Please address the "height guidelines" with narrative, photos, sketches, etc. to show how the tower will effect views, especially from Buckingham Park. The applicable objectives listed in the "height guidelines" are #1, #2, #3, #5, and #6. The fact that the existing tower is greater than 401, and has been so for many years should certainly be mentioned in your narrative. The three submittal requirements for a height review are 1) a shadow analysis, 2) a visual analysis, and 3) a PUD statement and planning objectives which evaluate the shadow and visual analysis and which specifically address the review criteria listed in the "height guidelines". If you have questions about this, please don't hesitate to give me a call and we can go over the requirements. 9. CONCEPTUAL REVIEW STAFF COMMENTS MEETING DATE: February 1, 1993 ITEM: Addition of storage bins, upgrade 100' tower, and remove old tanks and storage bins from the north (back) side of the Ranchway Feeds building. APPLICANT: Kim Sziden c/o Ranchway Feeds 546.Willow Fort Collins, CO 80524 LAND USE DATA: This is a proposal to remove old storage tanks, bins, pipes and belts; to add upgraded bins; and to remodel and upgrade the existing 100' tower. All of the items are located on the north (back) side of the existing Ranchway Feeds building. The renovation work is being done to modernize and increase the efficiency of operation. The property is zoned IG, General Industrial. X i1YiY}21�i'l 1. The tower exceeds the 40' height limitation in the City of Fort Collins and therefore the existing building is a non- conforming building in the IG, General Industrial, Zoning District (as opposed to a non -conforming use). The Zoning Board of Appeals (ZBA) can not grant a variance to the height requirement and therefore the only way to vary the height requirement is with a Planned Unit Development (PUD) which addresses the objectives listed in the "Special Review of Buildings with Height Over 40 Feet" or "Height Guidelines" (see attached). 2. If you are not increasing your electrical load, Light and Power does not have comments. Electrical power will be placed underground in this area by the City, in late Spring/early Winter. 3. If you are not increasing your water or sewer requirements, Water and Wastewater does not have comments. 4. The property is located in the Old Town drainage basin. Currently, there are no drainage fees for development in this basin. If you are not proposing to increase the amount of impervious area, please document this with a letter directed to the Stormwater Utility and included with your submittal of plans. 5. There are no on -site detention requirements for this property. You can release directly to the Poudre River for Stormwater run-off, as long as water quality issues are addressed.
