.2.4. If not, please place a note indicating such on the site plan. Resolved 2 Shelby Joy 04/17/2006 50 General [4/19/06] From Technical Services: None of the symbols for trees and shrubs are dark enough to scan to file. See Appendix E6 for scanning requirements. Active 2 Susan Joy 04/19/2006 51 General [4/19/06] No further comments. Active 2 Kurt Ravenschlag 04/19/2006 52 General [6/1/06] Please correct all overlapped labeling to meet scannability requirements. Active 3 Susan Joy 06/01/2006 53 General [6/6/06] Rick Lee (Building Department): Change of occupancy requires compliance with current building code (see attachment).
