Dear Ms. Whetstone$
Due to a longstanding, previous appointment, I am unable to
attend the meeting tonight in regard to a proposed grade school
at the Dayspring Christian Church, 1401 W. Mountain Avenue.
I want to go on record as opposing this proposal.
There is no adequate parking in the area for parents to drop off
their children nor attend on -campus activities at the school.
That could entail dozens more cars in the area, making noise,
polluting the air, parking illegally, etc.
This is a quiet neighborhood. 11 for one, don't wish to be waked
up at 7 a.m. or so with screaming kids on the small playground or
going to school.
I also anticipate the increased use of the children's playground
at City Parts and other parts of the Park by these children, which
would often crowd out the regulars who use it and "pay for it"
through the taxes accessed on them for living close to the Park.
It would increase the noise and traffic in the area,, both on foot
and by car, for the people living on W. Oak. Street, too.
I am also concerned about increased crime that comes with the
territory around a school. My property abuts the alley just
three houses down from the school. It is unfenced, making the
garage, yard and house accessible on foot and subject to
trespass. I would have to incur the expense for a fence if this
proposal goes through. with a fenced yard comes increased value
of my property, hence a possible tax hike in the future. That is
not fair.
In conclusion, this is a grand old neighborhood, and it is
inappropriate, even though "legal," for a noisy grade school to
be imposed upon its residents who bought their homes there in
good faith and in hopes that it would remain a respected and
peaceful address.
I hope you will share this with the people who attend the meeting
tonight. Thanks for your consideration.

Dear Ms. Whetstone:
1 would like to reiterate my feelings, as well as other neighbors, on the 1401 West
Mountain proposed school.
1. As indicated by the petition signed by neighbors of this property, we could not
support the variance request. In addition, it is fair to say that the road bordering the
west side of the building is considered a problem. This should merit serious
consideration on your part for either shielding the noise generated or total removal
of the street. I prefer the latter, as already indicated, and would have difficulty
supporting anything less.
2. With this school being in a highly populated area, we feel it's appropriate to have a
school zone created around the Mountain and McKinley Street intersection.
3. We feel that it would benefit the school, as well as the neighbors, if the west side of
McKinley is designated ' a "no parking" zone. This would help the children in drop
off as well as eliminate the narrow passage on McKinley.
4. Prohibit the use of the alley for all drop off and pick up of children.
5. Any agreements made between the neighborhood and the school should be submitted
in a covenant against the property. Specific points that come to mind would be
(a) Prohibit use of the alley.
(b) Set a maximum number of school children enrolled. The school indicat-
ed the plan for 68 children, I suggest allowing for a maximum of 75.
(c) The agreed upon plan for parents to drop off and pick up children at
staggered times should be adhered to.
(d) No loitering permissible, children should remain in the building until
their ride arrives.

Dear Ms. Whetstone:
On January 26, 1993 the Board of Directors of the City Park
Neighborhood Association met with Mr. Vic Smith and Ms. Phyllis
Nakagawa. This meeting was a followup to the public meeting held
at the Daysprinq Church.
Based on the information provided at these two meetings the CPNA
endorses the concept of a small school at the current site of the
Daysprinq Church. This endorsement is, however, subject to the
following conditions:
1. Enrollment at any school placed on this site be permanently
limited to no more than 75 students.
2. The driveway on the west side of the property be permanently
removed or disabled so that no traffic occurs on this side of
the property. Also we expect that some kind of buffer will be
placed along the west side regardless of traffic flow. We
feel that this is appropriate to buffer the residential
property from the school.
3. A "no parking during school hours" zone or loading zone be
established along the west side of McKinley. This would help
to alleviate crowding in the middle of the street and also
increase safety for children as they arrive and depart.
4. Establish a school zone on McKinley and Mountain (and Oak
Street??) to assist in traffic management and speed control.
5. No fencing be used on the McKinley or Mountain sides of the
property.
6. Staggered arrival and departure times for children be
enforced.
7. The conditions that we have outlined should be attached in
some form to the property so that subsequent owners of the
property will be required to honor them. I do not know what
mechanism is necessary to accomplish this goal. I am relying.
on your expertise to include what is necessary.
We believe that a school, such as proposed by the developers of the
Oakwood School, would be an asset to the local community. However,
we are concerned that the limits of the location be formally
recognized during the planning and approval process.

4) We would like to see a limit of 60 students to be enrolled in the
school at one time. The building itself is rather small and this limit is
very realistic in the terms of space available. The building should not be
expanded to create more space for additional children.
5) The grounds of the school should not be used for recreational
purposes. Having 15 to 60 students outside playing games would create a
lot of noise and disrupt those who have to sleep during the day.
6) Traffic in the alley behind the school creates a possible unsafe
situation with young children. The bordering small street, McKinley, is
too narrow to accomodate much traffic and cars emerging from the alley
would find it difficult to see around parked cars. We would encourage the
school personnel to inform their students and parents not to use the alley
as a thoroughfare. It was designed for the use of those who have garages
adjacent to it.
We feel that the above six areas should be included in the final
design before the school plan is implemented. We hope that the personnel
involved in the planning and zoning decisions also see the importance of
these areas. The neighborhood has a lot of charm and one of its strongest
features is the quietness of the area. We would be disappointed to see the
new school changing the existing character of the neighborhood.

Dear Ms. Whetstone:
This letter is in answer to your request for information for your review of
the private school proposal to occupy the space of the current Dayspring
Church on Mountain Avenue. As neighbors in this community, we have
several requests, that we would like to see implemented to help minimize
the impact :of the school in our- quiet neighborhood.
1) We would emphasize the need of landscaped space between the
church and the neighboring family dwelling. Noise travels easily between
the two buildings and we would encourage the school to plant several
large trees and mature landscaping in the current driveway.
2) The hours of operation should be between 7:30 a.m. and 6:00 p.m.,
Monday through Friday. Normal school hours are much shorter in duration
but since they have requested extended hours for possible daycare
services, we feel these demands are not too vigorous. Operating between
these hours should create enough of a spread -out delay in traffic to and
from the building. Mountain Avenue is a relatively quiet street and we
would be devastated with cars picking up each one of the 60 separate
students twice each day at a precise time. We would encourage their use
of car pools and possible school vans to pick the students up and return
them. .
3) Parking is extremely limited in the immediate vicinity. The
church itself;ihas limited parking space and there is no lot for parents to
park their cars. We do not want the space in front of ' homes used 'fo'r

Dear Ms. Whetstone,
We are unable to attend the Planning and Zoning Board public
hearing concerning Oakwood School; but wished to give our opinion
about the project. We have had the opportunity to meet with the
school's directors and to find out more about Oakwood School's
philosophy and plans for operation. We also had the chance to
review the plans for landscaping the site at 1401 West Mountain
Avenue. We are favorably impressed and feel that the location of
Oakwood School in our neighborhood will be an asset.
