Final Compliance Review
This is a request for a transit facility without repair or storage, known as the South Transit Center, PDP, to be located southwest of South College
Avenue and Harmony Road, just south of the Spradley Barr dealership (northwest of West Fairway Lane and Fossil Boulevard). The proposed
development is on approximately 4.3 acres, directly adjacent to the BNSF Railroad and the Mason Corridor Trail. The site is in the Commercial (C)
Zone District.
The site would be the south terminus of the Mason Corridor. Mason Street is proposed to extend to the site, from the north, along the railroad tracks.
The Mason Street Extension will only be used by the rapid transit buses; users will access the site via Fossil Boulevard or pedestrians can access the
site via the existing Mason Corridor Trail that runs adjacent to the railroad tracks.
The proposal includes a 169 space park-n-ride lot, 11 bus bays and a 4,253 square foot building. A north/south drive is provided along the east side
of the site, as designated by the South College Access Control Plan. It will serve to give the sites to the east and north access to Fairway Lane and
College Avenue, the future location of a traffic signal.
The proposal includes two modification of standard requests; one to the orientation to connecting walkway standard, which requires the front of a
building open directly onto a connecting walkway with pedestrian frontage that does not pass a vehicle use area; and the second is to the build-to line
standard, which requires structures be located within 15 feet of the adjoining street right-of-way.

9 zoning [5/7/10] It's advisable to remove a few of the southernmost parking spaces in
the east parking aisle in order to eliminate a possible vehicular conflict
situation where cars wanting to enter the lot have to wait while cars backing
out of the subject parking spaces maneuver out of the stall to exit. A situation
where cars are having to wait will create a bottle neck, and even delay
arriving buses.

3rd, it is Staff's consensus that they prefer the parking lot and drive aisle that

discussed in greater detail at our meeting, but the any changes that are made
regarding the parking lot circulation will likely have an impact on the parking
lot landscaping, therefore, my comments WILL change if the plan changes.

[6/16/10] This standard only applies to parking lot perimeter landscaping,
you've added more trees than would be required, but due to the mod of
standard request for less interior parking lot landscaping, I think the extra
trees are needed to make up for those missing on the interior.
[5/14/10] 3.2.1(E)(4)(a) requires 1 tree per 40' linear feet along a side lot line.
The side property line is 460', which requires 12 trees, only 10 are on the
plan.

section. Please revise the request to initially call out what the intent of the
standard is and how this plan deviates from that. Right not it just starts with a
justification, but for a hearing officer or the public that does not know what the
standard is the way it is written currently makes it hard to understand.
[5/14/10] Parking lots with more than 100 spaces shall consist of at least
10% of interior landscaping, which is apx 5,428 s.f. for this proposal. The
plan only has apx 2,614 s.f. of landscaping, please increase the interior
landscaping to meet the standard.

the plan. Please see redlines. Some islands are hindered by lighting, but
there are at least 2 on the north side of the site that can accommodate trees.
I still don't think that there are enough trees shown to meet the requirement.
[5/14/10] All landscape islands shall have a canopy shade tree. Code
requires 1 canopy shade tree per 150 s.f. of interior parking lot landscaping.
With the 10% requirement of 5,428 s.f. of interior landscaping the parking lot
shall have a minimum of 36 shade trees. (3.2.1(E)(5)(b))

evergreen trees with a contractor and determined the minimum spacing
needs to be 10 feet between transplanted trees. The landscape architect

mitigation.

within the drip line of any protected tree or group of trees.
5. No damaging attachments, wires, signs or permits may be fastened to
any protected tree.
6. The installation of utilities, irrigation lines or any underground fixture
requiring excavation deeper than six (6) inches shall be accomplished by
boring under the root system of protected existing trees at a minimum depth
of twenty-four (24) inches. The auger distance is established from the face of
the tree (outer bark) and is scaled from the tree diameter at breast height as
described in the tree protection chart of the Fort Collins land use code section
3.2.1.
