As we discussed, there were no meeting minutes with the Planning Staff files for the City Councils decision on 4 December, 1979; you were going to find those missing minutes. We agreed that the staff recommendation had no concerns with the height of the future 'phase two solar tower' of 105 feet. The staff gave the Planning and Zoning Board a relative score for the 105' tower an "A" for View Impact, Light and Shadow Impact, and Privacy. They gave a relative score for Scale an "A+." The intention of the drawings was to establish acceptance of the design for the long term. The height restriction documents were for the entire build -out. A letter was written by First Christian Church dated November 19, 1979 four days after the Planning and Zoning Board approval of the Master Plan to confirm the board approved the 20 year building program including exceeding the forty foot height restriction for the future sanctuary. It appears that waving the height restriction for the entire project was on the consent agenda. There was no letter from the staff to refute the confirmation. The concern of the 20 year building program was probably discussed at the City Council meeting because it was included in the Recommendation section from the Planning and Zoning Board.
