It is not required to include the secondary feed from the transformer to the meter within this easement, but is recommended to protect the service from future improvements. Comment Number: 4 07/30/2019: INFORMATION ONLY: If a separate service is required prior to construction, please show the proposed service on the Utility Plan to ensure 3 feet of separation between the electric service and all other utility services. Please coordinate with all other utility providers for minimum separations, as their requirements may supersede Light and Power's requirements. Comment Number: 5 07/30/2019: INFORMATION ONLY: If a separate service is required prior to construction, electric capacity fees, development fees, building site charges and any system modification charges necessary to feed the site will apply to the development. Please contact PFA at 970-416-2891 with any fire suppression or alarm related questions Comment Number: 2 07/23/2019: FOR HEARING: HYDRANT - A hydrant producing 1500gpm at 20psi residual pressure is required within 300ft of any commercial building. The hydrant at the southwest of the building is appropriately located for this project but it is the applicant's responsibility to verify output. Please contact Fort Collins Utilities for assistance Please see attached hydrant flow documents: Comment Number: 3 07/23/2019: INFORMATION ONLY: The project team has confirmed that battery information will be provided at time of building plan review which may trigger further requirements. starting at Remington St. and a new fiber hand hold in close proximity to a parkway tree. Any excavation near/under the dripline of a tree can potentially damage tree roots, and ultimately, tree health. Please contact Forestry to schedule a site visit to obtain inventory and mitigation information as well as to discuss best methods of installing equipment near trees. This meeting should occur prior to the next round of review. The inventory information should be included in a table format on the site plans. Comment Number: 2 7/22/2019: FOR HEARING: Please include City of Fort Collins Tree Protection Notes and General Landscape Notes, if applicable, to the landscape plans. These notes are available from the city planner or Nils Saha (nsaha@fcqov.com). AT&T walked the site with Nils Saha and the report is included as separate documents in addition please see page 1-1.0 and L2.0 of the zoning drawings. Please see Nils Saha separate Tree Inventory and Mitigation documents: Please see page A1.0: Comment Number: 3 07/22/2019: FOR HEARING: Please show water and sewer lines. Comment Number: 4 07/22/2019: FOR HEARING: Please refer to previous comment below. Whether additional landscaping is required will be determined at site visit. 5/1/2019: FIRST ROUND PDP Are there plans to incorporate additional landscaping on these sites? If so, please follow Land Use Code (LUC) 3.2.1. requirements. Department: Light And Power Contact: Cody Snowdon, 970-416-2306, csnowdon@fcgov.com Topic: General Comment Number: 1 07/30/2019: INFORMATION ONLY: From the response to comments, it is understood that the proposed facilities will be powered through a submeter behind 15the City owned meter for the existing building. At this time, submetering is allowed within our code, but we are currently in the process of amending this section of code to exclude the use of submetering. Please consider a backup plan for installing a separate private service and City of Fort Collins owned meter if these changes take place prior to your project reaching the construction phase. Comment Number: 2 07/30/2019: INFORMATION ONLY: If a separate service and individual meter is required prior to construction, the meter location will need to be coordinated with Light and Power. Please refer to Section 8 of the Electric Service Standards for addition requirements for metering. I realize that on sheet A1.0 it is identified as new SW AT&T Utility Easement. I'd prefer right after this indication adding something like "(dedicated by the property owner to AT&T)". Just looking to confirm the status and avoid any confusion of others thinking this utility easement is conveyed to the City for utility use. Please see revised zoning drawings page A1.0: Department: Water -Wastewater Engineering Contact: Dan Mogen, 970-305-5989, dmogen@fcgov.com Topic: General Comment Number: 1 07/29/2019: FOR HEARING: Please show existing water and sewer mains in/along Remington as well as the existing water (2) and sanitary sewer services to the building. Identify any conflicts and call out how they will be addressed. Please see screenshot of mapping system emailed on 7/30/2019 for items that should be included on the drawings - note: the sanitary service is not depicted here but likely runs across the parking lot into the north manhole; please verify and show location in plans. Please see the revised zoning drawings pages A1.0 showing the revised survey and the lines that where established with locates: Department: Stormwater Engineering Contact: Dan Mogen, 970-305-5989, dmogen@fcqov.com Topic: General Comment Number: 1 07/29/2019: INFORMATION ONLY: The proposed site changes shown in this submittal are not substantial enough to trigger Stormwater requirements; therefore, no requirements apply at this time. If future submittals include site or grading changes that are not shown on these plans, please contact Dan Mogen at (970)305-5989 or dmogen@fcgov.com to coordinate and determine what requirements, if any, will apply. Comment Number: 2 07/29/2019: DEVELOPMENT AGREEMENT: Development agreement language is not anticipated to be needed for this project. Department: Forestry Contact: Nils Saha, nsaha@fcgov.com Topic: Landscape Plans Comment Number: 7/22/2019: FOR HEARING: Even though it is a rooftop site, the plans are showing a 5' utility easement 3 08/02/2019: INFORMATION ONLY: When you are ready to re -submit, please send me your updated materials and I will route for review. Department: Planning Services Contact: Kai Kleer, 970416-4284, kkleer@fcqov.com Topic: General Comment Number: 1 07/29/2019 FOR HEARING: The massing and scale of the proposed equipment enclosure is not consistent with the architecture of the building. During conceptual review this was discussed in detail and there was also conversation of moving antennas to the center of the roof; thank you for providing sufficient evidence of the limitations created by shadowing. There are three concepts that staff would like the applicant to consider, they are: Concept 1: Move the antennas to be mounted to the exterior wall so that they do not project over the parapet wall. The antennas and associated equipment would be painted and textured to match the existing brick and electrical would penetrate through the existing parapet wall. Concept 2: Use a louvered mechanical screen design that has a 1:3 height to width ratio to achieve proportionality to the installation. The preferred design option provide a screen wall around the entire perimeter of the roof. Concept 3: Move the antennas closer to the edge of the building so that the height and massing can be reduced. Incorporate elements mentioned in concept two for screening. It would be staff's preference to see the aforementioned concepts in a photo -simulation before the next round of review. Planner Kai Kleer worked closely with Scott Knoll at Charles Steckly A&E on the three items listed above. Please see the revised zoning drawings for review: Comment Number: 2 07/29/2019 FOR HEARING: Please provide specification/detail sheet for the proposed 42" EME guard rail. Comment Number: 3 07/29/2019 FOR HEARING: Will fiber be the only utility running from the street to the roof of the building? How is this (or any other utilities) proposed to reach the rooftop equipment? The primary concern is aesthetics of any wall mounted wiring. Where will the at -grade generator plug be located? Please provide a details of wall penetration location, etc... Comment Number: 4 07/29/2019 FOR HEARING: Please insert landscape photos and associated notes onto sheet L1.0 of plan set.
