An opaque fence starting at the northeast corner of the building along the northern edge of the "truck parking/loading" area is needed to screen the truck parking/loading area. A fence is also needed starting at the southeast corner of the building along the southern edge of the "truck parking/loading area. This completes the review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. Once plan revisions addressing these comments are submitted by the applicant and reviewed by staff, an I-L Site Plan administrative hearing will be scheduled with the Director of Planning. The Current Planning Department offers the following comments: Please remove the architectural elevations from the site plan and provide a separate elevation sheet (Sheet 3 of 3). The elevation sheet should show the proposed building elevations to scale, type of building materials, and colors of building materials. Please label the Site Plan as Sheet 1 of 3 and provide the site plan at a 1 "=50' scale. Please label the Landscape Plan as Sheet 2 of 3. The Land -use Breakdown, Owner's Certification, Planning Certification, Legal Description, and Vicinity Map should be removed from the Landscape Plan. This information is only needed on the Site Plan. The Utility Plan approval block should be removed from the Landscape Plan that is submitted to the Planning Department. e. Please delete references to improvements "by others" along Buckingham Street. The new 6" vertical cur ay be designated as "future", however, all other improvements idewal water service, fire service, and driveway approac s constr now. The City's street standards require* street trees in the parkway strip between the back of the curb and the 4.5 foot. wide sidewalk. Since no curb or street improvements are to be constructed at this time, the applicant will be required to include street trees and the cost of their installation in an escrow account. Please discuss tree species, location and spacing with the City Forester. Please add a note to the Landscape Plan which states: "The developer shall ensure that the landscape plan is coordinated with the plans done by other consultants so that the proposed grading, storm drainage, or other construction does not conflict nor preclude installation and maintenance of landscape elements on this plan." Ip/ Based upon the species and quantities shown, approximately 95 feet out of the total 200 feet on the west side of the building is proposed to be landscaped. The landscaping on the west side of the building must be % doubled at a minimum. U! A continuous row of shrubs is needed along the western edge of the parking lot on the west side of the building. j� Additional shrubs are needed along the foundation on the north side of the building. 5. Public Service Company stated that the proposed gas main will be installed in an 8' utility easement adjoining the south line of Buckingham Street. No trees may be planted closer than 4' to this gas main. 6. The Transportation Department offers the following comments: a. Please submit a traffic study for the proposed use. / The sidewalk along Buckingham must be a minimum of 4.5' wide. d A sidewalk connection is needed from the public sidewalk along Buckingham Street to the entrance of the building. 7. The Light and Power Utility stated that development charges will apply to Lots 1, 2, and 3. 8. The Water and Wastewater Utility offers the following comments: Va/ Please add the following sentence to the end of the third General Note on V the Landscape Plan: "Irrigation Plan to be approved by the City prior, to the issuance of Building Permit." Please add the following General Note to the Landscape Plan: "All trees are to be separated by a distance of ten feet from any water and sewer mains and services. All shrubs are to be separated by a distance of four feet from any water and sewer mains and services." C. Please provide a thrust block detail. d. Please core drill service into existing manhole. e. The curb stop must be within 2 feet of the meter pit. f. Please provide a 30 foot easement for the existing 24" sanitary sewer main. g. Please .;refer to the attached "redlined" Landscape plan for additional comments. Please return the "redlines" with plan revisions. 9. Comments from the Engineering Department are attached. 10. Comments from the Stormwater Utility are attached. Appendix Section 3107. Parking and access aisles shall comply with ANSI A117.1-1992 with slopes no greater than 1:50 in any direction. b. Storage or use of hazardous materials must be in compliance with the Fire Code and Chapter 9 of the Uniform Building Code as adopted by the City of Fort Collins. A list of such materials with quantities and classifications should be submitted for review at the time of building permit application. C. Ventilation shall be provided in areas used for storage or maintenance of motor vehicles as required by the Uniform Building Code and the National Electric Code. (� d®The proposed building exceeds 5000 square feet in area. An automatic fire suppression system or compartmentalization by fire -resistive construction is required in accordance with Sections 3802, UBC as amended by the City of Fort Collins. 3. The Water Conservation Specialist offers the following comments: The landscape plan shall contain a general note calling for the review and approval by the City of Fort Collins of any required landscape irrigation system, prior to the issuance of a building permit. 15 The landscape plan shall include the total area (in square feet) for each v landscape category. Landscape categories are distinguished by their water requirements and intended maintenance level. Examples of possible categories include, but are not limited to, high water turfgrass, low water turfgrass, low water planting beds, moderate water planting beds, and non - plant areas (paved areas, etc.). Please refer to the attached general information regarding the City's Water Conservation Standards for Landscaping and Irrigation Systems for further guidance. 4. The Poudre Fire Authority offers the following comments: a. The proposed building is to be equipped with an automated fire suppression system. Access to Fire Department connection can either be made at the northwest corner of the building from the parking lot, or at the northeast corner in the truck parking area. b. The emergency access road as shown must continue from East Lincoln to Buckingham Street with approved fire lane signs. The Zoning Department offers the following comments: p/ Approximately 7-8 deciduous trees are needed on the east side of the drive along the east property line. V Please add a General note to the landscape plan which states: "All landscaping must be installed or secured with an irrevocable letter of credit, escrow or performance bond for 125% of the valuation as indicated on this plan prior to the issuance of a certificate of occupancy." City Code requires parking lots to have a minimum of 6% interior landscaping. Islands with shrubs and trees are needed. d� Please clearly indicate that parking areas and driveways are asphalt or concrete. 2. The Building Inspections Department offers the following comments: a. The site shall be accessible to persons with disabilities in accordance with Uniform Building Code Section 3103 and UBC Appendix Section 3106. Provide a designated and marked accessible route of travel between the building and the public way. The accessible route shall comply with ANSI A117.1-1992 with running slopes no greater than 1:20 and cross slopes no steeper than 1:50. Where routes cross lanes for vehicle traffic they shall be designated and marked as a cross walk. Provide parking and signs per
