by vacant land, in the northerly half.. All of the land surrounding the
subject site is zoned for industrial uses and existing uses are compatible
with the present and proposed use of the subject site. There are no develop-
ments i.n the surrounding area, which would be considered adverse influences
to the subject property.
A U_ of the site is within the city limits and water, sewer and electrical
power are furnished by the City of Fort Collins, natural gas is furnished
by Public Service Company of Colorado and telephone by U.S. West Communications.
According to the City Engineer's office, a six inch water line is installed
in the easement which generally follows the westerly property lines of Lots
9, 10 and 21. A 24 inch sanitary sewer line is in this same general vicinity.
All utilities are extended onto the southerly portion of the site and are
presently in use.
A soils report was not furnished, but typical soil conditions in this
area are a gravely clay, extending to bedrock. This type soil is usually
conducive to most types of urban type development and particularly to in-
dustrial buildings. However, the site is within a HUD identified flood zone.
The flood zone is set forth on map number 080102-0002-B dated July 16, 1979.
The zone classification is A-4, which is the 100 year flood plain.

Site llescription
The site is a level, irregularly shaped acreage parcel. It is an in-
side parcel with 208.71 linear feet of frontage on the north side of East
Lincoln Avenue. The site extends northerly for a total depth of slightly
over 1.200 linear feet and becomes "L" shaped in the northerly porti.nn.
Because of the "L" shape, it has 761..68 linear feet of frontage on the
southerly side of. Buckingham Street. Total site area is 411,055 square
feet, or 9.44 acres, more or less.
East Lincoln Avenue on which the property fronts, is a collector street
in a 120 foot right-of-way, presently improved with a 30 foot wide asphalt
driving surface and fairly deep barrow pits for surface drainage, on each
side. Buckingham Street is a local neighborhood street in a 60 foot right-
of-way, which extends from Linden Street on the west, to Lemay, on the east.
It ends at these two streets and at the present time, serves mostly unde-
veloped but platted industrial land, as well as unplatted farm land. Neither
of these two streets is equipped with concrete curbs or gutters.
The site itself is almost dead level, with a barely discernible slope
to the north. The only known easements, are 20 foot wide utility easements
which traverse the property lines of the northerly portion of the site,
which is platted into lots and blocks. These utility easements are common
and usually do not interfere with Full site utilization.
The site is bordered on the north by vacant land which is currently
being used as farm land. It is bordered on the east by a mini -warehouse
project at the southerly end and by vacant, platted industrial lots in the
North Lemay Subdivision in the northerly half. It is bordered on the south
by East Lincoln, across which is a municipal golf course. It is bordered
on the west by small, pre-engineered steel warehouses at the south end and
