9. b. There is concern about the proposed 28' widths due to the
probability of parking on both sides of the streets. This
proposal exceeds both the minimum lot size and number of
lots on a cul-de-sac to allow for the narrow streets. It
would be very difficult to restrict parking to one side
of the street only.
C. The intent for the alley configuration must be further
defined. A turnaround at the west end would be required
if the alley were dedicated to the public. A cross-
section, from building to building, is important to show
how the alley will function.
d. There is a minimum 200' separation requirement between
local street intersections.
e. Street oversizing fees of $584 per dwelling unit will
apply and be collected at the time of issuance of
building permits.
f. The standard utility plan submittal is required with the
preliminary P.U.D. A soils report, including the pavement
design, must be submitted with the final P.U.D. plans.

10. The side yard landscaping solutions along Redwood Street will
be critical. It should be similar to what has been done with
the Greenbriar Village P.U.D., Second Filing. Street trees and
fencing guidelines should be provided.
11. This single family residential development proposal is subject
to the City's adopted Solar Orientation Ordinance, which
requires that a minimum of 65% of the lots comply with the
criteria of the ordinance. Duplex lots are also subject to the
ordinance.
4. This project is subject to parkland fees that are presently
$779 per dwelling unit. The City is considering changing the
fees to be different for multi -family and single family.
residential developments. The multi -family per unit fees may
go down and the single family per unit fees may go up. The
parkland fees will be collected at the time of issuance of
building permits.
5. This site is part of the Greenbriar Village P.U.D., Overall
Development Plan (O.D.P.) and is approved for 190 multi -family
dwelling units on 9.53 acres. The O.D.P. will have to be
amended along with the Greenbriar Village P.U.D. Fifth Filing
preliminary submittal to allow single family residential on
this site.
6. The City Parks & Recreation Department is wanting to provide
for a northeast bicycle/pedestrian connection in this area.
There probably will be a trail along Redwood Street. However,
should a trail loop occur along the detention pond, connecting
into Greenbriar Village P.U.D., Second Filing? The
bicycle/pedestrian trail should be 10' wide. Please coordinate
this trail system with Leslie Bryson of Parks & Recreation
(221-6640) and Rob Wilkinson of Natural Resources (221-6600).
7. The Poudre Fire Authority is wanting standard 36' wide local
streets in this development. If dedicated for public use, the
proposed 20' width for the central alley will not be
acceptable. The fire hydrant locations must be coordinated
with PFA. Please contact Mike Pretz with questions pertaining
to fire prevention and emergency access. He can be reached at

8. This property is in the Evergreen/Greenbriar Storm Drainage
Basin and is subject to the basin fees of $10,000 per acre
based on the land use runoff coefficient. The fees can be
reduced if on -site detention is provided -and approved by the
Stormwater Utility. A development request for this site must
address and comply with the approved master drainage report
and-plan.for the Greenbriar7 Village-P.U.D., O.D.P.. A outlet
structure is needed at the south end of the existing detention
pond and should probably be constructed with this request.

9. The Engineering Department has the following comments about
Greenbriar Village P.U.D., Fifth Filing:
a. Redwood Street, between Willox Lane and Conifer Street,
must be completed with this request.

LAND USE DATA:
Request for 31 single family residential lots on approximately 10
acres south of the approved Greenbriar Village P.U.D., Second
Filing and north of the vacant New Beginnings facility on the west
side of the Redwood Street alignment.
COMMENTS:
1. The City Light & Power Department has stated that there is no
problem with electric service to the site. There is an
existing electric main line along Redwood Street by New
Beginnings. Normal electric development charges will apply to
this request. If the "alley" in the center of the project,
between Lots 9 - 23, becomes a dedicated public street then it
would be subject.to the normal electric front footage costs.

2. There is existing water and sanitary sewer in Redwood Street.
There is an existing sanitary sewer line along the north
property line of the Fifth Filing, coming out of the
Coachlight multi -family development, that may have to be re-
routed. Please contact Mark Taylor of the Water/Wastewater
Department with questions pertaining to water and sanitary
sewer services. He can be reached at 221-6681.
3. The City Natural Resources Department has significant interest
in this development and its impacts on the existing
pond/wetland to the west. Apparently you are already in
communication with Rob Wilkinson about the natural areas
issues. Please continue to discuss this proposal with Rob. He

Greenbriar Village P.U.D., Fifth Filing, which was presented before the Conceptual Review
Team on December 6, 1993.
This is a request for 31 single family lots on approximately 10 acres located on the west side
of the future Redwood Street alignment and north of Conifer Street.
The comments are offered informally by Staff to assist you in preparing the detailed components
of the project application. Modifications and additions to these comments may be made at the
time of formal review of this project.
