20. Staff is concerned about the screening of mechanical
equipment. Please indicate the location of the H.V.A.C.
equipment -and how it will be screened. Will there be roof -
mounted equipment? If so, measures should be taken to provide
a screen wall of sufficient height and matching material to
screen the view from the public and the residential area to
the east.
21. The architectural elevations should reference that the
remodeled service station is on Lot 1 and is a Preliminary and
not part of the Final P.U.D. on Lot 2.
22. It is unclear from the elevation of the remodeled service
station how the two buildings will relate as part of a unified
development. Is it intended that the existing siding and
brick veneer are to be'painted a color to match Best Western?
If so, please specify. As with Lot 2, the doors of the
remodeled service station should be painted a muted tone to
match Best Western.
23. Has there been any consideration of adding an accent color to
further tie the two buildings? Perhaps a unified entry
treatment to both buildings would contribute to unifying the
site. Such treatment could be a small colored awning over the
door with similar number style (height, color, etc.) for
addressing. Please explore possible methods to tie the
existing building with the proposed Best Western.
This concludes Staff comments at this time. In order to stay on
schedule for the April 26, 1993 Planning and Zoning Board hearing,
please note the following deadlines:
Plan revisions are due April 8, 1993
P.M.T.Is, 10 prints, colored renderings are due April 19, 1993
Final documents (Lot Two) are due April 22, 1993 (includes
Site and Landscape Covenants and Deed of Dedication).
As we discussed, the slight modification to the building's length
can be made a part of the revised plans. Please call to discuss
these comments or to set up a meeting to discuss the issues in
depth.

11. The landscape.plan should reference �-concrete screen wall
on the south property line.
12. Also, the landscape plan should label and describe the turf
areas. Are these areas to be bluegrass sod, or a fescue
blend? Please specify and label the plan accordingly.
13. Staff is concerned about the amount of'landscaped area on the
immediate corner of College and Stuart. It is suggested that
one or two parking spaces be removed and replaced by
additional landscaped area that wraps around the sign to the
�a. Stuart frontage.
14. Please add the following note to the Site Plan:
"All repair, painting and body work activities, including
storage of refuse and vehicular parts shall take place
within enclosed structures."
15. Staff applauds the commitment to sensitive lighting as
described'by Note Number 4. As a further suggestion, Staff
recommends that light fixtures be equipped with High Pressure
Sodium lamps versus Mercury Vapor. The H.P.S. lamps provide
more lumens per watt yet there is less glare and less
potential for offsite light spillage. This will very
important along the easterly property line. (The City of Fort
Collins is converting residential street lights to H.P.S.
because of energy efficiency and less glare.) It would be
helpful to obtain a manufacturer's specification sheet on the
lighting fixtures and lamps.
16. Both the Site Plan and Landscape Plan should indicate a Phase
Line to demarcate Lot One improvements and Lot Two
improvements. This will be particularly necessary for the
zoning inspection for final Certificate of Occupancy. For
example, will all the street trees on College Avenue be
planted with Best Western? This would help establish uniform
maturity.
17. Please add a note to the monument sign detail that the
pedestal will match one of the selected blocks on the
building's exterior.
18. Thank you for providing the slides of the existing store in
Colorado Springs. Although it appears the Fort Collins will
be only one story and not feature the blue band, the store is
potentially attractive and should make a beneficial addition
to College Avenue. Staff suggests, however, that the overhead
doors be painted a muted tone so.as to minimize the potential
for glare from the security lighting. Perhaps a beige or a
soft gray tone would complement and soften the lightness of
the painted block.
19. The architectural elevations should reference the overall
height of both structures.
5. The additional right-of-way dedication shown must be by
separate deed since this parcel is already platted. The deed
needs to be executed before work can begin in the public
right-of-way.
6. The proposed transition of the seven foot detached walk into
the existing attached four foot walk will not work. The City
Engineering Department recommends this transition be
redesigned so that it is safer.
7. The Poudre Fire Authority has provided the following comments:
A. Along the west elevation, adjacent to the 24 drive aisle,
the drive lane must be posted with a "No Parking - Fire
Lane" sign, and the curb must be painted red.
B. What is the status of the underground fuel tanks? If
these tanks will not be used, they must be removed in
accordance with state and local requirements. The Poudre
Fire Authority is the permitting agency on the local
level.
C. If the storage and use of flammable or combustible
liquids or hazardous materials exceed the quantities as
listed in Table one (Short Form HMMP) of the enclosed
Hazardous Material Impact Analysis, then a Hazardous
Material Impact Analysis may be required to be submitted
to the Poudre Fire Authority.
8. Staff is concerned about the lack of landscape materials on
along the south property line. As shown, there is only three
feet between the parking stall and the existing concrete
screen wall. Staff recommends that this area be increased by
borrowing from the 34 feet allotted for the drive aisle.
Perhaps another three feet would allow1more materials to be
planted in this area. Vertical plantings would be visible
from both directions while low lying material would only be
visible from the north. Please give some consideration as to
how this south property line can be treated with more plant
material to help soften the asphalt area and the concrete
screen wall.
9. Staff. recommends that the parking lot island on the north side
of the College Avenue curb cut be treated with shrub materials
designed to cover at maturity.
10. Staff applauds the use of Spring Snow Crab as this species
(and other similar varieties) are planted heavily along
College Avenue, particularly north of Prospect Road. The
effect in the Spring of this concentration is dramatic and the
City Forester receives many favorable phone calls on an annual
basis during the time of full bloom. For this reason, Staff
suggests that additional Spring Snow Crabs be planted along
College Avenue between the Hackberry trees to complement the
overall planting scheme.

Staff has coordinated the interdepartmental review of Best Western
Transmission P.U.D. Preliminary and Final, and offers the following
comments:
1. The Public Service Company is concerned about the unit heaters
not using natural gas. They have submitted the following
statement:
"Since the developer is proposing to use transmission
fluid as a fuel source for unit heaters in the automotive
bays but natural gas for furnace in the office portion of
the same structure, the following requirements will
apply:
A. The source of fuel must be physically separated so that
any individual appliance can receive fuel from only one
source.
B. The customer will be required to sign a Release and
Indemnity Form which will release Public Service Company
from responsibility for any incident arising as a result
of the use of fuel and associated equipment other than
natural gas.
C. Public Service Company will neither service nor inspect
any appliance not physically connected to our source of
natural gas."
2. U.S. West requests that the building owner/developer should
contact Mr. John Hage 90 days before telephone service is
required for conduit recommendation and cable construction.
3. The City of Fort Collins Light and Power Department will
request an eight foot wide utility easement along Stuart
Street.
4. The College Avenue sidewalk, at the corner of Stuart Street,
will need to be constructed with a 30 foot radius and ramp.
