We have reviewed the most recent landscape plans for the
University's student housing project and would like to address our
concerns regarding these plans.
When City Council held the public hearing on this project, Council
recommended that CSU provide parking lot buffering to "City
standards". Meeting this standard; as we recommended, was using 2-
3' high berming and shrub beds on Skyline Drive and West Elizabeth;
and shrub beds along City Park Avenue (due to limited spacing,
berming was not recommended along City Park Avenue).
The current landscape plans do not reflect any of these
recommendations. While there are apparently some. restrictions for
the placement of berming and shrub beds along West Elizabeth and
City Park Avenue (due to drainage concerns near the intersection of
West Elizabeth and City Park Avenue), these concerns do not
preclude berming and shrub beds along the entire length of the
streets, according to Glen Schlueter of the City's Stormwater
Utility.
