the submittal requirements for the Stormwater Utility. The
site is located in the Old Town Drainage Basin. At present,
there are no development fees in this basin. In the future,
it is likely that development charges will be applied in this
basin by the Stormwater Utility.
8. The drive aisle on the southeast end of the building should
align with the existing curb cut on Riverside Drive. Instead
of 22 spaces in this parking bay, it should be reduced to
align and capped with a landscaped island. This will remove
the offset and make the connection closer to 90 degrees.
9. It is recommended that the parking lot surface and drive
aisles be painted with directional arrows to help direct and
channelize traffic.
10. The parking area on the northwest end of the building,
adjacent to the Coloradoan building, should be re -designed so
that the parking is parallel, ,not 90 degrees. This will also
create a protective area for the proposed pedestrian
connection. The aisle width should be 24 feet minimum.
11. A 22 foot wide aisle width towards the rear of building would
be acceptable to the Transportation Department since these
spaces would be considered "long term" for employees, not
"short term" for customers. A formal variance must still be
considered by the Zoning Board of Appeals.
12. It is recommended that the 24 existing spaces in front of the
store be capped on the south end with a landscaped island.
13. There is no deadline by which .to submit an I-L Site Plan
Review. The submittal should include a list of all affected
property owners within a minimum distance of 500 feet,
exclusive of public right-qf-way.

ITEM: Former Collins Cashway Lumber - Parking for
Coloradoan
APPLICANT: Fort Collins Coloradoan c/o Ben Hermann, EDAW, 240
East Mountain Avenue, Fort Collins, CO. 80524
LAND USE DATA: Request for I-L Site Plan Review to convert a
portion of the property of the former Collins Cashway Lumber, 1300
Riverside Drive, into additional parking area for employees of the
Fort Collins Coloradoan.
COMMENTS:
1. The request will be evaluated as an I-L Site Plan Review. Any
variances that are required will be considered by the Zoning
Board of Appeals, prior to the administrative hearing for the
I-L Site Plan.
2. It is recommended that the vehicle overhang area for the 17
foot -long parking stalls in front of the store be a minimum of
five feet. Any variance granted should then be indicated on
the I-L Site Plan.
3. It is recommended that security lighting be building mounted
rather than pole mounted. Since the future user of the
building is unknown at this time, it would make sense to not
install pole mounted fixtures that may not be needed in the
long term.
4. To install parking lot security lighting, the electrical
..contractor should apply for an Electrical Permit from the
City.'s Building Permits and Inspection Division. The
installation will then be inspected.
5. The Poudre Fire Authority will require that there be a
continuous fire lane around the entire building. All drive
aisles must maintain a 20 foot inside and 40 foot outside
turning radius. It is recommended that all dimensions conform
to the Parking Lot Development Guide.
6. Please provide a letter that the new parking lot will not
increase the amount .of impervious surface or change the
drainage patterns on the site. 'Since the new parking lot will
be constructed on existing hard surface area, a Drainage
Report and Drainage and Grading Plan will not be required.
Please be aware, however, that the site has historically
drained poorly..
