Staff suggests that you reduce the size of some of the buildings, provide larger setbacks, and provide additional buffering and screening materials along the perimeter. 30. What is the total number of dwelling units proposed? Parkland fees will apply to all dwelling units. 31. A development agreement will be required for this project. Please fill out the attached form and return it to the Planning Department in care of Kerrie Ashbeck. This concludes staff comments at this time. In order to stay on schedule for the June 28, 1993 Planning and Zoning Board hearing, please note the following. deadlines: Plan revisions are due June 9, 1993 by 12:00 noon. PMT18, colored renderings, and 10 prints are due June 21st. Final mylars and other documents are due June 24th by 12:00. Please be aware that if a development agreement and utility plans are required with this project, these documents and plans must be signed prior to the Planning and Zoning Board Hearing. If not, a condition will be placed on the project giving you 60 days to finalise the plans and agreement, after which time, you must submit a request for an extension from the Planning and Zoning Board. If the owners of this property would prefer to dedicate the buffer zone to the City as part of the Gustav Swanson Nature Area, the City would be willing to discuss the benefits of this option, such as tax 'savings and a long term maintenance agreement. The owners of the Linden Tech Center storage made a similar dedication to the City in 1988. 18. The proposed vinyl clad fencing should be a dark color, such as black, dark green, or brown. 19. Please label land uses to the west, northwest, and southeast of the site. Existing vegetation, within 150' to the north and west, should be shown. 20. The site plan should note the proposed building height. 21. A note should be added to the site plan prohibiting use of the storage units for purposes other than storage, ie rock band practice, living quarters, retail sales, etc.... 22. Add a note prohibiting the storage of hazardous waste or materials. 23. The City Forester should walk the site to determine the condition of existing vegetation 24. What color will the garage doors be? 25. Security lighting should be shielded from adjacent residential uses. 26. Additional setback and landscaped areas should be provided along the Linden Street frontage. This is an "entry way" to downtown and the appearance of this area is important to the community. A formal row of street trees is recommended. In general, the landscape plan is rather skimpy on trees (only 7 trees for a site this large, is minimal, when we have 1 acre fast food restaurants providing over 20 trees on a small site). The "use -by -right" would require 6% of the interior in landscaping. The PUD allows some flexibility, but a similar amount of landscaping should be shown. 27. No sidewalks are shown on the site plan. 28. No provisions for buffering the Catholic Community Services building or the "undeveloped" lot have been made. Staff highly recommends landscaping along these property lines. You may want to negotiate with adjacent property owners to provide plantings on their property, outside of the fence, if there is not room enough on your property. this true? Where will it be relocated to, and should this be shown on the site plan? Also, a drain pipe under the path is shown but it does not show on the plans where,the water goes. An off -site easement may be needed. 12. Other information and details needed on the utility plans have been redlined and sent to the engineer. 13. Label the trail as the "Gustav Swanson Nature Area Trail". Per the City's requirements for buffering of parking lots, the landscaping should provide adequate opacity and buffering of the parking and drive aisles from the Nature Area. 14. Include a note on the landscape plan stating that all landscaping, including that in the public right-of-way, will be maintained by the property owners, unless an agreement is reached between the property owners and the City to maintain the area adjacent to the Nature Area. 15. Rocky Mountain junipers and fernbush along the Nature Area are not recommended vegetation for. the River corridor. Contact Parks and Recreation and Natural Resources for guidance in this area. 16. Would you consider dedicating the area outside of the fence, along the west property line, to the City? The City would maintain all landscaping and property owners would not be responsible for taxes. The storage unit development to the south dedicated 20' to the City. It would be nice to see the same dedication with this project. 17. The west property line is adjacent to the Swanson Nature Area, which is an it acre site along the Poudre River, west of Linden Street, where native vegetation is cultivated in a semi -wild condition for wildlife habitat and passive public use. There is special emphasis on access for disabled persons, and a paved path loops through the river bottom forest. The site is maintained by Parks and Recreation in cooperation with the Natural Resources Division. Over 2,500 hours of volunteer work have been logged since inception of the project. Members from the Poudre River Trust, the Colorado Native Plant Society, and the Audubon Society meet regularly on a steering committee to help guide management and development of the site. Additional buffering is needed between the edge of the. developed portion of the site and the nature area, both with regards to space and landscape screening. Staff recommends that the rear (west) property line fence be aligned with the fence of the storage unit development directly south. Mountain Ave., Fort Collins, CO 80524 Dear Mr. Sell, City Staff has reviewed your submittal for Save*Mor Self Storage Units PUD, Preliminary and Final, and offers the following written comments: 1. You should coordinate electric needs with Light and Power. It appears that it will be difficult to find a location for electric transformer(s) to serve this development. 2. Please contact Public Service Company to make sure that the fence outside the easement is acceptable to them. 3. Keep in mind grading .and access into each unit from a handicapped/disabled person's perspective. 4. Label the lot number and square footage of the lot, on the plat. Label the 40' easement as to the proposed use, ie access, utility, etc. 6. or 7. L` 5 u4 8. Control monuments need to be described on the plat. Buildings C and N must be a minimum of 5' from property lines to allow adequate fire access. Fire hydrants should not be located in the paved driveway. "Kno* Boxes" for Poudre Fire Authority must be provided at both main entrances. 9. The Coy Ditch will need to sign off. on the utility plans. More information needs to be provided concerning drainage into Coy Ditch. Have they agreed to this? Additional Drainage comments will be forwarded to the engineers. 00.Buildings should be set back from entrance gates far enough to allow a vehicle, including a moving van of 35' or 401, to pull in and still be able to close the gate behind it. 11. A note on the utility plans states that the City Parks and Recreation Department is going to relocate the bike path, is 281 North College Avenue • P.O.
