B. Variances granted by the Zoning Board of Appeals. If the strict application of the zoning
requirements of the I-L or I-P District would result in peculiar and practical difficulties, or
exceptional and undue hardship upon the owner of the property, the Zoning Board of Appeals
may grant a variance. For more information, refer to the section of this manual entitled
"Zoning Variance Review."

I-L and I-P Site Plan Review
City of Fort Collins
The I-L/I-P Site Plan Review is intended to achieve compliance with the I-L, Limited Industrial and
I-P, Industrial Park Zoning Districts and to promote orderly and harmonious development within the
City of Fort Collins. The process for approving an I-L or I-P site plan is as follows:
Ste[) I: Conceptual Review
Conceptual review is required between the applicant and City staff in order to familiarize the
applicant with the procedures and provisions of the Zoning Ordinance, City policy and other
requirements as they pertain to the subject property. For more information, refer to the section
of this manual entitled "Review Process".
Step 2: Application
The application is filed for formal site plan review and approval at anytime. The site plan must
be prepared in compliance with the requirements of the I-L and I-P Zoning Districts and the
guidelines set forth in this section of the manual.
The following information and data are required for a complete submittal:
A. Application form (I copy) and filing fee ($110.00).
B. Legal description (I copy) of the property on 8-1/2" x I sheet.
C. A current list of names and addresses of all property owners of record of real property
within 500 feet of -'he subject property, exclusive of public right-of-way. (This
information is available from the Assessor's Office in the Larimer County Courthouse
or from local title companies.) This list must be typed on 8-1/2" x I 1",sheet-type mailing
labels (33 labels per sheet) by the applicant.
D. Site plan (25 copies) and landscape plan (16 copies)each folded to fit into a legal size
folder with name of the development showing, containing all information and
requirements as listed in the section of this manual entitled "Submittal Requirements
for Site Plan".
E. Architectural elevations (5 copies, folded to fit into a legal size folder with name of the
development showing) of all buildings to be newly constructed or remodeled, sufficient
to convey the basic architectural intent of the proposed improvements, including but
not limited to colors and type of exterior building materials. The elevations should be
at an appropriate scale, with an outer dimension of 24" x 36".
F. Signed reproducible molar of all plans to be submitted two working days prior to the
public hearing.

Basin. The Storm Drainage Fee for this basin is $4,150 per
acre. On the rear of the property, the site is within the Dry
Creek Drainage Basin with a Storm Drainage Fee of $5,000 per
acre.
7. Since the existing structure does not comply with floodplain
regulations, the addition must not be valued at more than 50%
of the value of the existing structure. This must be
documented by an appraiser and submitted to the City's
Stormwater Utility.
8. The addition will require that the loose ends associated with
the drainage of the entire site be brought up to speed. This
will require a Drainage Report, Drainage and Grading Plan, and
Erosion Control Plan. It may be required that stormwater
detention on the site be increased to accommodate the increase
in impervious surface. For further information, please
contact Glen Schlueter, Stormwater Utility, 221-6589.
9. The site plan should indicate the new gravel drive that gains
access to Buckingham Street.
10. The Street Oversizing Fee will be assessed on the new addition
and pro -rated accordingly. Please contact Matt Baker, 221-
6605, for an estimate of this fee.
11. The request must be processed as an I-L Site Plan Review in
accordance with Chapter VI, page 6.14 of the City's
Development Manual. A copy of this procedure is enclosed.
Please note that,the submittal fee for this process is $1,640.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: June 6, 1994
ITEM: Vanworks Expansion, 900 East Lincoln Avenue
APPLICANT: Mr. Keith Hess, Vanworks, 900 East Lincoln Avenue,
Fort Collins, CO. 80524
LAND USE DATA: Request to add on to an existing building. The
addition would measure,60' x 28' for a total of 1,680 square feet.
COMMENTS:
1. If you are not increasing the electrical panel size, then
there are no comments from the City's Light and Power
Department.
2. If you are not needing any additional water and sewer
services, then there are no comments from the City's Water and
Wastewater Department.
3. The City's Building Inspection Division will require a floor
plan to be submitted showing the location of all the uses that
are carried out within both the existing structure and
proposed addition. It will be required that there be proper
separation of uses and materials in accordance with the
Uniform Building Code, as amended by the City of Fort Collins.
Dust from a fiberglass sanding operation is considered a
hazardous material and will require a dust collection system.

4. The dust collection system must be approved by the Poudre Fire
Authority. A. Hazardous Material Impact Analysis will be
required. Please contact Ron Gonzales, Fire Prevention
Bureau, 221-6570, for details'on this approval process.
5. The Poudre Fire Authority is concerned that all exterior
portions of both the existing and proposed building remain
within 150 feet of an approved fire access roadway. All fire
access roadways must either loop or have proper turn -around
with minimum turning radii. The site plan should indicate the
nearest fire hydrant.
6. The site is located in two drainage basins. On the front part
of the property, the site is within the Old Town Drainage
