The Engineering Department will prepare a Development Agreement regarding the installation of public improvements to be executed by the developer and the City of Fort Collins. 17. It is recommended that the playground be fenced. 18. As with the previous submittal (Impala Village), the buffer area on the east will be critical in determining neighborhood compatibility. This area must be landscaped. 19. A neighborhood information meeting will be required. flexibility on standard minimum requirements. For further information, please contact Mike Pretz, Fire Marshal, 221- 6570. 5. As you are aware, the Parks and Recreation Department has an irrigation lateral that feeds City Park. This lateral must be placed within an easement at the time of platting. 6. The site is divided into two drainage basins. The West Vine Basin is on the northerly part of the site. The storm drainage fees in this basin are $7,004 per developed acre. The Canal Importation Basin is on the southerly portion of the site. The storm drainage fees in this basin are $6,181 per developed acre. Both fees can be modified by the amount of onsite storm detention, and amount of impervious surface, and the runoff coefficient. 7. It is recommended that the site be graded so that storm flows are detained in the Canal Importation Basin. 8. All flows must be routed to the stormwater detention pond. If flows cannot be routed to the pond, then extra detention must be provided. 9. At the time of submittal, a Drainage Report, Drainage and Grading Plan, and Erosion Control Plan must be included with the submittal package. These documents must be in proper form meeting the submittal requirements. If the documents do not meet submittal requirements, then the project will not be accepted into the seven week review cycle until the next month, or until documents are brought up to minimum requirements. 10. It is recommended that Phase III, the individual house, not take a separate access off Mulberry but rather share the access designed for Phase II. 11. The Engineering Department will require that all damaged sidewalk, curb, and gutter on Mulberry be replaced or repaired as necessary and brought up to current standards. 12. The access drive for Phase II off Mulberry cannot dead end. The public must have a proper place to turn around. Normally, this requires a cul-de-sac with an 80 foot diameter. 13. It is anticipated that this will be a one lot subdivision. The plat must dedicate all necessary utility, drainage, and access easements. 14. There should be logical, direct pedestrian connections to the public streets (Mulberry and Impala Circle). 15. A set of Utility Plans (public improvement plans) are required at the time of submittal. CONCEPTUAL REVIEW STAFF COMMENTS MEETING DATE: January 10, 1994 ITEM: Hill Crest P.U.D. APPLICANT: Fort Collins Housing Authority c/o Bragonier Architects, 1913 Seminole Drive, Fort Collins, CO. 80525. LAND USE DATA: Request to divide 9.46 acres for residential development located east of Impala Circle and north of Mulberry Street. The request includes trading 4.5 acres on the north to Poudre R-1 School District. The southerly acreage would be divided into three phases. Phase One is 12 duplexes (24 units), Phase Two is two duplexes (four units) and Phase Three is one existing house. Total number of units is 29. All units are one-story and to be constructed on the premises. This site was formerly processed as Impala Village Preliminary P.U.D. in 1993. COMMENTS: 1. Light and Power has an electrical vault on Impala Circle that can serve Phase One. Phases Two and Three can be served from Mulberry. Since the access and parking drive in Phase One is private, it is the developer's responsibility to install and maintain street lighting. For information on street lighting, please contact Janet Perry, Light and Power, 221-6700. 2. A water main can be brought to the site from Mulberry. This line should be looped. All units must be within 400 feet of a fire hydrant that meets minimum flow specifications. For further information on water or sewer issues, please contact Mark Taylor, Water and Wastewater Department, 221-6681. 3. The construction will be reviewed by the 1991 Uniform Building Code, with local amendments. All ground floor units must be handicap adaptable. For further information regarding building code issues and handicap accessibility issues, please contact Sharon Getz, Plans Examiner, 221-6760. 4. The Poudre Fire Authority will require that all parking lot drive aisles or private streets feature, at minimum, 20 inside and 40 outside turning radii. All units must be within 400 feet a fire hydrant. All portions of all units must be within 150 of an approved fire access roadway.
