i V. RECOMMENDATIONS/CONCLUSIONS

Based on the findings of these technical analyses, recommen-
dations for required roadway improvements can be identified. These
recommendations account for development within Wildflower Ridge and
Fox Hills. The following is a''brief summary of the above findings

and a general description of the recommended improvements for the
analyzed elements of the roadway network serving Wildflower Ridge
and Fox Hills.

In the short range future (1995) with full development of
Wildflower Ridge and Fox Hills, a westbound left -turn lane is
i
61 required on CR 38E at the Red Fox Road intersection: No other
auxiliary lanes are recommended.
All traffic movements are expected to operated:at level of
service A under both short and long term conditions.' This will

provide excellent operating conditions.

given the distribution of residential traffic to a number of access

Long range (2010) peak' hour traffic volumes were also
investigated. These volumes were developed using the same

procedure by which the 1995 volumes were developed. Long range
j site and background peak hour volumes are shown on Figure 5.

l;'• IV. TRAFFIC IMPACTS
I
Using the traffic volumes shown on Figures 4 and 5, the CR
38E/Red Fox Road intersection operates acceptably during the peak
hours. These results are shown in Table 2. Calculation forms are

provided in the Appendix. Auxiliary lanes at the CR 38E/Red Fox
Road intersection were evaluated using criteria in the _Larimer
E
i' County Access Policy. Average peak hour traffic volumes were
determined by summing the morning and afternoon volumes and
dividing by two. Based upon these criteria, a westbound left -turn
lane is required on CR 38E at the Red Fox Road intersection. With
a posted 45 mph speed limit, this lane should be 400 feet (deceler-
ation and storage) and a bay taper at 15:1. In order to provide
a smooth redirection from one lane to a two lane cross section and
back to one lane, a 40:1 transition should be used. An eastbound

right -turn deceleration lane is not required. Although the right-
r
turn exits from Red Fox Road indicate the need for an acceleration
lane according to the access policy, this acceleration' lane is not
recommended. This recommendation is made in consideration of the
driveways and intersecting strieets to the east on both'sides of.CR
38E. A safer environment will be created if exiting vehicles are

The primary road in this area is CR 38E. This study. evaluates
the cross section of CR 38E and! the need for auxiliary lanes at the
CR 38E/Red Fox Road intersection.
D. Trip Distribution
Trip distribution was derived using the existing relationship
i
of the turning movements at the CR 38E/Highland West intersection.
! The distribution from Wildflower Ridge and Fox Hills was assumed
lv to be similar to the existing distribution (East - 90%, West -

10%).

E. Traffic Assignments and Volumes

Utilizing the trip generation estimates and the distribution
assumptions identified previously, projected vehicle trips were
assigned to the street system. Figure 4 shows the short range
(1995) peak hour traffic assignment for the site generated traffic
and the background traffic with a single point of access (Red Fox
Road) to CR
38E. Red Fox Road will
be fed by a system of local
streets, each serving an estimated 5
- 15 dwelling units. Accord-
ingly, each
local street intersection with Red Fox Road will
accommodate
minimal traffic volumes.
Once on CR 38E, most of the
site traffic
will turn onto Taft Hill
Road.

III. FUTURE TRAFFIC PROJECTIONS
A. Development Assumptions
A short range future (1995) access scenario was analyzed.
The short range future included the existing traffic factored by

a 2-3 percent per year growth factor, plus the proposed development
traffic. It was assumed that Wildflower Ridge and Fox Hills would
be fully built out by 1995. This assumption is subject to market
5 demands for this type of residential use. The increase in
background traffic in this area: is largely due to other development

in the area, primarily to the west.
B. Site Trip Generation

To estimate the traffic generated by the proposed development,

standard trip generation rates compiled by the Institute of
i..!
Transportation Engineers in their report entitled Trip Generation,
Fifth Edition were utilized for single family detached residential
land uses. These rates were applied to determine daily, AM, and

PM peak hour traffic volumes expected to be generated by the site.
Table 1 shows that WildfloweriRidge and Fox Hills would generate
approximately 830 trips per day with 64 and 87 trips occurring
during the AM and PM peak hour periods, respectively.

lane road with a rural cross section. It extends from Taft Hill
Road to the west. Taft Hill Road (CR 19) is a north/south arterial
in Fort Collins and a major travel route between Loveland and Fort
I Collins. It is a two lane paved roadway. CR 38E has a posted

speed limit of 45 miles per hour. CR 38E is under, stop sign
control at Taft Hill Road at the current time. However, the
intersection will be under traffic signal control in the fourth
quarter of 1993.

B. Existing Traffic Condition's

Peak hour counts were conducted at the CR 38E and Highland
West intersection, just east of the proposed site. These counts
revealed 250-270 vehicles using CR 38E during peak hour periods.
The average daily traffic on CR 38E in 1991 was 3,900 vehicles.
Peak hour counts are shown on Figure 3.
C. Surrounding Land Uses
The residential development is proposed to be built on land

that is in agricultural use. Land west and south of Wildflower
Ridge and Fox Hills is also d n agricultural use. Taft Canyon
residential development is east of the site.

I. INTRODUCTION
h Wildflower Ridge Subdivision and Fox Hills PUD are. residential
developments proposed to be 'located just south of 'CR 38E and
IJ
approximately 0.65 miles west of Taft Hill Road in Larimer County,
Colorado. The site location is shown in Figure 1.

The proposed Wildflower Ridge and Fox Hills developments have

87 single family detached dwelling units. Figure 2 shows a
I., schematic of the site plan. The site plan shows one access to the
public road system. This main access will be from CR 38E via Red
Fox Road. A secondary access Will be via a meandering local street
system through Taft Canyon connecting to Taft Hill Road. This
traffic analysis evaluates a single point of access (38E via Red
i.
Fox Road) since the route through Taft Canyon is considered to be
too circuitous. Two future conditions were evaluated: a short
range (1995) future condition and a long range (2010) future
condition. The focus of thisreview is the roadway cross section
requirements, geometric improvements at key intersections, and
ltraffic control measures at these intersections.
