22. The project will be reviewed by the absolute and variable criteria of the Land
Development Guidance System. The repair shop falls under the category of an Auto Related
and Roadside Commercial point chart.
The project does not meet the absolute criterion that primary vehicular access be gained from
a street other than South College Avenue. If this project is to be granted approval, then a
variance from this absolute requirement must be obtained from the Planning and Zoning Board.
The project must take the maximum value under variable criterion g, energy conservation, in
order to achieve a score of greater than 50%. In order to earn this maximum value, the project
must demonstrate a high degree of energy conservation as outlined under Method Two of the
Energy Conservation Worksheet. This worksheet is available from the Planning Department.
23. Any P.U.D. for this project must also satisfy the All Development Criteria as found in
the Land Development Guidance System. For this particular site, it would be important to pay
close attention to issues of landscaping, lighting, low profile signage, and buffering along the
east property line.
24. It is suggested that a pre -submittal meeting be scheduled to discuss any issues regarding
developing under the parameters of the Land Development Guidance System.

13. Staff is concerned that Amoco is not aware that the remaining lot with the existing
building at the corner of College and Stuart will not, be allowed its own individual access off
College Avenue. Rather, College Avenue access must come from the subject site via the
proposed internal access easement. Another option would be to develop a shared curb cut placed
on the property line between the two lots. Any joint curb cut would require written permission
and granting of an access easement from Amoco. Please contact the City of Fort Collins
Transportation Director, Rick Ensdorff, 221-6608, for further information regarding this
consolidation of access points off College Avenue.
14. The two parking spaces nearest the proposed curb cut should be deleted so as to minimize
interference with cars turning off College Avenue. This area should be considered for
landscaping.
15. As with the water main in College Avenue, the access point off College Avenue will also
require a permit from the State Department of Highways. The City of Fort Collins Engineering
Department is the review agency for this permit and application is made to the City. For further
information regarding this state highway access permit, please call Kerrie Ashbeck, 221-6750.
16. A traffic impact analysis will be required. The scope of this study could be narrower
than a full scale study. The traffic consultant that is selected to do the study should call the
Transportation Department for the details on the extent of the study. The contact person is Rick
Ensdorff, 221-6608.
17. The developer will be required to dedicate 16 feet of right-of-way from behind the
flowline of College Avenue. This area will include a seven foot wide sidewalk. The developer
is only obligated to pay for four feet of the full seven foot width. The City's Street Oversizing
Fund will reimburse the developer for three feet of the full width.
18. The 16 foot area will also include the landscape strip. Street trees are expected to be
planted in this area. These are usually two inch minimum caliper, deciduous shade trees
selected from a list of preferred species as authorized by the City Forester.
19. In addition to the 16 feet of right-of-way, 15 feet must also be dedicated for utility
easements.
20. As part of a P.U.D. submittal, a Utility Plan will be required. A Development
Agreement between the City and the developer will establish the details of the public
improvements and must be executed prior to the Final Planning and Zoning Board hearing.
21. The project will be assessed a Street Oversizing Fee at the time of building permit
issuance. The fee for a repair shop is $14,005 per acre.

5. The Poudre Fire Authority requires that a questionnaire be completed regarding the
quantities and types of flammable, combustibles, and hazardous materials to be expected on -site.
Please contact Warren Jones, Fire Marshal, 221-6570, regarding the completion of this
worksheet.
6. In terms of meeting the access requirements of the Fire Code, the building does not meet
the 150 feet access requirement for the exterior portions of the building. (College Avenue
cannot be used as a fire access roadway.) One solution would be to provide an automatic fire
extinguishing system. With a fire sprinkler system, the building could be classified as a "repair
shop" and welding would be allowed without any problems.
7. There is an issue with the Fire Code and the U.B.C. regarding placing the building on
the north property line without a setback. It is suggested that a minimum of five foot setback
from the north property line be provided.
8. If a fire sprinkler system is installed, then a separate water tap must be made of the water
main in College Avenue. Such a tap would require a cut in the state highway right-of-way and,
consequently, a permit from the State Department of Highways. Such a permit has been known
to take up to three months. Please be forewarned so that your contractor is not scheduled to do
the work without the necessary permit from the S.D.O.H. If you have any questions about
water and sewer services, or the separate fire sprinkler water main, please contact Mark Taylor,
221-6681.
9. A handicap parking space should be provided near the entry.
10. The site is located in the Spring Creek Drainage Basin. The Stormwater Utility fees in
this basin are $1,691 per acre. As part of the P.U.D. submittal, a Drainage Report, Drainage
and Grading Plan, and Erosion Control Plan must be submitted. Please contact Glen Schlueter,
Stormwater Utility, 221-6589, for details on the submittal requirements.
11. The proposal to detain storm flows and route to the existing outfall in front of the site
is acceptable. If this outfall is not workable, then directing flows to Spring Creek via another
outfall may require off -site easements. Obtaining off -site drainage easements for existing infill
projects in the past has often proven difficult.
12. Please be aware that the Colorado Department of Health has implemented a new permit
process to address water quality and erosion during construction. This new permit process is
referred to as "Storm Water Discharges Associated with Construction Activity". The State
Health Department is located at 4210 East I Ith Avenue, Denver, CO. 80220, (303) 331-4590,
if you have any questions.

MEETING DATE: September 28, 1992
ITEM: Best Western Transmission, 1810 South College Avenue, adjacent to the old Amoco
service station
APPLICANT: Russ Flowers, Best Western Transmission c/o Ray Pigg; Neenan Company,
P.O. Box 2127, Fort Collins, CO. 80522
LAND USE DATA: Request to re -develop the two southerly lots owned by Amoco at the
southeast corner of South College and East Stuart Street. The corner lot with the existing
service station building would remain, and not be a part of this request. Building would be
4,000 square feet with three service bays facing south.
COMMENTS:
1. . Three phase electrical power is available. An easement may need to be provided on the
east side of the lot for underground electrical line. Such an easement should not conflict with
water and sewer easements. A transformer should be located on the site that is accessible from
hard surface from one side for emergency change out. Three sides of the transformer should
be landscaped or enclosed. Normal development charges will apply. For further information
on electrical service, please contact Bruce Vogel, 221-6700.
2. There is an existing water main in College Avenue, and an existing water service to the
site, that may be utilized. If necessary, the existing service must be brought up to current design
standards.
3. There is an existing six inch diameter sewer main and an existing two inch diameter
water main along the east property line. These two mains must be placed in an utility easement,
if not already done so. This utility easement must not be encroached upon by the underground
electrical line required to serve the site. Also, the planting of trees within this easement is also
restricted. Please coordinate with the affected City Departments so the proper easements are
dedicated on the east side of the site.
4. The City Building Inspection Division has adopted the 1988 Uniform Building Code.
The one exception is that Chapter 9 of the 1991 U.B.C. has been adopted and governs the area
of hazardous materials. Please contact Sharon Getz, Plans Examiner, 221-6760, regarding the
details on complying with the regulations pertaining to hazardous material.
