HomeMy WebLinkAbout405 SCOTT AVENUE CARRIAGE HOUSE PDP AND FDP - FDP190019 - SUBMITTAL DOCUMENTS - ROUND 1 - VARIANCE REQUESThttps://eisweb.fcgov.com/HTM L5Viewer/Index.htmI?viewer=FCMaps&lavertheme=Sidewalk%20Prioritization&extent=3 107725,1450400,3125905,1458000, 2231 Given the information listed below, I would like to request a variance and that the work to widen the sidewalk not be required to be performed at 405 Scott Avenue: * The distance from the actual construction site on private property of 165 feet. * The burdensome cost of removing and replacing the sprinkler lines and heads along the existing sidewalk. * The necessity to remove a boulder that is situated in the corner of the property where our sidewalk runs into the neighbor's (sidewalk width of 24"). * The lack of clarity in the actual width requirement. between ADA, PROWAG, City and County guidelines. * The City of Fort Collins did construction work on this section of sidewalk in 2012 without doing any upgrades that may have been required in the 2011 Pedestrian Facilities Design and Technical Criteria. * The designation of all of Scott Avenue on the Low to Medium priority list for upgrades in the "Sidewalk Prioritization Model" where it is also stated that "The final sidewalk width shall be determined through additional study of higher pedestrian traffic areas." * Scott Avenue has very low pedestrian traffic. * Scott Avenue is a small residential street of only 4.5 blocks that does not lead to any services or schools. * There are no other residences with a sidewalk any larger than 30" on the entire street. Please let me know if this makes sense to you and if you could consider a variance based on what is fair and practical . We are planning to build a carriage house at 405 Scott Avenue in Old Town Fort Collins. In the comments addressing the Conceptual Review, the engineering comments from Katie Andrews suggested that even though the building site is 165' from Scott Avenue, that we would be required to upgrade the sidewalk in front of the main house to ADA standards. In the City of Fort Collins Sidewalk Prioritization Model it is noted that "Pedestrian facilities are addressed by the ADA Accessibility Guidelines (ADAAG), and include design standards for handicap curb ramps and sidewalks that were developed primarily for buildings and on -site facilities and are not easily applicable to sidewalks, street crossings, and pedestrian facilities in the public right-of-way. Original ADA standards adopted in 1991 specify the minimum width for an accessible route, or sidewalk, as 36 inches." I am guessing that what the City is actually requiring is compliance with Public Right -Of -Way Accessibility Guidelines (PRWAG) that advise 48" width. Providing further confusion are the Larimer County guidelines detailed in Chapter 16 of the Pedestrian Facilities Design and Technical Criteria that Fort Collins requires a 4.5 foot width for the sidewalk. Also, In the City of Fort Collins "Sidewalk Prioritization Model" Scott Avenue is listed on the following map as being on their "Lower" to "Medium" priority for upgrades.
