SHIELDS ST. - HOME STATE BANK PDP, TYPE I AND FINAL PLANS Project Development Plan THIS IS A REQUEST FOR A 6,500 SQUARE FOOT BUILDING THAT WILL HOUSE A BANK AND TWO SMALL COMMERCIAL/RETAIL USES ON THE LOT LOCATED AT THE NORTHWEST CORNER OF SOUTH SHEILDS STREET AND RAINTREE DRIVE. THE PROPERTY IS CURENTLY AN EXISTING SINGLE-FAMILY RESIDENCE AND IS JUST EAST OF THE FORT COLLINS SENIOR CENTER. PUBLIC HEARING NOTICE WAS PUBLISHED ON JUNE 9, 2005 Project Type: Project Desc: File ID: 08-05/A Planner: Anne Aspen DMS Project Num: CP051667 ID Topic Issue Status Round Comment By Initial Date 1 traffic [3/3/05] No problems. A variance will be required regarding the sb right turn lane. I will support the request. Active 1 Eric Bracke 03/03/2005 2 Utilities [3/7/05] The developer will need to coordinate locations for electric facilities (including a pad type transformer), and electric development charges with Light & Power (221-6700). Light & Power will also need the developer to provide a completed Commercial Electric Service Information (C-1) form. The source of power to the site will be from the existing electric vault at the N.E. corner of the lot (this corrects information given at Conceptual Review). Resolved 1 Doug Martine 03/07/2005 3 Utilities [3/18/05] I received a letter from the City's Recreation Administrator regarding the shared parking. At this time it appears that the concept is well received by the Senior Center. They will review the plans again at the final plan site and there will need to be a signature block for the City Recreation Administrator on the final plans. Active 1 Anne Aspen 03/18/2005 4 Utilities [3/18/05] The following departments have indicated no problems or concerns with the plans: Park Planning, Streets and Water Conservation. Active 1 Anne Aspen 03/18/2005 5 Utilities [3/18/05] Building Inspection has forwarded me a listing of the building codes which they will enforce with this project. I will include this information with your redlines. Active 1 Anne Aspen 03/18/2005 3/7/2011 Page 1 Project: 2337 S. SHIELDS ST. - HOME STATE BANK PDP, TYPE I AND FINAL PLANS ID Topic Issue Status Round Comment By Initial Date 6 Utilities [3/18/05] Xcel Energy comments: +The owner or developer may need to have gas main relocated in proposed 5' Utility Easement; +Existing 4" PE Gas Main lays in existing along Shields St. Proposed gas meterfor the bank will beed to be located along the south wall of the proposed building; and +No trees may be planted within four feet of gas lines. Active 1 Anne Aspen 03/18/2005 7 Utilities [3/18/05] Banks are required to have walk-up ATM facilities if they provide drive through ATM facilities. I do not see any indication on your plans for where the walk-up ATM will be located. It must be accessible 24 hours, so it can be in a building foyer or near the drive up ATM for example. If it is located near the drive up ATM, a connecting walkway and safe area for the pedestrian are required. Active 1 Anne Aspen 03/18/2005 8 Utilities [3/20/05] Existing house is not billed for sewer and is believed to be on a septic system. Sewer televising reports indicate no service connections in the run of sewer north of Shields and Raintree. Installation of a new sewer service will be required. Resolved 1 Roger Buffington 03/20/2005 9 Utilities [3/20/05] If existing water service is to be abandoned, it must be abandoned at the main in Shields. Resolved 1 Roger Buffington 03/20/2005 10 Stormwater [7/15/05] A meeting needs to be set up to discuss this issue. [3/22/05] The 2-year historic flow that releases from the pond into the existing storm sewer has to be less than what drains into that storm sewer currently. If the flow is greater, an analysis of the system will need to take place. Resolved 1 Wes Lamarque 03/22/2005 11 Transportation [3/22/05] Need to show access ramps at Raintree Drive and Shields Street intersection on all plans. Active 1 Kurt Ravenschlag 03/22/2005 12 Transportation [3/22/05] I am unable to locate the bicycle facilities on any of the plan sets. Active 1 Kurt Ravenschlag 03/22/2005 13 Transportation [3/22/05] Need to remove the existing drive entrance from Shields Street on the Site Plan and Landscape Plan. Active 1 Kurt Ravenschlag 03/22/2005 3/7/2011 Page 2 Project: 2337 S. SHIELDS ST. - HOME STATE BANK PDP, TYPE I AND FINAL PLANS ID Topic Issue Status Round Comment By Initial Date 15 General [3/23/05] As previously discussed with the engineering consultant for the project, the variance request to not dedicate ROW for a right turn lane on Shields most likely is unnecessary. Please show the dimension from the existing Shields Street centerline to the proposed edge of ROW on Shields, and this can be resolved. Resolved 1 Katie Moore 03/23/2005 16 General [3/23/05] When the utilities were routed to determine whether a 5' utility easement on Shields would be sufficient, two utilities had problems or concerns with that: Comcast said that a 15' utility easement along Shields would be required. XCEL's comment is as follows: We currently have a 4" PED stubbed into this 15' UE for approximately 50' from Raintree Drive. If you change this easement to 5' the customer would be required to make sure this stub lays within this 5' UE. Any relocation would be at customer's expense. The new (proposed) gas meter would need to be placed at south end of project. It would be very difficult to extend 4" PED in the proposed 5' UE. - Len Hildebrand. Resolved 1 Katie Moore 03/23/2005 17 General [9/6/05] Carried over for reference. [7/7/05] Final plans for this project will not be signed by the City until the easements needed for this project on the Senior Center property are approved by City Council. Please continue to work with Kathy Valdez in Real Estate Services for approval of these easements. [3/23/05] It appears that a number of offsite easements will be needed to construct this project as shown. Because a number of those easements require City Council approval, this project will be approved with conditions, and prior to hearing, a letter from Real Estate Services will be needed stating that the City is amenable to granting the easements needed for this project. Active 1 Katie Moore 03/23/2005 18 General [7/7/05] The emergency access easement is only shown correctly on the site plan. It needs to be matched on the landscape, utility plans, and plat. [3/23/05] How is emergency access being addressed? I see no emergency access easement for a fire lane. Resolved 1 Katie Moore 03/23/2005 19 General [3/23/05] Please include the new ADA ramp details in the plans. Resolved 1 Katie Moore 03/23/2005 3/7/2011 Page 3 Project: 2337 S. Boundary and Legal close. Distance on plat does not match legal. 63.20 vs. 63.19 2. Please clarify the easements along the west side of the Sub - Different line types? 3. Please show how Raintree Drive was dedicated. 4. Is the 24' cross access existing or proposed? Add: "To be dedicated by" if it is proposed. Active 1 J.R. Wilson 03/23/2005 21 Landscaping [3/23/05] Please remember to show all utilities on the landscape plan and ensure that required separations are met. Resolved 1 Katie Moore 03/23/2005 22 General [3/23/05] The 17' stalls facing the retaining wall need a minimum 2' overhang to use the shorter 17' depth. Please relocate the retaining wall north one foot. Resolved 1 Katie Moore 03/23/2005 23 General [3/23/05] Please show clearly how parking will work (dimensions, striping) in the Senior Center with the proposed changes. Resolved 1 Katie Moore 03/23/2005 24 General [7/7/05] [3/23/05] Please work on all drawings to ensure that scanability requirements are met prior to submittal of mylars. Technical Services may reject drawings that do not meet the standards. LCUASS Appendix E-6. Resolved 1 Katie Moore 03/23/2005 25 General [7/7/05] [3/23/05] Please see redlines and utility plan checklist for any additional comments. Resolved 1 Katie Moore 03/23/2005 26 Utilities [3/23/05] Show location of septic tank on plans. Check with Larimer County Dept of Health & Environment on proper abandonment procedures and add appropriate notes to plans. Resolved 1 Roger Buffington 03/23/2005 27 General [3/23/05] No issues. Active 1 Doug Moore 03/23/2005 28 General [3/23/05] Lighting: Area around building should be @ 1.0fc. Also, parking and drive areas in NE are below 1.0fc requirement. Active 1 Joseph Gerdom 03/23/2005 29 Stormwater [3/25/05] At final plan review, water quality outlet structure will need to be modified. See redlined plans. Resolved 1 Wes Lamarque 03/25/2005 3/7/2011 Page 4 Project: 2337 S. Please see redlines for details. Refer to LUC 3.2.4 for more detail also. Active 1 Anne Aspen 03/30/2005 31 Stormwater [3/30/05] As we discussed on the phone, your site and landscape plans need to be cleaned up. There is a fair amount of overlapping lines and generally more information than we need on them. I've made some suggestions on the redlines. Active 1 Anne Aspen 03/30/2005 32 Stormwater [3/30/05] As discussed on the phone, we will get together to explore the posssibility of a safe walkway between the Senior Center and the bank. Active 1 Anne Aspen 03/30/2005 33 General [4/19/05] WATER SUPPLY: Commercial No commercial building can be greater then 300 feet from a fire hydrant. Fire hydrants are required with a maximum spacing of 600 feet along an approved roadway. Each hydrant must be capable of delivering 1500 gallons of water per minute at a residual pressure of 20 psi. 1997 UFC 901.2.2.2 Resolved 1 Michael Chavez 04/19/2005 34 General [4/19/05] REQUIRED ACCESS: A fire lane is required. The fire lane shall be visible by painting and signage, and maintained unobstructed. 1997 UFC 901.2.2.1; 901.3; 901.4.2; 902.2.1; FCLUC The criteria for a required fire lane contain several conditions that must be met. 1. The minimum width shall be 20 feet. 2. Inside turning radius shall be 25 feet and outside turning radius shall be 50 feet. 3. Compacted road base shall be used during the construction phase only. The permanent fire lane shall consist of asphalt or concrete and shall be required to support 40 tons 4. The fire lane shall be platted as an “Emergency Access Easement” on the final plat. Resolved 1 Michael Chavez 04/19/2005 35 General [9/20/05] [7/28/05] [4/19/05] PREMISES IDENTIFICATION: Approved numerals or addresses shall be provided for all new and existing building in such a position as to be plainly visible and legible from the street or road fronting the property. 1997 UFC 901.4.4 Active 1 Michael Chavez 04/19/2005 3/7/2011 Page 5 Project: 2337 S. Resolved 1 Michael Chavez 04/19/2005 37 General [7/28/05] [4/19/05] KNOX BOX: Poudre Fire Authority requires a “Knox Box” to be mounted on the front of every new building equipped with a required fire sprinkler system or fire alarm system. 1997 UFC 902.4; PFA POLICY 88-20 Resolved 1 Michael Chavez 04/19/2005 38 General [4/19/05] FIRE LINE REQUIREMENT: Buildings that are required to be fire sprinklered shall have a minimum 6-inch fire line unless hydraulic calculations can support a smaller fire line. Resolved 1 Michael Chavez 04/19/2005 39 General [7/7/05] A legal description for a drainage easement on the Vet property was submitted, but I do not think it is necessary - I found an existing drainage easement filed by separate document that covers a large portion of the west half of the Vet property. Resolved 2 Katie Moore 07/07/2005 40 General [9/6/05] The legal description appears to have closed properly. Please provide the actual deed of dedication document, which includes an attorney certification and City administrative acceptance signature block. A sample document is provided. [7/7/05] Please submit a legal and deed of dedication for the emergency access easement required across the Vet property. Active 2 Katie Moore 07/07/2005 41 General [7/7/05] Awnings are not permitted over utility easements. One is shown as proposed on the south side of the building. Resolved 2 Katie Moore 07/07/2005 42 General [7/7/05] A utility easement should be dedicated for the gas line that runs along the western property edge since it serves other properties and not this one. Resolved 2 Katie Moore 07/07/2005 43 General [7/7/05] Please provide dimensions for street sidewalks and parkways. Resolved 2 Katie Moore 07/07/2005 44 General [7/7/05] Shouldn't additional street trees be planted along Shields? They seem rather sparse. Resolved 2 Katie Moore 07/07/2005 3/7/2011 Page 6 Project: 2337 S. SHIELDS ST. - HOME STATE BANK PDP, TYPE I AND FINAL PLANS ID Topic Issue Status Round Comment By Initial Date 45 General [9/6/05] Please expand the patching limits shown on the demo plan from 2' to the full bikelane width. [7/7/05] Please clarify on the plans that the existing drive cut on Shields will be removed and replaced with standard curb and gutter. Active 2 Katie Moore 07/07/2005 46 General [7/7/05] Please clarify on the plans the new segments of curb and gutter and areas of asphalt to be constructed on Senior Center and Vet property by this project. The current line weights look too much like the proposed curb and gutter is already existing. Resolved 2 Katie Moore 07/07/2005 47 General [7/7/05] It appears, with the latest configuration of curb and gutter, that a portion of the senior center parking lot will now drain onto this property. How big is this portion? And has it been taken into consideration in the stormwater design? Resolved 2 Katie Moore 07/07/2005 48 General [9/6/05] This doesn't appear to have been addressed. [7/7/05] Please provide signature lines on the utility plans for Magnuson to sign the plans as agreed to in the private access easement agreement. Active 2 Katie Moore 07/07/2005 49 Utilities [7/7/05] A detail for the retaining wall design needs to be provided in the utility plan set whether or not the design is by NorthStar. (There is a note that the design is to be done by others) Resolved 2 Katie Moore 07/07/2005 50 General [7/7/05] I did not receive my redlined utility plan checklist with this submittal. Please remember to return all redlines with resubmittals. Resolved 2 Katie Moore 07/07/2005 51 General [7/12/05] Access ramps at Raintree and Evanstar Court need to be directional. Resolved 2 Kurt Ravenschlag 07/12/2005 52 General [7/13/05] Maintain the required landscape/utility separation distances on the landscape plans. Resolved 2 Jeff Hill 07/13/2005 53 General [7/13/05] Remove all reference to a fire line unless one is to be designed with this plan set. Resolved 2 Jeff Hill 07/13/2005 54 General [7/13/05] Remove the thrust block detail and include the typical sanitary sewer detail on the detail sheet. Resolved 2 Jeff Hill 07/13/2005 56 General [7/13/05] The following agencies have indicated that they have no concerns with the proposal: Comcast, County Assessor, Park Planning, Water Conservation, and Streets. Active 2 Anne Aspen 07/13/2005 57 General [7/13/05] Please add a sheet index to the front of your site plan, landscape and architecture plan set and number your pages accordingly: 1-4 for site, landscape, arch and lighting in that order. Active 2 Anne Aspen 07/13/2005 58 General [7/13/05] The site plan and landscape plan look much better from a scanning perspective. Active 2 Anne Aspen 07/13/2005 59 General [8/31/05] I received some separate 8 1/2 x 11" cut sheets. Typically the drawing or photo of the fixture should be placed on the lighting plan sheet if possible. I don't have cut sheets for luminaires G, X and H. Please add to plan also. [7/13/05] Please provide cut sheets on the lighting fixtures you intend to use. These should include a manufacturer's drawing or photo of the fixture. Make sure all fixtures feature full cut off. The LLF (light loss factor) should be 1.0. Active 2 Anne Aspen 07/13/2005 60 General [7/13/05] Please see redlines for a few other minor comments. Active 2 Anne Aspen 07/13/2005 61 General [7/13/05] Did not receive updated lighting plans. Would simply ask that final plan approval require parking, drive, and building surround to be at 1.0fc level. Resolved 2 Joseph Gerdom 07/13/2005 62 Stormwater [8/31/05] Repeat Comment. [7/15/05] Off-site flows from the west need to be documented and designed to flow through the site. Active 2 Wes Lamarque 07/15/2005 64 Stormwater [8/31/05] Repeat Comment. [7/15/05] On the water quality detail, the retaining wall height needs to be modified to reflect the new pond water surface elevation of 52.99.
