Answer: No, there are not at the present.

29. Question: Where does the water from this site go, to Lake
Sherwood?
Answer: Yes, it does.
30. Comment: There appears to be a concern about the driveway
cut at the northeast corner of this site and its
relationship to the curve on East Drake Road and
the next street to the east.
31. Question: The sanctuary is going to be circular?
Answer: Actually, it will be somewhat semi -circular.
32. Question: This development can go before the Planning
Commission for a number of future reviews?
Answer: Yes, it can go through a Planning and Zoning Board
review for each separate phase.
33. Question: How long for build -out of the current proposed
additions?
Answer: The church has not determined that yet.
34. Question: Can you provide a full-time school without another
City review and approval?
Answer: That determination would have to be made when and
if the church decides to offer a full-time school.
35. Comment: We are talking about numerous, on -going weekly day
and night activities that will create a significant
amount of continuous traffic.
15. Comment: I am still .concerned about the height of the
building elevation from Lemay Avenue.
16. Question: What is up for review now, just the two new
additions? Will the sanctuary require another
review in the future?
Answer: only the two additions are being considered for
review now and the sanctuary phase will require
another review.
17. Comment: The proposed additions will impact the views to the
west, to the mountains. I gave up other amenities
(lake front, open space, etc.) for my views. They
will continue to erode.
18. Comment: The mass of the roof of the sanctuary does decrease
as it approaches the center.
19. Question: What are the plans for the stoplight that will have
to be installed to control the traffic with the
additional traffic numbers?
Answer: There are.no plans for a stoplight associated with
the church site and expansions. This is an
unfounded assumption that the numbers will increase
significantly.
20. Question: With the education addition, will the church want
to compete with the existing schools?
Answer: No, we do not want to compete at the present time.
21. Question: The intensive landscaping planned for the curved
wall of the atrium will have to be eliminated or
relocated in the future?
Answer: Yes, that is correct. The landscaping will have to
be adjusted with the sanctuary addition.
22. Question: Is this land solid or is this site a landfill?
Answer: The land under this site is solid.
23. Comment: I have serious concerns about the amount and speed
of traffic on East Drake Road, primarily.
24. Question: Is the present location of the sanctuary pretty
much determined, is it set in stone? Could it be
moved to the north and west part of the site?
Answer: The sanctuary location is set based on the logical
building addition progression already established.
5. Question: Is -there a building height limitation in the city?
Answer: Yes, there is a 40' height limit unless a variance
is granted.
6. Question: Was the entire site approved in 1979 for all of the
buildings and site improvements?
Answer: The site received overall master plan and
preliminary approval for the entire site and final
approval for Phase I, being 54,000 square feet of
floor area, in 1979.
7. Comment: We have concerns about buying a home without being
aware of future expansion plans for the church.
8. Question: What is your timeline for build -out of the site?
Answer: The church has not yet determined a build -out
schedule.
9. Question: Will the parking configuration change with future
expansion?
Answer: No, it is not intended to change. The parking was 7.1
originally designed for the build -out of the entire
site.
10. Question: How close is the parking to the homes to the east?
I thought the driveway along the east property line
was to be eliminated.
Answer: The existing parking and driveway is approximately
515' from the rear property lines of the homes. A
driveway along the east property line is not part
of the overall site plan for the church.
11. Comment: There was a concern about users other than church
members on the easterly driveway during off -times
for church services.
12: Comment: Would it not make more sense to switch the parking
lot and the open/play field to create more of a
buffer to the homes to the east.
13. Question: Is the height variance study and review part of the
public record?
Answer: Yes, it is.
14. Comment: The first plan had apartments for senior citizens.
When the apartments were eliminated, I thought the
parking and driveway were eliminated.

The First Christian Church is wanting to receive approval for
future expansion of the existing church at South Lemay Avenue and
East Drake Road. The proposal is for an additional 16,000 square
feet of floor space.
The purpose of this meeting was to introduce the applicant, being
representatives of the First Christian Church, to the affected
property owners and other potentially affected interests in
attendance and enable them to ask questions About and express their
concerns or support for the proposed church expansion. The
following questions, concerns, and responses were expressed at the
meeting:
1. Question: Will the additions to the church increase the tax
base for this site and the adjacent areas, such as
the neighborhoods?
2. Question: Is the church tax exempt?
Answer: Yes, it is.
3. Question: What is the diameter of the sanctuary and how will
it relate to Lemay Avenue? How far will it be from
the street?
Answer: I do not know the answer to the first part of the
question but with these additions the church will
be approximately 380' from Lemay Avenue. With the
complete build -out of future phases the church
would be approximately 235' from Lemay Avenue.
4. Question: What will the height of the sanctuary be?
Answer: It is proposed to be 62' to the top of the
sanctuary and 105' to the top of the tower.

PHASE TWO
Constructed in 1986, this 12,768 sq. ft. wing is located on the east side of phase
one as the "Outreach Center". Its function includes recycling of clothing and
distribution of food to the needy.
PHASE THREE
Completed in September, 1993, phase three essentially completes what was
originally planned for phase one. This addition of 24,746 sq. ft. is classroom and
library space over three levels.
PHASE FOUR
There is no date set at this time for the construction of phase four. Phase four is
essentially two parts that are joined at one corner. Part one is a two story 9,865
sq. ft. addition of administration space and classrooms. Part two is a single level
6,335 sq. ft. extension of the existing "gallery" space and serves as circulation and
entry area. It will also have a baptismal font for baptism services. Total area for
phase four is 16,200 sq. ft.
FUTURE PHASES
As per the master plan shows, future phases beyond phase four shall include a
sanctuary, additional classrooms, and possibly and addition to the administration
wing.

The intent of this document is to up -date and supplement the October 15, 1979
"Statement of Planning Objectives" which was submitted with the master plan and
revised on August 14, 1980 with a re -submittal of phase one.
The Owner/Developer remains the same. The activities previously described
remain the same - except with an increase in their ministries due, in part, to the
expanded facilities. The design concept also remains the same from the initial
design.
Phasing of the project has changed as described below:
PHASE ONE
Phase one was described as 54,000 sq. ft. in the 8/14/93 revision of the
Statement of Planning Objectives. Only 28,754 sq. ft. was constructed in 1981 for
budgetary reasons. Included in phase one was a multi -purpose area which is used
for both worship and recreation, a partial education wing which included toddler
and nursery classrooms, a kitchen, a choir practice room, and various ancillary
spaces. The property was landscaped with irrigation coming from Parkwood Lake.
Included in the landscaping is a soccer/softball field which has been a resource for
the community. Parking for 316 regular parking spaces plus 24 handicapped
parking spaces and 10 bus parking spaces with landscaping islands was installed
with entrances from Drake and from LeMay. This too has been a community
resource as a car-pool parking lot.

eastern portion of the site, adjacent to the existing single family
residential neighborhood, is of concern to the neighbors. A copy of
the minutes of this meeting is attached.
5. Storm Drainage:
An amended drainage report, relating back to the original overall
drainage report for the site, was evaluated with this request. The
site drainage conditions are sufficient to support the building
additions.
RECOMMENDATION:
This request is in substantial conformance with the approved First
Christian Church Preliminary P.U.D. Plan and meets the applicable
All Development Criteria of the Land Development Guidance System.
Therefore, staff is recommending approval of the First Christian
Church P.U.D. Phase IV, Preliminary & Final - #51-93.

2. Land Use•
This is a request for final approval for 16,200 square feet of
additions to the existing First Christian Church located at the
southeast corner of South Lemay Avenue and East Drake Road. The
additions (11,370 square feet to the main floor and 4,830 square
feet to the upper level) will bring the total square footage of the
building to 82,468. The request is in substantial conformance with
the approved First Christian Church Preliminary P.U.D. Plan and has
been evaluated against the applicable All Development Criteria of
the Land Development Guidance System. The church does not have a
date set at this time for the construction of Phase IV.
3. Design:
Architecture:
Phase IV is in two parts to be attached to the west side of the
existing building. Part one is a two-story 9,865 square foot
addition for administration and classrooms. Part two is a single
"level" 6,335 square foot extension of the existing gallery space
and serves as a circulation and entry area. The total floor area
for Phase IV is 16,200 square feet. The bulk of the two additions
will be 26'-6" high. One wall on the extreme westerly portion of
the gallery addition will be 32'-6" high. The materials and colors
on the exterior of the additions will match the existing building,
being off-white synthetic stucco with two horizontal red stripes.
There is also copper clad standing seam metal roofing as facia
material.
Landscaping:
Planting beds containing evergreen trees, ornamental trees,
deciduous and evergreen shrubs, and a variety of flowers will be
provided along the foundations of the two additions.
4. Neighborhood Compatibility:
A neighborhood information meeting was held at the First Christian
Church on July 7, 1993, with 16 affected property owners and
potentially affected interests in attendance. An extensive
notification mailing of more than 150 letters was sent out for this
meeting. The primary concerns expressed were about the height of
the tower with the future sanctuary phase (proposed to be
approximately 105' high), the overall height and mass of the
building and its impacts on the westerly views when the building is
finally completed, the on -site storm drainage and potential impacts
to the surrounding neighborhoods, and the impacts of additional
traffic on and around this site. A future driveway along the

COMMENTS:
1. Background,•
The surrounding zoning and land uses are as follows:
N: RL; existing single family residential and lake (Parkwood)
S: RP, RLP; existing single family residential (Eastborough)
E: RL; existing single family residential (Silverwood Village,
Eldorado Springs)
W: BP; existing neighborhood shopping center (Scotch Pines)
The property was annexed into the City with the Vance First
Annexation in November, 1976.
First Christian Church was granted preliminary approval by City
Council on December 4, 1979 for a 136,000 square foot church
facility on 25 acres located at the southeast corner of South Lemay
Avenue and East Drake Road. The preliminary request included two
phases:
* Phase I - 50,000 square foot building for a multi -purpose
area: Worship area to seat 1,200, recreation and
kitchen, education area to seat 700, and gallery for
meetings, exhibits, etc. Also, parking, volleyball, and
playing field.
* Phase II - 85,000 square foot building for
administrative/library, education, sanctuary to seat
3,000, community/youth center.
The property was subdivided with City Council approval of the First
Christian Church P.U.D. on October 21, 1980.
First Christian Church, Phase I was granted final approval by City
Council on October 21, 1980 for 54,000 square feet of floor space,
with the proposed uses being a multi -purpose area, an education
area, a gallery area, outdoor recreation facilities, parking, and
landscaping.
First Christian Church, Amended P.U.D. was granted final approval
by the Planning and Zoning Board on November 21, 1983. The purpose
of the amendment was to delete 3 parking lot islands at the
southwest corner of the site.
First Christian Church, Phase II was granted final approval by the
Planning and Zoning Board on June 25, 1984 for a 12,768 square foot
addition to the exiting building to be used as an outreach
facility.
