The City of Fort Collins should be doing everything in its
power to create a campus -like, even a greenbelt -type, atmosphere
in the vicinity of Poudre High School. Surrounding this or
any other high school with quadruplexes (especially quadru-
��exes where cars are parked in the front yard:) can only
degrade its appearance. The eventual slum -like environment
will most assuredly contribute to anti -social student
behaviour.
A further concern, which must be taken into, account before
any development is built, is the fact that we in Tenth Green
already are experiencing INADEQUATE water pressure. What
plans does the City have to correct this situation, let
alone allow additional development in our neighborhood??
We urge you and your fellow Board members to DENY the
applicant's request for multi -family zoning in Impala
Village PUD. Whoever wants to develop the site proposed
for this villa4e should be restricted to the existing
SINGLE-FAMILY zoning on that site. The Tenth Green residents
including my mother and me deserve no less.

Subject: Impala Village PUD - Preliminary, #6-93
Dear Mr. Walker:
I am strongly opposed to the proposed project known as
Impala Village PUD - Preliminary, #6-93. This project,
if built, will seriously degrade the quality of life for
Tenth Green residents. My mother, Mrs. Veda Steadman, and
I are among those who will be most adversely impacted. Her
property abuts the site under consideration for this
ill-conceived development.
Through no fault of hers or of other Tenth Green property
owners, developers in the past left an exceedingly narrow
strip of land extending north -south Just west of their
homes. This strip of land is best left zoned as is.
That is, it should remain zoned RL, Low Density Residential,
a zoning classification which, according to Section 29-132
of the Fort Collins Code, has only SINGLE-FAMILY dwellings
'(not multi -family dwellings) as a permitted use. Single-
family dwellings would be a suitable land use between the
existing Tenth Green single family residences and the
existing duplexes in the Impala Subdivision due west of Tenth
Green. Otherwise, the strip should be left undeveloped.
A "buffer" of 12 quadruplexes and 4 duplexes, such as is
proposed in the subject Impala Village PUD, between the Tenth
Green and the Impala Subdivision duplexes makes no sense at
all! The strip of land where the applicant would place
these 12 quadruplexes and 4 duplexes is simply too narrow
east -west for multi -family zoning.
Consider, please, how close the quadruplexes, if built, will
be to the rear property lines of existing single family homes:
20 feet or less --in some cases as little as 15 feet. From
the upper level of my mother's home and from her deck, we will
have a clear view of the backsides of quadruplexes; The visual
pollution will in no way be screened by the 6 foot -high wooden
fence which the developer proposes.
Of even greater concern is the potential for increased crime
which positioning multi -family housing in close proximity to
the more affluent homes in Tenth Green portends. We are all
very worried and well aware of the violence and deaths which
occurred just this past January in the Ramblewood development
north of Tenth Green. More multi -family housing crowding into
the area will only exacerbate the situation.
