as the Frame Annexation be placed in the Residential Neighborhood
Sign District and be subject to all limitations and requirements of
the district as defined in Sections 29-593 and 29-593.1 of the City
Code.
Findings:
1. The annexation of this area is consistent with the policies
and agreements between Larimer County and the City of Fort
Collins contained in the Intergovernmental Agreement for the
Fort Collins Urban Growth Area.
2. The area meets all criteria included in State law to qualify
for a voluntary annexation to the City of Fort Collins.
3. On June 1, 1993, the City Council considered and approved a
resolution determining that the proposed annexation is in
compliance with State law. The resolution also initiates the
annexation process for this property by establishing the date,
time and place when a public hearing will be held regarding
the readings of the Ordinances annexing and zoning the area.
Public hearing and first reading of the Ordinances annexing
and zoning the property will be considered by the City Council
on July 6, 1993.
4. The requested RP, Planned Residential District is in
conformance with the policies of the City's Comprehensive
Plan. Staff is recommending that a P.U.D. condition be placed
on the property and a condition that the property be placed in
the Residential Neighborhood Sign District that was approved
by City Council and put into effect on January 15, 1993.
STAFF RECOMMENDATION:
Staff recommends approval of the annexation and requested zoning
with the following conditions:
1. The property be subject to a planned unit development
review process.
2. The property known as the Frame Annexation be placed in
the Residential Neighborhood Sign District and be subject
to all limitations and requirements of the district as
defined in Sections 29-593 and 29-593.1 of the City Code.

BACKGROUND•
The property is located within the Fort Collins Urban Growth Area.
According to policies and agreements between the City of Fort
Collins and Larimer County contained in the Intergovernmental
Agreement for the Fort Collins Urban Growth Area, the City will
agree to consider annexation of property in the UGA when the
property is eligible for annexation according to state law.
Enclave areas become eligible for annexation when they have been
completely surrounded by properties annexed into the City for at
least three years. The area to be annexed has been a county enclave
for at least three years and is therefore eligible for annexation.
The property became completely surrounded by the City of Fort
Collins through the following annexations:
N: Brown Farm First Annexation, June 3, 1971
E: Springbrook Annexation, January 3, 1984
S: Anton Annexation, February 7, 1989
W: West Drake Road Annexation, April 21, 1987
The property became eligible for annexation on February 7, 1992. On
March 31, 1993, staff sent a letter to the property owners
informing them of the pending annexation, potential zoning district
designation, and the various meeting dates for review by the
Planning and Zoning Board and the Fort Collins City Council.
There are four existing lots in this annexation. The property is
currently in residential use. There are no new development or
redevelopment plans for the property at this time.
Zoning•
Staff is recommending that this property be placed in the RP,
Planned Residential Zoning District with a condition that the
property be subject to a planned unit development review process.
The RP Zoning District is for areas planned as a unit to provide
variation in use and building placement. The property is currently
in residential use. Effective January 15, 1993, the Residential
Neighborhood Sign District was established to regulate signage of
non-residential uses in areas of the City which may be impacted by
signage because of their predominantly residential use or
character. The district includes neighborhood service centers,
neighborhood convenience shopping centers, business services uses,
and auto -related and roadside commercial areas that are in
proximity to existing or planned residential areas. For those
developments located within the district, the Planning and Zoning
Board will review the location of all proposed flushwall signs.
Staff is recommending a condition stating that the property known

PROJECT DESCRIPTION:
Request to annex and zone 1.7424 acres located at the southwest
corner of South Taft Hill Road and West Drake Road. The property is
located within the Fort Collins Urban Growth Area. The area to be
annexed consists of four existing lots with two property owners.
This is the annexation of an enclave area. Staff is recommending
that this property be placed in the RP, Planned Residential Zoning
District with a planned unit development (P.U.D.) condition
attached. Staff is also recommending a condition that the property
be placed in the Residential Neighborhood Sign District that was
approved by City Council and put into effect on January 15, 1993.
RECOMMENDATION:
Staff recommends approval of the annexation and zoning request with
conditions.
EXECUTIVE SUMMARY:
The property being considered for annexation has, for a period of
not less than three (3) years, been completely surrounded by
property contained within the boundaries of the City of Fort
Collins. The property being considered for annexation is
approximately 1.7424 acres in size and is located at the southwest
corner of South Taft Hill Road and West Drake Road. The property is
currently used for residential purposes. There are several
structures on the property. The surrounding properties are zoned
RP, RL, and BP. Staff is recommending that this property be placed
in RP, Planned Residential Zoning District with a planned unit
development condition attached. Staff is also recommending a
condition that the property be placed in the Residential
Neighborhood Sign District that was approved by City Council and
put into effect on January 15, 1993.
