Please include a note on the site and landscape plans indicating the planting restrictions in detention ponds. 18. If the solar variance is granted at the preliminary, please make note of this on the final plat. 19. Please indicate what Tract A will be used for. It should be clear that it is for the canal and a future pedestrian/bike path. 20. Please label the Horsetooth Stables on the plat and landscape plan. This concludes staff comments at this time. In order to stay on schedule for the July 26, 1993 Planning and Zoning Board hearing, please note the following deadlines: Plan revisions are due July 7, 1993 by 12:00 noon. PMT's, colored renderings, and 10 prints are due July 19th. Final mylars and other documents are due July 22nd by 12:00. Please be aware that if a development agreement and utility plans are required with this project, these documents and plans must be signed prior to the Planning and Zoning Board Hearing. If not, a condition will be placed on the project giving you 60 days to finalize the plans and agreement, after which time, you must submit a request for an extension from the Planning and Zoning Board. The quality of minor storm runoff entering the PV&L canal could be improved by providing a subdrain in lieu of a concrete pan through the detention ponds. As flows percolate into the subdrain pipe, contaminants are filtered out. Please consider this option. 7. Please refer to the attached Stormwater Comment sheet and plan set and report for additional comments. 8. Zoning has the same concerns as at preliminary. They have measured the lot widths and find that limited building placement will occur on 1, 21 31 51 61 8, 9, and 12. See attached redlined plat. 9. The developer is responsible for provision of all trench, street crossings, and ditch crossings for telephone facilities within the project, and the developer pays up front construction costs for facilities within the development. Any relocation of existing telephone facilities required by these plans will be paid for by the developer. 10. US West will provide telephone service in accordance with the rates and tariffs on file with the Colorado Public Utilities Commission. 11. The plat and site plan must clearly show that Birmingham Drive is planned to continue to the south to connect to Horsetooth Road in the future, when and if the property to the south redevelops. 12. Please check with the Mapping Division regarding the ditch description for PV&L Canal to put on the plat. For Cottonwood Park, Parks and Recreation was required to survey the centerline of the ditch and show this on the plat. 13. Parks Planning has requested dedication of the ditch easement for trail purposes. Please indicate dedication on the plat. Lots should be platted up to the ditch bank. We do not want any property on the south side of the ditch, behind the houses. 14. Parkland fees are currently $625.00 per unit and are collected at the time of building permit issuance. 15. Please make landscape changes as discussed with Tim Buchanan. Narrowleaf Cottonwoods are not good for yard areas due to the surface root systems. Other good choices would be hackberry, burr oak, ash, honey locust, or littleleaf linden. 16. Please include notes regarding maintenance and planting of trees along the south property line. It should be clear who is responsible for fencing repairs. Commi y Planning and Environmental rvicesTlx Planning Department City of Fort Collins June 24, 1993 Mark Linder Brett Larimer 4355 West CR 50E Fort Collins, CO 80521 Dear Mark and Brett, City Staff has reviewed your submittal for Lindimer Subdivision - Final for 15 single family lots and offers the following written comments (please excuse any duplicate comments, or comments which have already been addressed via your preliminary plans, as the overlap between preliminary and final sometimes causes minor confusion): 1. Mark Taylor's comment of 6/21 indicates that the owners of the horse stable, south of the site, are willing to discuss/negotiate a location for an off -site sewer main easement. This would be preferable to the proposed dual sewer mains shown on the Utility Plan. 2. Please refer to redlined Utility Plans for additional comments. 3. Regarding the placement of detention ponds on private property, some of the same concerns mentioned at Preliminary submittal still remain to be addressed. It should be made very clear what the responsibility to the .lot owner is if detention is provided on individual lots. In addition, the report indicates that property owners "will be allowed to fence the front and rear of the detention pond with a 4.0 foot high open -type fence." We had previously understood that only the rear of the ponds (adjacent to the Pleasant Valley and Lake Canal) would be fenced. Please clarify this and make note of it on the plans. 4. In the drainage report, please include the statement that all design complies with the City of Fort Collins Storm Drainage Design Criteria. 5. Please calculate the velocity of flows entering the PV&L Canal from the detention pond outlets and estimate the maximum velocity of flows in the canal to determine what kind of erosion control is necessary to protect the ditch embankment at the discharge points.
