southeast site. The detention pond at Elizabeth/City Park will
need to be in an easement and would be maintained by CSU. Side
slopes of detention pond can limit PSCO's ability to go through
detention area. Excavation in area of detention pond will need to
be done so that existing utility lines are not disrupted.
Light and Power needs plat or improvement survey with bearings,
distances, area of site, to calculate development charges.
Representatives of various utilities will note on utility plans
where they would ideally like to locate utility lines.
Mark Taylor is contact at Water and Sewer regarding utility line
locations, etc. Brian Hahn at Water and Sewer is contact for
information on plant investment fee (PIF).
Cable has a communications conduit on Plum and requests a letter
from CSU that service won't be disrupted.

PSCO would like to master meter for gas; concern is under grounding
of gas lines downstream of metering facilities. PSCO wants to own
and install all gas lines. Discussed pros and cons of blanket
utility easements. For PSCO, allows maximum flexibility to lay out
lines.
Light and Power also recommends blanket easements for flexibility
in installing utility lines. For southeast site, Light and Power
does not need a gas line through the site, as this line will only
serve CSU. Will need a minimum 6' easement for northwest site to
get power from Plum transformer. A minimum of 3' is needed between.
gas and electric lines and 10' between electric and water/sewer
lines. Cable and electric can joint trench.. Easements along
streets on the southeast site will be from 6-15' in width (will
have a better idea when utility plans can be reviewed).
PSCO has limited capacity on line in Skyline, may need to upsize or
loop through the site back to Ram Village. The City Park line to
serve the southeast site also has limited capacity and may need to
be looped, as well.
Light and Power may need to cross the canal and if the bridge is
solid concrete, will need at least 15" of cover over utility lines.
If the bridge surface is dirt, will need at least 3' of cover over
lines. If a box culvert is used for the bridge, Light and Power
can go between the culvert and top dirt cover. If lines are put
under the canal, will use 2" or 4" conduit and slurry cover to
protect lines.
PSCO may need up to a 6" sleeve if under the canal.
Issue for CSU/Light and Power to determine is whether primary
metering will be used. If used, Light and Power would spec the
primary meter cabinet and CSU would purchase the cabinet; system
beyond the metering cabinet would be CSU's. Light and Power has
vaults at Plum and at West Elizabeth, at the western edge of the
site.
Cable can use an inner duct system from the manhole at Plum. Main
line comes from City Park/Plum area. Cable needs a central point
for all drops at each building, maximum drop length is 100'. Can
use mechanical rooms or box on exterior, Cable will supply drop
cable. Will need easement from manhole to buildings and around
buildings.
If secondary metering is used, Light and Power would own system to
"house" meters.
