and City Park Avenue, the view will be of a large expanse of
asphalt broken only by the landscaped walkway bisecting.the lot.
The walkway is a start, but I.would encourage more landscaping in
the triangle.between the parking lot and the intersection.
Specifically, I suggest berms and low (to three feet) shrubs.
The intersection is very public and well lit.so.I think any
security concerns with the shrubbery are unfounded. I would also
suggest.following the city code in incorporating at least six
percent of the parking area in landscaped islands (with trees) to
visually break the lot expanse.
The city planning staff are useful resources in developing
such landscape.treatments and I would encourage the CSU landscape
architect to work with them on a solution that is acceptable to
CSU and the city. Due to the very public nature of this
intersection, CSU's treatment of it will send a.strong message to
the citizens of Fort Collins.

Dear Gerry:
As the chairman of the Fort Collins Planning and Zoning
Board, I want'to thank CSU for the neighborhood meeting held on
June 30, 1993 to discuss the new housing units planned for the
university property near Campus West. I appreciate the spirit of
cooperation shown by CSU in listening to residents' concerns. In
talking with a member of the neighborhood steering committee who
has been involved in the issue for several months, she also
expressed satisfaction at this cooperative spirit. She further
stated that she felt the neighborhood's concerns were heard and
incorporated to a large extent into the plans.. I hope this
cooperative spirit will continue. CSU has a tremendous impact on
the city from a planning perspective and open communications
between CSU and the city will assist in mitigating problems that
periodically arise.
I would like to express a.specific concern I have on the
project. It deals with the issue of landscaping the car parking
areas. I understand CSU has a "trees and grass" approach to
landscaping university property for, among other reasons, safety
and security. However, I believe another approach should be
taken where the parking areas directly adjoin: property governed
by city ordinances. Specifically, I an referring to.the small
stretch of parking abutting Skyline Drive and the large.arc of
parking abutting West Elizabeth and City Park Avenue. If these
were under city ordinance, berming and landscape treatment would
be required to soften the impact of the streetscape of a row of
cars. Any of the recent developments along South College Avenue
demonstrate this. This typeof treatment also serves safety and
light pollution abatement ends by preventing car headlights from
shining across streets and into houses. I feel that both parking
lot locations mentioned above should receive such treatment. I
believe this could be done without compromising CSU's landscaping
goals.
I have a greater concern on the large arc of parking serving
the graduate student housing. Due to the density of the housing,
