Stormwater development fees in this basin are $1,804 per acre,
subject to the amount of impervious area and the runoff
coefficient.
8. It will be up to the Pleasant Valley and Lake Canal Company to
decide whether to accept stormwater runoff into the ditch.
This method is usually controversial and decided on a case by
case basis. You must begin discussions with the ditch company
if the ditch is to be the outfall of the drainage.
9. A standard Drainage Report, Drainage and Grading Plan, and
Erosion Control Plan will be required to submitted according
to the submittal requirements.
10. A Traffic Report will be required. This study should address
the trip generation based on the number of lots, and the trip
assignment on the public street system. The traffic
consultant should check with the City's Transportation
Department prior to the analysis to determine the scope of the
study.
11. The curving of Birmingham should meet the standard 240
centerline radius for a local street. If this standard is
unworkable, then a variance must be applied for by a
registered professional engineer.
12. A Utility Plan will be required for review of the design for
public improvements. A Development Agreement between the City
and the developer will outline the rights and obligations of
the parties.
13. The Street Oversizing Fee is $584 per dwelling unit payable at
the time of building permit issuance.
14. The Parkland Development Fee is $625 per dwelling unit.
15. A bike path will be placed on the east side of the Pleasant
Valley and Lake Canal.
16. The project is subject to the requirements of the Solar
Orientation Ordinance.
17. One 2 inch caliper, deciduous shade tree should be planted per
lot, per street frontage.
CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: January 25, 1993
ITEM: Extension of Birmingham Drive - Single Family Homes
APPLICANT: Mark Linder and Brett Larimer c/o Mark Linder Real
Estate, 3500 J.F.K. Parkway, #221, Fort Collins,
CO. 80525.
LAND USE DATA: Request to subdivide approximately 4 acres into 16 -
17 single family lots. The site is located north of Horsetooth
Stables, east of Rossborough Subdivision, and west of the Pleasant
Valley and Lake Canal.
COMMENTS:
1. The Light and Power Department has existing electrical system
stubbed to the end of Birmingham Drive. This system can be
logically extended to serve the proposed subdivision.
Standard easements are needed for front lot service. Normal
development charges will apply. Please contact Doug Martine,
221-6700, for further details.
2. An existing water main in.Birmingham can be extended to serve
the site without any anticipated problems. Please contact
Mark Taylor, 221-6681, for further information about the water
line extension.
3. Providing sewer service to this site may be a problem. The
sewer main will have to either go south to tap into an 8 inch
diameter main being constructed to serve Kingston Woods. Or,
the sewer main will have to go back to the northwest to tie
into an existing 18 inch diameter main. For further
information of these options, please contact Mark Taylor, 221-
6681.
4. The zoning is R-L-P, Low Density Planned Residential. This
zoning allows single family homes as a "use by right" as long
as minimum lot area (6,000 square feet) and minimum lot width
(60 feet as measured from the front building line) are met.
If these minimum design criteria are not met, then an option
would be to submit the project as a Planned Unit Development,
reviewed by the criteria of the Land Development Guidance
System.
5. The Poudre Fire Authority will require standard spacing for
fire hydrants and minimum flow Yates on the water lines.
6. The temporary cul-de-sac will be allowed as long as there is
an escrow account to pay for the reconstruction when the
street is extended to the south.
