background traffic on Timberline Road will increase at the
rate of 2 percent per year. It also assumes that a mini -
warehouse, proposed to be located at the Caribou/Automation
intersection, will be built.
Table 4 shows the operation at the key intersections
using the traffic shown in Figure 3. Calculation forms are
provided in Appendix B. The operation at the key
intersections will not be significantly different than the
current operation. Using the 1985 Highway Capacity Manual
technique for unsignalized intersections, one of the minor
street left-turn/through movements at the Timberline/Caribou
intersection marginally falls into level of service E. Based
upon recent research, the delay to this movement will be in
the range of 12-22 seconds per approach vehicle. This is more
appropriately defined as level of service C/D.
It is concluded that the "At Home Professions" use is in
conformance with the overall plan for the Collindale Business
Park from a traffic engineering perspective. It is
recommended that full -turn access at the Timberline/Lowe
intersection continue. As traffic volumes on Timberline Road
increase in the future and the Collindale Business Park
continues to develop, this should be periodically evaluated.

"At Home Professions" is proposing to locate their

facility at the Collindale Business Park in Fort Collins. The

building is proposed to be built on Lot 4 in the southeast

quadrant of the Automation Way/Lowe Street intersection.

Figure 1 shows a schematic of the Collindale Business Park and

the location of the proposed "At Home Professions" building.
The Collindale Business Park Site Access Study, July 1988,
addressed the traffic related impacts of this development.
This memorandum acts as an addendum to that study.
Figure 2 shows the recent peak hour traffic counts at the
Timberline/Lowe and Timberline/Caribou intersections. Both
of these intersections function as full -turn, stop sign
controlled intersections. They operate as indicated in Table
1. Calculation forms are provided in Appendix A. This
operation is deemed to be acceptable. Acceptable operation
is defined as level of service D or better.. While the
Timberline/Lowe intersection currently functions as a full-
turn intersection, it will at some time in the future become

Table 2 shows the trip generation from the Collindale
Business Park Site Access Study. "At Home Professions" is in

the Phase 2 row of that table. It comprises approximately 1/2

of the land in Phase 2. Table 3 shows the trip generation

Trip Generation, 5th Edition, ITE as a reference. The

employees as the trip generation variable. There are small
