14. The City requires 1,000 gpm for fire flow. You should provide
verification from Fort Collins/Loveland Water District that
this can be provided:
15. Standard spacing of fire hydrants at 800' will be required.
16. The Planning Department recommends that the property be placed
in the RF, Foothills Residential, Zoning District (see
attached information). Development in the RF Zone can occur
as a cluster development (of 1 unit per gross acre) at a
density of 3 to 5 DU/acre with the remainder 'of the site
dedicated as permanent open space, .or as an RF subdivision
with 2.29 acre (or larger) lots which meet the minimum set'
back and yard width requirements. If the County subdivision
does not meet these requirements, the RE zone may make more
sense as it would not create an entire subdivision of non-
conforming uses. You should be aware that "home occupation"
businesses are not allowed in the RF or RE Zoning Districts.
17. Planning concerns include, fencing guidelines for rear lot
lines, street trees provided for all lot frontages,
streetscape/landscaping along the arterial, and ridge line
development. The .building envelopes should be sensitive to
the natural topography of the area. A landscape plan should
be submitted with the Cluster Plan.
18. A neighborhood meeting will be required.
19. Transportation and Engineering will require an offsite impact
analysis/ traffic study for streets and fees. The analysis
should look at operation of the intersection of Red Fox and CR
38E, traffic impacts off -site, and the Wessex Drive
connection.
20. Street oversizing fees are currently $584.00 per dwelling
unit.
21. Utility Plans will be required. A development agreement
between the developer/owner and the City will be required.
22. Dedication of the 60' half street for County Road 38E, along
the property frontage, should.be dedicated with the plat. A
15' utility easement will be required behind the right-of-way.
23. The 28' wide cul-de-sacs would likely be permitted if they
fall within City standards for length and number of adjacent
lots. Wessex Drive could be reduced in width to 281, or
narrower (24' with no parking) where there are no lots
fronting it, to prevent additional scarring and disturbance to
the hillside.

5. Water and Sewer service will be provided by the Fort Collins -
Loveland Water District and the South Fort Collins Sanitation
District.
6. Parkland fees are $779.00 per dwelling unit and will be
collected at the time of building permit issuance.
7. Parks and Recreation is looking for a trail easement for the
Fossil Creek Trail through this area, toprovide a connection
to the City Open Space area northwest of this property. There
is an existing 10' wide trail easement along the east property
line. I will schedule a meeting with Natural Resources
Department and Craig Foreman at the Parks Department to
coordinate a suitable trail location.
8. Parks and Recreation has concerns about the type of fencing
that would be permitted along the trail and recommends an open
three rail type fencing design.
9. The property is located in the Fossil Creek drainage basin.
Stormwater development fees are $2274.00 per acre, subject to
the coefficient of run-off for the site.
10. On -site detention is not required, although it may be needed
to make the drainage work properly. You will have to get
undetained, developed flows to the outfall, which will likely
require off -site easements. There is an existing Fossil Creek
Master Drainage Plan which you should use as a source for your
design. The Master Plan shows a drainage way which can be
used to convey your flows. Off -site easements will be
required for any drainage conveyed across property which you
do not own.
11. A standard submittal includes a drainage report, drainage and
grading plans, and an erosion control plan. Modeling may be
necessary to provide Stormwater with sufficient information to
review the drainage.
12. There is a rare plant in the hogback area of Fort Collins
which should be given consideration in your design. There is
also erosion potential of the rill areas on this site. You
should anticipate additional engineering review time given the
nature of the soils, topography, and erosion potential of the
site. Stormwater Utility staff suggest that you work closely
with the Natural Resources Department during design and
construction to minimize disturbance of sensitive areas.
13. The street network needs to meet City fire access and street
standards, including curb, gutter and sidewalks. Temporary
fire access can be used, provided it meets the fire. access
code. The Wessex connection is a major concern, this

LAND USE DATA: This is a proposal to annex and zone approximately
35 acres and to subdivide the property into 33 single family lots.
The property is located south of County Road 38E and west of Taft
Canyon. The property is currently unplatted and is located outside
of the City limits. An annexation and zoning would have to be
approved by City Council prior to a hearing on the subdivision by
the Planning and Zoning Board. Proposed zoning is RF, Foothills
Residential. An adjacent subdivision is seeking final approval by
the County, and may or may not be a part of the annexation request.
COMMENTS:
1. Currently power is located at the intersection of CR 38E and
Taft Hill Road. Light and Power will require access easements
to get power to the property. Once at the site, at Red Fox
Road, normal development charges would apply. Standard
utility easements would be required on the lots and across
open space areas.
2. Light and Power will only serve the property which is annexed.
3. Please coordinate with Fort Collins -Loveland Water District
for easement locations, as they prefer side lot line easements
to rear or front lot easements.
4. Existing development would. normally retain existing utility
services (except for electric power) upon annexation. City
electric utility rates are typically lower than other electric
power suppliers, although there may be certain case -by -case
exceptions. However, according to Colorado law, the Service
Rights Fee Act requires former PVREA customers to pay a 25%
surcharge on monthly City electric bills for a period of ten
years. New homes constructed within former PVREA territory
are required by this law to pay a 5% surcharge on monthly
