Water and sanitary sewer services exist in West Mulberry Street and is in Gallup Street to the south line of this property. Service for the second residence can come from either direction. You will not be responsible for the cost of a fire hydrant and sanitary sewer manhole if service is provided from Gallup Street. Perpetual maintenance of these services will be the responsibility of you or subsequent owners of this property. Utility easements will be required for service to the new residence, 'regardless of where service is provided from. This property is in the Canal Importation Drainage Basin and is subject to basin fees of $5,375 per acre, based on the runoff coefficient for the type of land use on the property. A request for a variance from the stormwater fees could be submitted to the City Stormwater Utility for review. A letter is necessary identifying the amount of additional impervious (hard surface) area on -site as a result of the addition of a new residence. The options for possible access to a new residence on the back of this property should be discussed with City Engineering. The offset of Gallup.Street to this property could create some problems. It is best to work with the City to gain an understanding of the requirements and costs of access from either West Mulberry Street or Gallup Street before getting too far into the Minor Subdivision process. Please contact Kerrie Ashbeck at 221-6750 to discuss the options. 7. Street oversizing fees of $584 per acre for residential use will apply to this request. These fees will be collected at the time of issuance of a building permit. 8. If the second residence•is to be accessed from West Mulberry Street and the lot is subdivided into two lots, then an access easement would have to be dedicated across the lot for the existing residence. Also, access for emergency vehicles, a minimum of 20' in width, would be required on the existing lot. 9. A building permit will be required for the new residence and can be issued only after the Minor Subdivision plat and all necessary documents are approved and recorded. A second primary residence is allowed; however, it will be subject to this property being platted through the Minor Subdivision review process and approval and meeting the area requirements for a building in this zone (see attachments: Minor Subdivision and City Code, pages 1995, 2025 & 2029). 2. This property may be subdivided into two lots or remain one lot with two residences. In either case, a registered land surveyor must prepare a subdivision plat to be reviewed by City staff, with the final decision given by the Director of Planning or the Planning and Zoning Board in a public hearing (see attachments: Minor Subdivision and City Code, page 2030). Additional documents (example: a site plan, utility drawings, drainage & grading plans, etc.) may be required for a full and proper review of this request (see attachment: City Code, page 2029). 3. The City Light & Power Department will be undergrounding all their facilities in this area in the future. Normal residential development charges for electric service to the property will apply. The new residence can gain electric service from either West Mulberry Street or Gallup Street to the south. If this property is to be subdivided into two lots then a utility easement will be required from West Mulberry Street to the second residence.
