HomeMy WebLinkAboutRANCHWAY FEEDS BIN RENOVATION PUD PRELIMINARY AND FINAL - 14 93 - CORRESPONDENCE - STAFF'S PROJECT COMMENTSi Community scale is to encourage concentration of higher intensity uses in activity and employment centers, such as downtown. To address views, you should provide photos or sketches showing what renovation will do to the views (primarily of the mountains) from surrounding properties, especially from Buckingham Park and the residential neighborhood. You may want to compare to the existing situation. Light and Shadow should be addressed by providing a shadow study to show where the shadows of the renovation will cast on December 21st when the sun is at the lowest point (worst case scenario). Again, compare with the existing situation. Privacy is addressed by showing the distance separating residential uses from the renovation. Neighborhood scale relates to how the renovation fits in with the existing site and the immediate surroundings (other taller buildings and structures, existing structures, etc.) 10. Please label the existing land uses on the east side of Lincoln Avenue, north of the Poudre River, and label the area west and south of the renovation location as existing Ranchway Feeds (operation, buildings, site, etc.). Show existing trees and shrubs, both on site and within 150' of the site. This concludes staff comments at this time. In order to stay on schedule for the April 26, 1993 Planning and Zoning Board hearing, please note the following deadlines: Plan revisions are due April 7, 1993 by 12:00 noon. PMT's, colored renderings, and 10 prints are due April 19. Final mylars and other documents are due April 22 by 12:00. Please be aware that if a development agreement and utility plans are required with this project, these documents and plans must be signed prior to the Planning and Zoning Board Hearing. If not, a condition will be placed on the project giving you 60 days to finalize the plans and agreement, after which time, you must submit a request for an extension from the Planning and Zoning Board. The site plan should label setback dimensions from the buildings and structures to the property line. 3. Outline in a darker line, the limits of this PUD. Label the square footage of that area. This area should probably just include the area affected by the renovation. 4. Please provide a letter addressed to Glen Schlueter at the Stormwater Utility, stating that this renovation project is not creating additional impervious surface (hard surface, paving, etc.) on the site and that the drainage patterns will not change due to the project. A note should also be added to the plan addressing these concerns. 5. Include the following note under "zoning" after "This zoning has a 40 foot height restriction, therefore, this project must be reviewed as a Planned Unit Development (PUD) and conduct a height analysis to allow any new structure to exceed 40'". 6. Add "existing" to: The tallest existing structure is 123 feet tall. 7. Also include the following notes under "zoning": The tallest new structure will be feet. The tallest structure at the site, after renovation, will be feet. 8. Label grade level (the ground) on the proposed renovation elevations. What is the width of the renovation shown on the elevations? Please label on the elevations. 9. Please submit a height analysis for the new structures (see attached information). This can be submitted as a separate report, probably will consist of a page or two at the most. The City has established review criteria for building heights in excess of forty feet. The intent is to encourage creativity and diversity of architectural and site design within a context of harmonious neighborhood planning and coherent environmental design.
