and east property lines? If so, then the walk should connect
to the sidewalk on Mulberry. Please label accordingly.
17. The evergreen trees along the east property line should be
shifted so that they are directly between the east property
line and the closest units. It looks like with some shifting,
there can be better buffering.
18. The Land Use Data Table should indicate that there is a total
of 27 units.
19. The Site Plan should indicate the surrounding zoning
districts.
20. The Vicinity Map should include the names of major .streets and
show that Impala Drive does not connect to LaPorte Avenue.
21. A Site Plan does not need an Attorney's Certificate. The
owner's signature, however, must be notarized. Be sure the
notarial block contains lines for the notary's address.
22. Please delete "Director Of" in three locations -on the Planning
approval block. This should be replaced with "Planning and
Zoning Board" in all three locations.
23. It is not clear what is meant by an "A" or "B" unit. Please
explain.
24. Architectural elevations and information should be provided on
a separate sheet. Since this information is not provided,
separate comments may be forthcoming at a later date.
25. After revisions, it is strongly suggested that copies of the
plan, with architectural information, be mailed to those
attending the neighborhood meeting. This will allow
interested residents. to review the plans prior to the
Preliminary hearing.
This concludes Staff comments at this time. In order to remain on
schedule for the April 25, 1994 Planning and Zoning Board meeting,
please note the following deadlines:
Plan revisions (three sets) are due April 7, 1994.
P.M.T.'s, 10 prints, rendered plans are due April 18, 1994.

7. Public Service Company also requests that a utility easement,
minimum of 13 feet wide, be provided to connect the circular
parking area in Phase One to the entry areas in Phases Two and
Three. Gas lines need to be able to tie into Mulberry Street.
8. The plat must dedicate appropriate utility easements for
Columbine Cablevision. Also, Columbine Cablevision would like
to see the buildings wired in a "home run" system with coaxial
cable meeting minimum requirements. Please contact Dennis
Greenwalt at Columbine Cablevision for further details.
9. Comments from the Stormwater Utility will provided to the
consulting engineer under separate cover.
10. A one lot subdivision plat will need to be prepared and routed
for comments.
11. The Site Plan should indicate building envelope dimensions and
setbacks from nearest property lines. Also, parking stall
dimensions should be shown.
12. Please add the following note regarding landscaping:
"All landscaping must be installed or secured with an
irrevocable letter of credit, performance bond, or escrow
account for 125% of the valuation of the materials before any
certificates of occupancy are issued."
13. Dwelling units accessible and adaptable for use by the
handicapped shall be provided in accordance with the Uniform
Building Code Section 3103 (a) 8 as amended by the City or.
Colorado Revised Statute 9-5-111, which ever is more
stringent. The standard design for units that must comply
with Section 3103 U.B.C. is CABO/ANSI A 117.1 - 1992. For
C.R.S. 9-5-111 the standard is ANSI A117.1 - 1980. Exterior
routes of travel and parking facilities shall be provided in
accordance with 1991 U.B.C. Appendix Chapter 31. Public use
and common use areas shall also be accessible. (For further

14. The Site Plan must contain a Parking Analysis. The Zoning
Code requires that parking be provided on a per unit per
bedroom basis. Please indicate, in table format, the number
of one, two, or three bedroom units. A one bedroom unit
requires 1.5 parking spaces, two b.r. units require 1.75
parking spaces, and three b.r. units require 2.0 parking
spaces. Also, please indicate the number of handicap parking
spaces. Will there be separate motorcycle parking spaces? If
so, please indicate.
15. Will the access off Mulberry Street allow for an emergency
fire connection into the interior of the project? How do the
units in Phases Two and Three comply with the access
requirements of the Poudre Fire Authority?

Dear Jim:
Staff has reviewed the request for Hillcre'st Preliminary P.U.D. and
offers the following comments:
1. In order for the cul-de-sac, with parking, to meet the
requirements of the Poudre Fire Authority, the diameter must
be 114 feet. This includes 80 feet for turn -around capability
and 34 feet (17 + 17) for two parking stalls on opposite sides
of the circle.
2. U.S. West and Light and Power are concerned with the width of
the proposed utility easements adjacent to the east and west
property lines. With the existing trees located along the
west property line and the proposed trees that will be located
next to the east property line, the six foot wide easements
will not be adequate for placing and maintaining the buried
utilities. Consequently, a ten foot wide easement is
requested on the east and a 15 foot wide easement is requested
on the .west. (The 15 foot wide easement will allow for
conversion of the existing overhead electric to be placed
underground without damaging the existing row of trees.
3. U.S. West is also concerned about utility access to the three
duplex structures on the north side of the project.
4. Light and Power is concerned that an existing electrical vault
in the area of the entrance from Impala Circle may need to be
relocated. Please be aware that such relocation would be at
the developer's expense.
5. The Public Service Company requests that utility easements be
platted in the fronts of the structures, adjacent to the
entryways and parking areas, such that the distance from the
back of walk to the rear line of the easement is 13 feet
minimum.
6. Please note that trees are to be kept away from gas lines by
a minimum of four feet.
