The City reimburses for 1' of the 5' width. We should discuss who will pay to connect the remaining portion of missing'sidewalk to Elizabeth along Skyline. 9. Sidewalks along the City Park and Skyline frontages need to be constructed now, at a 4' width. These walks are shown on the landscape plan, but not on utility plans. 10. We still recommend that foundation plantings be used to "tie" all of the proposed buildings to the ground plane. 11. We question whether the parking areas (along Skyline Drive and West Elizabeth) can be adequately buffered with the proposed berming and deciduous trees and along City Park Avenue, which does not have any berming proposed. 14. A pedestrian connection should be provided from the northwest site to Skyline Drive, to facilitate pedestrian traffic to and from Moore Elementary School. 15. We are interested in receiving an update regarding the Transfort bus stop location, as available. 16. The location, height and materials of fencing proposed at the north edge of the northwest site needs to be delineated on the site plan. A mix of deciduous and coniferous trees planted on the north side of the northern most buildings would provide additional visual buffering of the proposed two-story buildings from the single family area to the north. 17. We recommend that any of the existing trees on the, southeast site be preserved, if feasible and that if there is interest on CSU's part, Tim Buchanan, City Forester, could be consulted on this topic. 18. Comments have not yet been received from Parks and Recreation, Stormwater and Natural Resources. These will be forwarded to you as soon as we receive them. Comments from the Water and Wastewater Utility are on the attached red lined utility plans. 2. Light and Power requests a plat of both sites, with distances, bearing and square footage, to use to calculate development charges and would like to discuss easements and easement locations. The landscape plan does not allow for proper clearances between trees and street lights along City Park Avenue, West Elizabeth and Skyline Drive. The attached drawings show clearance requirements for trees and electric facilities. The contact person at Light and Power is Alan Rutz. 3. The fire access loop road must be 20' in width and designed and constructed to support fully loaded fire apparatus. The security bollards must be approved by Poudre Fire Authority. "No parking - Fire Lane" signs must be posted on the south curb and the curb painted red. These comments apply to the northwest site. 4. The traffic impact study needs to be revised, to address the Skyline Drive connection, addressing the impact to Skyline and the level of service'at Skyline/Elizabeth intersection. 5. The driveway on West Elizabeth should line up with the commercial driveway (Potts) on the south side. 6. The driveway curb return should not exceed 20' 7. Elizabeth Street is an arterial, so a 50' r-o-w and a 15' utility easement beyond the r-o-w needs to be dedicated if not already dedicated. B.
