The first response engine company to the proposed CSU housing
project adjacent to Skyline Drive would be from the fire station at
City Park, on Bryan Street. Secondary response would be from
Station One on East Mulberry and Station Three at Spring Creek
Park. If the primary access to this project is from West Plum
Street, the most likely response route would be Mulberry to City
Park, to West Plum and then to the project's access road. Unless
the parking lot connection to Skyline is a full access connection,
it would not be used as a primary response route.
6. General traffic problems in the area
The City has policies for promoting alternative modes of
transportation (transit, walking and bicycling) and the CSU housing
sites provide a good opportunity for alternative modes to be used.
We expect that many of the trips from the site will be to the
campus and that these trips will be on foot or on bicycle. The
traffic impacts related to this proposal can be accommodated on the
area street system.
The supplemental traffic study will address the operation of the
access point on Skyline Drive; however, at this time we believe
that full turning movements at this location will not affect the
operation of Skyline Drive. We are aware that left turns from
Constitution onto West Elizabeth are delayed somewhat; however, a
traffic signal is not anticipated at this location. The location
of the proposed curb cut onto West Elizabeth for the southeast site
is being reviewed by City staff and is expected to line up with one
of the existing curb cuts on the south side of West Elizabeth, so
that turning conflicts can be minimized. This curb cut is designed
to allow for full turning movements . The concept of signing this
curb cut to discourage left turns from the site is not supported by
the City's Transportation Department.
Several concerns were raised regarding pedestrian traffic in the
area and although an overpass on Shields Street was suggested, the
City will not be pursuing an overpass at this time. North Drive is
planned to be re -aligned to match Plum Street where it intersects
with Shields Street.
7. Access to Moore School
Pedestrian access to Moore School from the area south of West
Elizabeth Street will most likely continue to be on the west side
of Skyline Drive. Children living in the CSU housing units will
have direct pedestrian access from the northwest site to the
proposed sidewalk along the east side of Skyline Drive. A
crosswalk is anticipated on Skyline at Orchard Place, for children
on the east side of Skyline Drive to cross to .the west side.
