I appreciate these effc-rts', but I do not feel that this will adequately prepare the prospective homeowner who Egrec•s to purchase the lot on a bree_y and green spring day, and one year later wakes up on a rainy morning, 10• from where manure• was just spread. The fact that Birmingham Str.rc•t ice• proposed to dead-end at our property line, also pre£ent.c a strong statement; that we will someday hie gone, and a buyer may pi-rchace based .on that assumption. As recognized by zoning regulation already codified by t.hE• City of Fort Collins, the best way to maintain compatibility for these uses is with a buffer =one. We originally asked for a 150' setback and I still think that is the best planning, but at tl:i£ Point, I would ask that you specify, at minimum, a 100' Sethicc.k. We have prepared exhibits (slide£) that indicate t.hc_ impact of this an the project, and in fact, it may provide ever, a better alternative for, storm drainage and utility design. It also replaces the dead-end street with a cul-de-sac, which reinforces our position and permanence in the neighborhood. We are asking your help in providing adequate community planning;. planning that will allow our business and livelihood to continue as a successful element in our neighborhood. Horsetooth Stables has existed ac a commercial boarding facility since the early 1960's. I purchased the- property 7 years ago and have worked hard at improving the facilitiec and building a successful business. This business; is my tole livelihood. I' have also worked hard at being a good neighbor to the surrounding residential area. Rossborough Subdivision was in place when I purchased the business, and from the beginning of my ownership, I have modified come phases of the operation to take into account the proximity of these homes: arr-na lights: are not to be left on past 10 pm, manure storage areas are not located on this property line (although manure spreading, incteod of chemical fertilization, in done on the adjacent posture periodically), and I have permanently fenced off a 10-20' buffer - along the property line of the closest home. I am not in the land development bucineoc, I am in the horse boarding business. My location and presence within the.; City of Fort Collins provides many family's in the surrounding area a form of recreation. My business has grown along with the• surrounding area, telling me that this is an excellent locr,t.1on, and a desired service. Horce stables are a uniquely urban and surburban feature, allowing people who can't afford a large horse property the ability to enjoy thier choice of recreation. Collins recognizes in it's Zoning Ordinances that livestock case and residential use need a "buffer" zone to coexist (Sec. 29-11E. Cluster Development Plan). Thin buffer ie nececca;y to eliminate the impacts of noise and odor, as well as visual impac:to. The proposed Lindimer Subdivision would put cix homes within 350' of our property line, one of them potentially only 5' (hy current A de -yard requirements) from the property line.
