Magnolia Court Fort Collins, Colorado 80521 March 22, 1993 Mr. Lloyd Walker Planning and Zoning Board 281 North College Fort Collins, Colorado 80522-0580 Dear Mr. Walker: Your letter of March 10 1993 leaves some questions.in my mind about the proposed project ommonly known as. IMPALA Village PUD - Preliminary, #0-93. The applicant is requesting a 58-multi-family units on 8.42 acres, located at Impala Circle north of Mulberry Street, zoned RL, Low Density Residential. I,am the owner of property that abuts at the rear onto this proposed project's acreage. At present there are horses grazing on the pasture and we have enjoyed the rural atmosphere of what must have long been agricultural zoned property. It appears to me that there is enough money now available in the coffers of the state government' to create open space for the enjoyment of the numerous family zoned homes now existing in Tenth Green.. The latter area of about 36 single-family homes will be down -graded in value by the imposition of 56 units on a.somewhat smaller area than Tenth Green's 10 acres. I have been the subject of complaints because I had a'stove, in the.lower garden -level of my home and the covenant's fine print that governs the zoning in Tenth Green does not_ permit me to have a stove in the lower.half of my home. If the Planning and Zoning Department can find time to answer about three total neighbors' complaints, instigated by a neighbor who had wanted to purchase my home but is stymied because I choose to remain in my home and this seems to bother her no end, with a resulting threat on April 3, 1992 to fine me $1,000.00 per day if the stove remained in the lower half after April 26, then it seems in all fairness that the P and Z people might consider having single-family homes with similar restrictions in the Impala Village PUD Preliminary project. Lacking this, it might be worth your time to think about the impact of denser building sites on the Poudre R-1 High School, which is reported by the local media to be expected to double in size in the not too distant future. The traffic flow in and out of Poudre High School's parking area is now too congested by vehicles and needs to be alleviated by a public park instead of a money -making project for some developer using govern- ment funds to supplement his own investment.
